Female tourists should not wear skirts in India, says tourism minister

Foreign arrivals issued with welcome kit including safety advice for women, after high-profile assaults

India’s tourism minister has said foreign women should not wear skirts or walk alone at night in the country’s small towns and cities “for their own safety”.

Discussing tourist security in the north Indian city of Agra, site of the Taj Mahal, Mahesh Sharma said foreign arrivals to India were issued a welcome kit that included safety advice for women.

“In that kit they are given dos and don’ts,” he said on Sunday. “These are very small things like, they should not venture out alone at night in small places, or wear skirts, and they should click the photo of the vehicle number plate whenever they travel and send it to friends.”

He added: “For their own safety, women foreign tourists should not wear short dresses and skirts ... Indian culture is different from the western.”

The welcome kit, geared at female travellers and introduced last year, is one of a suite of measures introduced to address declining rates of female tourism after the high-profile gang-rape and murder of a Delhi medical student in 2012, and a number of subsequent attacks on female tourists.

The kit says: “Some parts of India, particularly the smaller towns and villages, still have traditional styles of dressing. Do find out about local customs and traditions or concerned authorities before visiting such places.”

It mirrors the UK Foreign Office advice to women travelling in India, which suggests they “respect local dress codes and customs and avoid isolated areas, including beaches, when alone at any time of day”.

Sharma clarified his remarks later on Sunday, denying they amounted to a dress code for foreign women. ”We have not given any specific instructions regarding what they should wear or not wear. We are asking them to take precaution while going out at night. We are not trying to change anyone’s preference,” he said.

“It was very stupid, not a fully thought-through statement,” said Ranjana Kumari, the director of the Delhi-based Centre for Social Research , a thinktank focusing on gender equality in India. “The minister doesn’t realise the implications of such irresponsible statements.”

Kumari said the remarks reflected “the syndrome of blaming women” for what they wore and where they were. She said: “But the problem is men and boys in India. They go for all kinds of misogyny and sexual acts, rapes and gang-rapes. It’s important for [Sharma] to have said how to punish the perpetrators of crime and stop the nonsense of ogling women and following them. Why should any girls come to India when it is becoming famous for not being safe to girls?”

India toughened sentences for rape and introduced fast-track courts for sexual assault trials after the fatal 2012 gang-rape focused world attention on violence against women in the country.

National crime statistics show 92 women are raped each day in India, mostly in rural areas, though the figure is widely believed to be an underestimate. Street harassment and violence, sometimes called “eve-teasing” , is even more common, experienced by 79% of Indian women according to a recent survey .

Tourists can be subjected to the same harassment and worse, most recently in July 2016 when an Israeli national was sexually assaulted by a gang of men in the Himalayan resort town of Manali. A Japanese woman was kidnapped and sexually assaulted in 2014 in Bihar and a Russian assaulted by an auto-rickshaw driver in Delhi in 2015, among other cases.

Sharma’s remarks trended on Indian social media on Monday and earned rebukes from political rivals.

Sharma has previously been criticised over his views on nights out for women. “It may be alright elsewhere, but it is not part of Indian culture,” he said last year.

Mr. Kadakampally Surendran has sworn in as the new Minister for Tourism, Government of Kerala. He represents the Kazhakuttom constituency in the State Legislative Assembly.

Mr. Kadakampally of Communist Party of India-Marxist (CPI (M)) was active in student movements and cultural activities starting his school days and entered politics through youth organisations.  He was the Unit Leader of Kerala Socialist Youth Federation (KSYF) which later became Democratic Youth Federation of India (DYFI).

Mr. Kadakampally who was the national Vice President of DYFI for fifteen years (1980-1995) also served as a Member of Legislative Assembly of Kerala from Kazhakuttom constituency and the chairman of Backward Caste Welfare Committee from 1996-2001. He was elected twice to the Syndicate of the University of Kerala (2006 & 2014) and was the President of Kerala State Co-Operative Bank from 2006 to 2008. He served as the Thiruvananthapuram District Committee Secretary of CPI (M) in the period 2007 - 2016.

Born to Mr. C. K. Krishnankutty and Mrs. Bhagavathi Kutty at Kadakampalli in Thiruvananthapuram, he completed his higher studies from S N College Chempazhanthy and University College, Thiruvananthapuram. His wife Mrs. Sulekha is a teacher and they have two sons.

JOINT MEDIA STATEMENT 1. The Fifth Meeting of ASEAN and India Tourism Ministers was held on 22 January 2016 in Manila, the Philippines, in conjunction with the ASEAN Tourism Forum 2016. The Meeting was co-chaired by Mr. Benito Jr. Bengzon, Undersecretary, Department of Tourism of the Philippines, and H.E. Mr. Vinod Zutshi, Secretary, Ministry of Tourism, India. 2. The Ministers were pleased with the increase in tourism exchange between ASEAN and India in 2015 where the preliminary total number of arrivals from India to ASEAN was 3.57 million, an increase of 9.9 per cent as compared to 2014. The Ministers also noted that the number of ASEAN tourists to India in 2015 has reached 0.7 million, an increase of 2% per cent compared to 2014. 3. The Ministers agreed to implement the decision of the 13th ASEAN-India Summit held on 21 November 2015 in Kuala Lumpur to further enhance ASEAN-India cooperation in tourism under the framework of the 2012 Memorandum of Understanding between ASEAN and India on Strengthening Tourism Cooperation with intensified efforts and activities. In this regard, the Ministers emphasised the need to expedite efforts on visa facilitation to promote tourism exchange. In accordance with the announcement made by Hon. Prime Minister of India to extend electronic-visa facility to all ASEAN countries, India has now extended this facility to 9 ASEAN Member States and the tenth country will also be included shortly. The Ministers also welcomed the on-going annual programmes to enhance people-to-people exchanges including students, farmers, media and diplomats in ASEAN Member States and India. 4. The Ministers commended the progress made in the implementation of the Memorandum of Understanding including: (i) Participation of tourism stakeholders in travel marts, tourism exhibitions and festivals in ASEAN Member States and India; (ii) Establishment of the ASEAN-India Crisis Communications Team; (iii) Progress of the ASEAN Promotional Chapter for Tourism (APCT) in Mumbai; and (iv) India’s support of visit from ASEAN Member States teachers/faculty of hospitality institutes to India. 5. The Ministers expressed their sincere appreciation to the Government and People of the Philippines for the warm hospitality and excellent arrangements made for the Meetings. The Indian tourism sector and hospitality industry have been driving economic growth in the nation. The rich culture and historical heritage of India, in addition to ecological variety and places of natural beauty, increase the tourism potential of the country. The tourism and hospitality sector has emerged as a large source of employment besides being a foreign exchange source for the country.

In 2016, the travel and tourism industry contributed $208.9 billion to the nation’s GDP. This accounted for about 9.6 percent of the nation’s total GDP in the year under view. The contribution of tourism to India’s GDP was the highest recorded in the entire Asia-Pacific? A figure that places them just behind China. The contribution of travel and tourism was twice that of Thailand, which came third on the list. The sector also provided more than 25.4 million jobs directly in 2016.

Tourists exploring the length and breadth of India  have benefited from the decrease in accommodation prices witnessed in recent years.  The average daily rate of hotels (ADR) dropped to an all-time low in 2016? The lowest recorded in a decade. The occupancy rate of the hotel industry, on the other hand, has remained fairly stable during that time.

States/Union Territories (UTs) witnessed a growth in Domestic Tourist Visits (DTVs) of 15.5 percent year-on-year to 1.65 billion.

The data released by the Ministry of Tourism shows that the foreign tourist arrivals (FTAs) in India leaped 19.5 percent year-on-year to 630,000 as of May 2017. There was also a leap in FTA’s e-tourist visa by 55.3 percent year-on-year to 68,000 as of May 2017. These impacted on India’s Foreign Exchange Earnings (FEEs) by driving it up by 32 percent year-on-year to $2.278 billion in April 2017.

If the statistics continue to rise, India is projected to move up by five places to become one of the top five business travel markets globally by the year 2030. There is also an expectation that business travel spending will treble by 2030 from $30 billion recorded in 2015.

India's Tourism Minister to Women: Don't Wear Skirts Here

The government official recommended women vacationing in India avoid wearing certain clothes and walking alone at night in order to protect themselves.

Models await their turn to be judged during auditions for an upcoming fashion week in Mumbai.

NEWS BRIEF India’s tourism minister said female tourists traveling to the country should not wear skirts “for their own safety,” prompting criticism that such advice fuels a culture that blames sexual assault on women’s dress and behavior.

Mahesh Sharma made the comments during a press conference Sunday in response to a question about security in Agra, home to the Taj Mahal. The day before, three men had kidnapped a 15-year-old girl who was walking on the street and raped her for two hours while they drove around in a van. It was the 33rd rape of a minor in the last five months, according to The Times of India .

Here’s Sharma’s full quote, as reported in The Indian Express . The “kits” he mentions include informational pamphlets the Indian government began offering last year that include safety tips for women:

We give welcome kits to tourists when they land at the airport. The kit includes a card with do’s and don’ts such as, do not venture out alone at night in small towns, do not wear skirts; take a picture of the registration number of the vehicle you use and send it to a friend ...

CNN reports the tourism advice in the kit does not mention skirts. In the section on clothing, it reads: “Some parts of India, particularly the smaller towns and villages, still have traditional styles of dressing.” The pamphlet also mentions some religious places ask travelers to cover their heads or remove their shoes, and encourages tourists to learn about local customs where they plan to travel.

Sharma has previously made controversial remarks about how women in India should behave; last year, he said going out at night might be acceptable for women elsewhere, “but it is not part of Indian culture.” Later on Sunday, Sharma tried to walk back his comments, saying he meant them as a precautionary recommendation, and wasn’t inferring a dress code for female tourists. But critics jumped on Sharma’s words, saying that telling women to change their dress in this way puts the onus on preventing sexual assault on the victims of the crime, and not the perpetrators. Rape cases in India have increasingly drawn international attention after the 2012 fatal gang rape of a woman in Delhi . The assault led to massive protests around the country and reforms of sexual-assault laws that made it easier to convict perpetrators.

Foreign tourism dropped 25 percent the year following the Delhi rape. Since then, India has tried to reform its image as a safe travel destination for women.

‘Be part of our tourism’: Maldives urges India amid strained diplomatic ties

Amid strained bilateral ties, the number of Indian tourists visiting Maldives has come down over the last few months. In the wake of the dwindling tourists, Maldives Tourism Minister Ibrahim Faisal urged India to be a part of its tourism. 

During an interview with PTI, Faisal stressed the historical relations between Maldives and India. 

"We have a history. Our newly elected government also wants to work together (with India). We always promote peace and a friendly environment. Our people and the government will give a warm welcome to Indian arrivals. As the Tourism Minister, I want to tell Indians to please be a part of Maldives' tourism. Our economy depends on tourism," he said.

After derogatory remarks made against India and Prime Minister Narendra Modi on social media by three Maldivian officials, the Maldives-India relations got strained. 

Several Indians, including celebrities, cancelled their reservations and dropped plans to visit Maldives. #BoycottMaldives was trending on social media platforms as well. 

According to a sun. mv report published on Monday, the number of tourist arrivals from India declined by 42 per cent in the first four months of this year compared to the first four months of last year.

At the start of the year, India was the top tourist market for the Maldives. According to Tourism Ministry statistics, Maldives recorded a total of 43,991 tourist arrivals from India as of May 4. Between January and April of last year, Maldives recorded 73,785 tourist arrivals. This year, the number stands at 42,638.

Since President Mohamed Muizzu assumed office in November last year, the India-Maldives relations started to get affected. The India-Maldives ties have come under stress as President Muizzu, widely seen as a pro-China leader, maintained after assuming charge as the president in November that he will keep his election promise of evicting Indian military personnel from his country.
