The tourist tax in Italy is a tax that tourists have to pay for each night of their stay. It is collected by the accommodation they’re staying at – from all types of hotels to B&B, hostels, and campsites – over their vacation.

4. How Much Is The Tourist Tax In Italy?

The tourist tax rate depends on each municipality. This tax is usually updated every year (sometimes every 2 years), therefore you always need to check the most recent rate.

In order for you to know how much you have to pay in each city you’ll be visit ing, I collected all the helpful data below: you will find the most touristic areas and corresponding taxes in three accommodation categories, children and elderly policies together with the period of time when the rate is applicable.

5. Are There Any Exemptions?

Yes, there are some exemptions.

Below I collected the most common as each municipality has its own rules and regulations. The following, however, are shared with pretty much every municipality. Those who are exempt are:

a) residents in the municipality;

b) people with disabilities , with suitable medical certification, and relative accompanying person and parents who accompany children with disabilities;

c) patients in healthcare facilities and accompanying family members;

d) coach drivers and tour leaders who accompany groups organized by travel agencies;

e) members of the police and military forces, as well as the National Fire and Civil Protection Corps in case of service needs;

f) volunteers who offer their services in the social sector for events and manifestations organized by the Municipal, Provincial and Regional Administration or for environmental needs;

g) people who stay in the accommodation as a result of measures taken by public authorities to deal with emergency situations ;

h) university students (only in some cases and upon certain conditions).

6. Is It Possible To Get Any Refunds?

If you book your stay in any accommodation in Italy where the tourist tax is automatically collected (e.g. Airbnb) and you are entitled to a refund (e.g. if you fall into the exemption category), you can request it by completing a refund form that you can find on each municipality website. Refunds will be processed at the end of your booking .

7. If I Stay In An Airbnb Or Apartment, Do The Same Rules Apply?

If you stay in any accommodation other than hotels, you have to pay the tourist tax. There is no exemption in this case.

Milan: the Municipality decides to increase the rates of the tourist tax

From January 2024, every tourist who stays in one, two and three star hotels in the city, in two, three and four star residences, in youth hostels, holiday homes, campsites and tourist villages will pay an extra 50 cents per night compared to current rates. For guests of holiday homes and short-term rentals, bed and breakfast , inns, Lombard guesthouses and guest houses, the increase is 1,5 euros per night. For customers of hotels with four stars and above, the rate remains at the current 5 euros, the maximum amount allowed by national law. The tax, by law, must be used for interventions relating to tourism, maintenance, use and recovery of cultural and environmental assets and for the related local public services. The increase in revenue resulting from the tariff changes will also be used to cover the services necessary and connected to the reception of tourist flows, in particular for local public transport and security, as well as to combat tax evasion. The measure was shared with the category representatives of the most representative associations.

“There has been no action on the rates of the tourist tax since 2012. Then Milan was far from being the tourist destination of international interest that it is today – explained the Tourism councilor Martina Riva -. With over 6,3 million arrivals recorded in the city from January to September 2023 alone, Milan is experiencing the best tourist period in its history. Tourism is a huge opportunity for our city, from all points of view. Given the constant growth in arrivals, it would be reckless not to immediately define a strategy that allows us to manage - and not passively suffer - the increase in the flow of visitors. The desire, in fact, is precisely to invest further in the attractiveness of our city, because every new visitor that we are able to convince represents a victory for our community and for the image of Milan. At the same time, however, it is necessary to accompany this path with policies aimed at limiting the impact on the city that the increase in visitors may entail. For this reason - added Riva - the time has come to think about a slight remodulation of the tourist tax. If our city offers so much to its visitors, then we ask the visitors themselves to leave something to the city, with the commitment to reinvest the greater revenues in public services essential for tourist activity, first of all public transport and safety, as well as in the creation of a small task force specifically dedicated to identifying and prosecuting the still too numerous episodes of tax evasion”.

“We have tried to contain, below the maximum allowed by law, the increase in the tourist tax for B&Bs and hotels up to 3 stars – states the budget councilor, Emmanuel Conte – as the government has not allowed us to spread the necessary increase also on 4 and 5 stars. The Municipality of Milan guarantees a high quantity and quality of services for everyone. Tourism is certainly a source of wealth and economic well-being, but a high number of tourists has an impact on the city, from the environmental point of view, the management of services and the life of citizens. The tourist tax contributes to the burden of local services that Milan continues to offer and implement, for residents and non-residents, without affecting but rather contributing to the attractiveness and competitiveness of the city. It is one of the few means of tax autonomy left to municipal administrations, which continue to suffer, even in Budget Law , spending cuts that impose sacrifices to the detriment of our fellow citizens. As budget councilor, I renew my request that national regulations truly make it an equalization tool available to all local authorities".

Please note that the 2011 law establishing the tax gives local authorities the power to apply the contribution gradually in proportion to the classification of the structures. TO Milan it was introduced in 2012, with a resolution of the municipal council which defines the structures subject to the tax, the exemptions and concessions and delegates the task of determining the tariffs to the council. The categories exempt from the tax in Milan are minors under 18, young people under 30 who stay overnight in youth hostels, carers of hospitalized people, people undergoing post-hospitalisation care, guests of facilities managed by non-profit entities after on the fourteenth day of stay, law enforcement and armed forces personnel in Milan for reasons of service, university students up to 26 years of age in pensions or university residences, people with disabilities and their companions, volunteers coordinated by the Protection Civil, guests of accommodation facilities for emergency situations. Except for the pandemic period, in recent years Milan has recorded a constant increase in tourist presences in the city. When the tax was introduced, overnight stays in Milan stood at around 8 million per year. In 2019, there were 16,7 million overnight stays. Here is the detailed remodulation of the rates by category: Campsites, tourist villages and youth hostels: from 2 euros to 2,5 euros; One-star hotels and two-star residences: from 2 euros to 2,5 euros; Two-star hotels, three-star residences and holiday homes: from 3 euros to 3,5 euros; Three-star hotels and four-star residences: from 4 to 4,5 euros; Holiday homes and short-term rentals, Bed and breakfast , inns, Lombard guesthouses and inns: from 3 euros to 4,5 euros; Four star hotels and above: without variations, at 5 euros.

24 April 2024 | Venice access fee: The Access Fee agreement with the Comune has been extended to tour operators/agencies in addition to accommodation providers. Currently to join the agreement, the representative applying on behalf of the tour operator/agency must have a digital identity code (SPID/CIE/Cns) i.e. be resident in Italy. More information in Venice section below.

16 January 2024 | Venice access fee: Booking platform now live ( Italian | English ). Starting on 25 April 2024, visitors including those staying overnight are required to book when entering the centre ‘old city’ on 29 days in 2024 (unless exempt). In addition €5 fee per person per day applies on these days (unless exempt).

There are two types of tourist tax:

  • contributo di sbarco/accesso levied on day visitors to small islands and Venice
  • imposta di soggiorno levied on overnight visitors

Contributo di sbarco/accesso

Some municipalities (classed as small islands and Venice) are permitted by national government to levy a tax on day visitors, known as an access fee or landing contribution. The maximum amount small islands can levy is €2.50 per person per day (set in 2015 Article 33 ), but at certain times of the year or to access designated environmental areas €5 per person per day can be levied. Venice is permitted to levy up to €10 per person per day.

Capri is one such destination applying the access fee levying €2.50 per person per day year round.

Venice will implement the ‘access fee’ (contributo di accesso) on 25 April 2024 (following city council approval on 12 September 2023). The purpose of the access fee is to ‘manage tourist flows’ and will be applicable when entering the city centre (‘old city’) on 29 days in 2024 between 8.30am and 16.00 .

The 29 applicable days in 2024 can be found here – Italian | English (slide 9) as part of a presentation from the city council on the access fee. They are 25 April to 5 May inclusive and every weekend from 11 May until 14 July (excluding the weekend of 1/2 June) .

Visitors are required to book on the online platform ( Italian | English ) when entering the ’old city’ ( area 1 on the map ) on the applicable day and time, even though some visitors are exempt from payment of the fee (e.g. staying overnight in the municipality). The booking platform is also published in French, German, Spanish. Duplicate information is published on City Council webpage ( Italian | English ). The FAQ document can be downloaded in Italian.

Booking process

  • Accommodation facilities can issue exemption vouchers to their guests and therefore tour operator is not required to book requesting an exemption voucher.
  • Currently for tour operators to join the agreement, the representative applying on behalf of the tour operator must have a digital identity code (SPID/CIE/Cns) i.e. be resident in Italy . The agreement is required to be signed by the CEO of the operator, but responsibility can be delegated to up to 3 people to register the groups. Updates on expanding the membership agreement allowing more tour operators to join the agreement will be communicated on this page.  
  • When booking either paying or applying for exemption, the full name of the visitor is required to receive a QR code voucher to be shown in the event of enforcement checks. Children under 14 are not required to book and neither are disabled persons and accompanying carer. Name changes are not possible once booking has been made. A voucher can be cancelled up until the day before the visit. NB cancelling one voucher in a group booking, cancels all the other vouchers issued on the same booking (i.e. main and additional holder(s)).

Additional information

The legal basis for the access fee is that in 2018, the national government permitted Venice to apply the small islands legislation ( Article 1 paragraph 1129 of the Law of Financial Statements 2019 , page 317) and can levy up to €10 per person per day. During 2024, the €5 fee is fixed. As such, there will be no attendance threshold from when a surcharge may be levied as set out in the regulation.

We understand the 2025 rate(s) for the Access Fee will be decided around November 2024 and anticipate dynamic pricing will be introduced where the rate varies (up to max €10 per person per day).

This tax has been implemented by approximately 1,000 local governments (municipalities) following national government legislation in 2011 ( Legislative Decree No.23 of 14 March 2011 Article 4 ). The tax revenue is intended to finance tourism including supporting accommodation providers as well as the maintenance and recovery of cultural and environmental heritage and local public services.

Amount of tax payable is in most cases based per person per night on an accommodation’s star rating. Seasonality and where the accommodation is located (such as in Venice) can also affect the amount paid.

Most municipalities are allowed to levy up to a maximum €5 per person per night, however some municipalities are permitted by national government to levy up to a maximum €10 per person per night should they choose. These are:

  • Rome and Venice
  • Provincial capitals where tourist numbers are twenty times higher than the number of residents. The list of municipalities is reviewed annually and published by 30 September for the following year. The provincial capitals currently permitted can be found here which are Florence, Pisa, Rimini, Venice (already permitted), Verbania.

Italian tourist tax what is it and how much?

From North to South, there are several cities that will ask for your contribution during your hotel/self-catering/B&B stay on their territory. Introduced with the Tax Federalism Act of 2011, the tourist tax is the tax set directly by the Municipality of reference, which decides the amount and the methods of application.

For example, there are cities where this applies only to some categories of hotels, while in others only for high season periods. There is no obligation to apply; each city is free to decide whether to make its tourists pay a contribution. There are over 1000 municipalities where this tax is due;

The tourist tax is a tax that must be paid per person for each night of your stay. A contribution that tourists pay directly to the accommodation used during their holiday. This tax has variable costs depending on the municipality and is collected by hotels, bed and breakfasts, hostels and campsites. Even for Airbnb customers, the fee is now mandatory when renting a room or an apartment.

To date, the tourist tax depends on various factors such as the number of stars and nights spent in the hotel. Generally, the amount of tourist tax ranges from €1 to €5 per day per person.

Each Municipality can decide independently not only the rate that the tourist has to pay per day but also for how many days it applies. For example, in large cities, it ranges from €3 to €7 in Rome and from €2 to €5 in Milan, while Florence has decided for €5 a day per person down to €1 if you sleep in a farmhouse or bed-and-breakfast.

The fee can be paid in cash or by card, at the end of the stay, directly to the tourist facility manager, who must issue a nominative payment receipt (keeping the copy as normal), or enter the relative amount on the invoice showing it as “VAT free charge”. The tourist tax is applicable also to those who have paid their holiday through their tour operator or travel agent in their own country.

They are normally exempt from paying the tourist tax:

the residents; children up to 10 or 14 years; the disabled; carers of disabled people or those in serious health conditions; patients and carers admitted to health facilities;

Where do I pay the tourist tax?

In 2011, there were only 13 Municipalities claiming the tourist tax from tourists. Over the years, more and more mayors have taken advantage of this tool, also because it is one of the few taxes that does not impact directly on the citizens’ pockets.

In cities, such as in Matera, the tourist tax rates have doubled: €2 for two and three-star hotels and €4 for 4-to-5-star hotels.

But in which cities do you pay the most? Looking at the ranking of Italian cities with the highest tourism tax, we find Rome in the first position, followed by Venice, Florence and Milan.

In the Italian capital, a family comprising a father, a mother and a child over the age of 10, staying in a 3-star hotel for 3 days spends €24, €17.50 in Venice, €14 in Florence, €12 in Milan and Viareggio, €8 in Bologna and €6 in Naples.

In Sicily, the most expensive tourism tax is in Palermo, with a tax of 0.50 cents per night per person in a 1-star hotel and up to €3 a night in the most luxurious facilities.

Rates The tourist tax is determined per person and per night and is graduated and commensurate with reference to the type of all accommodation facilities. For these structures, the measure is defined in relation to their classification, as laid down by regional legislation on tourism and agritourism activities, which takes into account the characteristics and services offered by them, as well as the consequent economic value / price of the stay.

How much you pay The daily tax is applied for the first 5 consecutive days of overnight stay, even if carried out in different accommodation facilities.

The tax is applied in the following periods: from 01/01 to 09/01 from 01/04 to 05/11 from 22/12 to 31/12

The tax is applied as follows:

– Tax of € 3.00; 4 and 5 star hotels 4 and 5 star diffused hotels 5 star guesthouses

– Tax of € 2.00: 3, 2 and 1 star hotels 3, 2 and 1 star diffused hotels 3, 2 and 1 star pensions

– Tax of € 1.00 Bed & Breakfast Farmhouses Holiday homes and apartments Tourist residences and accommodation facilities – residences Vacation homes Exercises of landlords Furnished housing units for tourist use Any other non-hotel accommodation managed by real estate brokerage agencies and the like as well as any type of structure similar to the previous ones.

When you pay The subjects who stay overnight in the accommodation facilities of the Municipality of Minori (taxable persons) at the end of each stay, pay the tax to the manager of the accommodation that hosted them. The latter provides for the collection of the tax (issuing a receipt to the customers) and the subsequent payment to the Municipality.

Exemptions Persons who are under the age of ten at the start date of the stay are exempt from paying the tax. They are also exempt: a) people with disabilities; b) volunteers who provide their service at events organized by the municipal administration, or on the occasion of environmental emergencies; c) bus drivers and tour leaders who provide assistance to organized groups, to the extent of one driver or guide for every 25 residents. The tax does not apply in the following periods: – from 10/01 to 31/03 – from 06/11 to 21/12; The recognition of the exemptions referred to in the preceding paragraphs is subject to the presentation of suitable certification or specific declarations, made pursuant to art. 46 and following of the DPR 28 December 2000, n. 445 and subsequent amendments.

Sanctions for those who do not pay the tax For the omitted, delayed or partial payment of the tax , an administrative sanction equal to 30 percent of the unpaid amount is imposed, pursuant to art. 13 of Legislative Decree n. 471 of 1997. The provisions of art. 9 and 17 of Legislative Decree no. 472 of 1997. The refusal by the taxable person to fill in the form referred to in art. 6, paragraph 4, is punished with an administrative sanction from 25 to 500 euros provided for the violation of regulations, with the observance of the rules referred to in Chapter I, section I and II of Law no. 689 of 1981. For each non-fulfillment, within the prescribed deadlines, by the manager of the accommodation facility, a pecuniary administrative sanction from 25 to 500 euros is applied, for violation of the obligations deriving from the provisions contained in this regulation, pursuant to art. 7-bis of Legislative Decree 18 August 2000, n. 267. The provisions of Law 24 November 1981, n. 267 apply to the procedure for imposing the sanction referred to in this paragraph. 689. Obligations of the manager The manager of the accommodation facility pays the collected amounts to the Municipality of Minori on a quarterly basis in one of the following ways:

postal order or bank transfer direct payment at the Municipal Treasury other forms of payment activated by the Municipal Administration. The manager of the accommodation facility must notify the Office in charge of the number of those who stayed overnight in the previous month as well as the relative period of stay, by the end of the month following the reference period, with a distinct indication of that of those entitled to exemptions provided for by art. 4 of this regulation. For the aforementioned communication, the forms available on the dedicated telematic platform must be used.

The manager of the accommodation facility requests the subjects referred to in art. 3 of this regulation, the payment of the tax to the extent due, upon issue of a specific receipt or through annotation on the invoice or receipt. The payment made, in the case of a family unit, by a member of the same or, in the case of groups of two or more people, the payment made by the group leader on behalf of the others is understood to be duly made. A copy of the payment slip is attached to the communication referred to in paragraph 1.

The managers of the accommodation facilities can be qualified as accounting agents. The managers of the accommodation facilities located in the Municipality of Minori are required to inform their guests, in the appropriate spaces, of the application, extent and exemptions of the tourist tax

The tourist tax is required per night for any type of accommodation: hotel; bed and breakfast; touristic village; etc. The principle underlying this payment is that the tourist partially benefits from the services offered by that place when he goes to another municipality.

Hi it should be 2 euro per person per day up to 10 days and the following exemptions:

The following are exempt from paying the tax:

a) minors up to the age of 10 years and elderly people over the age of 75 years;

b) those who assist patients admitted to healthcare facilities in the area, on the basis of one companion per patient;

c) parents, or companions, who assist minors under eighteen years of age admitted to healthcare facilities in the area, for a maximum of two people per patient;

d) individuals with a disability who are not self-sufficient, with 100% civil invalidity;

e) companion of a non-self-sufficient person with a disability as mentioned in the previous point d);

f) bus drivers and tour guides who provide assistance to groups organized by travel and tourism agencies. The exemption applies to each bus driver and to one tour guide for every 25 participants;

g) personnel belonging to the state police and other armed forces who perform activities of public order and safety, as defined in the Consolidated Public Safety Act R.D. June 18, 1931, n. 773, and the subsequent Implementation Regulation of R.D. May 6, 1940, n. 635;

h) those who perform work activities at any local production facility;

i) in the event of natural disasters or major events identified by the administration, all civil protection volunteers and members of volunteer associations.

The above exemptions must be certified and demonstrated by the managers of the accommodation facilities through the presentation of appropriate documentation.

How much is the tourist tax in Italy?

Much about this depends on the town or city where you intend to stay. In popular towns and resorts, the charge will be higher than in resorts located away from the attractions.

Who is obliged to pay the tourist tax?

Any individual who stays at a holiday resort/resort for more than 24 hours (24 hours). It is also worth remembering that the tourist fee is a tax per night.

Tourist tax in Italy – who is exempt from it?

First and foremost:

– guides;

– bus drivers (note: drivers must be accommodated in the same establishment as the group of tourists they are travelling with);

– blind persons;

– diplomats.

Important! All of these people are exempt from fees provided they are travelling in an organised group (minimum 25 people).

Child fee – how much is it?

In many places, children are exempt from the tourist fee up to a certain age.

More and more popular travel destinations are introducing tourist taxes to tackle problems caused by overtourism – here’s what you’ll have to pay

This year, international travel is forecast to bounce back to the highest levels since 2019 – and while that’s great news for the tourism industry in general, many cities, attractions and entire regions are suffering under the weight of overtourism .

The potential for damage to historic sites, unhinged tourist behaviour  and the simple issue of overcrowding are all common consequences of overtourism. That’s why a growing list of popular travel destinations have introduced a tourist tax, with the hopes of controlling visitor numbers and improving local infrastructure to better cater to higher visitor capacity. 

Many countries and cities introduced a tourist tax in 2023, and many more are due to launch theirs in 2024. Tourist taxes aren’t a new thing – you’ve probably paid one before, tied in with the cost of a plane ticket or the taxes you pay at a hotel. 

However, more destinations than ever before are creating this fee for tourists, and many places have increased the cost of existing ones. Here’s a full list of all the destinations charging a tourist tax in 2024, including all the recently introduced and upcoming tourist taxes you need to know about. 

Austria charges visitors a nightly accommodation tax which differs depending on province. In Vienna or Salzburg , you could pay 3.02 percent per person on top of the hotel bill. 

Belgium , like Austria, has a nightly fee. Some hotels include it in the rate of the room and add it separately to your bill, so read it carefully.

The rate in Brussels is charged per room, and varies depending on the size and rating of your hotel, but is usually around €7.50. Antwerp also charges per room. 

Bhutan has always been known for its steep tourist taxes and charges. In 2022, the Himalayan kingdom  tripled the amount it charged visitors in tax  to a minimum of  $200 per day , but that amount has since been lowered. In 2024, the daily fee for the majority of visitors is  $ 100,  and that is due to continue until August 31, 2027. 

Bulgaria applies a fee to overnight stays, but it reaches a maximum of only €1.50. 

Caribbean Islands

The following Caribbean Islands charge a tourist tax, ranging from between €13 to €45: Antigua and Barbuda, Aruba, the Bahamas, Barbados, Bermuda, Bonaire, the British Virgin Islands, the Cayman Islands, Dominica, the Dominican Republic , Grenada, Haiti, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Maarten, St. Vincent and the Grenadines, Trinidad and Tobago, and the US Virgin Islands. 

The tax tends to be tied into the cost of a hotel or a departure fee. 

Croatia only charges its visitors a fee of 10 kuna (€1.33) per night during peak season. 

Czechia (also known as Czech Republic)

Czechia only applies a fee to those travelling to Prague . It doesn’t apply to those under the age of 18, and is less than €1 per person, per night. 

France ’s ‘taxe de séjour’ varies depending on city, and tends to be added to your hotel bill. It varies from €0.20 to €4 per person, per night. 

Earlier this month, Paris announced it would be increasing its fee by up to 200 percent for those staying in hotels, Airbnbs, and campsites, but that it plans to put the funds towards improving the city’s services and infrastructure.

Germany charges visitors a ‘culture tax’ (kulturförderabgabe) and a ‘bed tax’ (bettensteuer) in certain cities, including Frankfurt , Hamburg and Berlin , which tends to be around five percent of your hotel bill. 

Greece ’s tourist tax is based on numbers. Specifically, how many stars a hotel has, and the number of rooms you’re renting. The fee was introduced by the Greek Ministry of tourism to help pay off the country’s debt, and can be anything from €4 per room.

Hungary charges visitors four percent of the price of their room, but only in Budapest . 

Iceland is introducing a tourist tax to protect its ‘unspoilt nature’ this year, which will cost between  €4 to €7 per night. It comes after annual tourist numbers reached an estimated 2.3 million per year. 

In Indonesia , the only destination which charges a tourist tax is Bali , and the fee is set to increase this February  to $10 (£7.70, €8.90, IDR 150,000) – but is a one-time entry fee, not a nightly tax. It apparently goes towards protecting the island’s ‘environment and culture.’

Much like in France, Italy ’s tourist tax varies depending on your location. Rome ’s fee is usually between €3 to €7 per night, but some smaller Italian towns charge more. 

Venice finally announced in September that its tourist tax, a €5 (£4.30, $5.40) fee which will be applicable on various days during high season, will launch in 2024. It only applies to day-trippers rather than those staying overnight, though.

Japan has a departure tax of around 1,000 yen (€8). 

Malaysia has a flat-rate tax which it applies to each night you stay, of around €4 a night. 

New Zealand

New Zealand ’s tax comes in the from of an International Visitor Conservation and Tourism Levy of around €21 which much be paid upon arrival, but that does not apply to people from Australia. 

Netherlands

The Netherlands has both a land and water tax. Amsterdam is set to increase its fee  by 12.5 percent in 2024, making it the highest tourist tax in the European Union. 

Portugal has a low tourist tax of €2, which applies to all those over the age of 13. It’s only applicable on the first seven nights of your visit and applies in 13 Portuguese municipalities, including Faro, Lisbon and Porto.   

Olhão became the latest area to start charging the fee between April and October. Outside of this period, it gets reduced to €1 and is capped at five nights all year round. The money goes towards minimising the impact of tourism in the Algarve town. 

Slovenia also bases its tax on location and hotel rating. In larger cities and resorts, such as Ljubljana and Bled, the fee is higher, but still only around €3 per night. 

Spain 

Spain applies its Sustainable Tourism Tax to holiday accommodation in the Balearic Islands to each visitor over the age of sixteen. Tourists can be charged up to €4 per night during high season. 

Barcelona ’s city authorities announced they plan to increase the city’s tourist tax over the next two years – the fee is set to rise to €3.25 on April 1, 2024. The council said the money would go towards improving infrastructure and services. This is in addition to regional Catalan tax. 

Switzerland

Switzerland ’s tax varies depending on location, but the per person, per night cost is around €2.20. It tends to be specified as a separate amount on your accommodation bill. 

Thailand 

Thailand introduced a tourist tax to the price of flights in April 2022, in a similar effort to the Balinese aim of moving away from its rep as a ‘cheap’ holiday destination. The fee for all international visitors is 300 baht (£6.60, $9). 

The US has an ‘occupancy tax’ which applies across most of the country to travellers renting accommodation such as hotels, motels and inns. Houston is estimated to be the highest, where they charge you an extra 17 percent of your hotel bill. 

Hawaii  could be imposing a ‘green fee’ – initially set at $50 but since lowered to $25 – which would apply to every tourist over the age of 15. It still needs to be passed by lawmakers, but if approved, it wouldn’t be instated until 2025.

The European Union

Finally, the European Union is planning on introducing a tourist visa , due to start in 2024. The €7 application will have to be filled out by all non-Schengen visitors between the ages of 18 and 70, including Brits and Americans.

Taxes in Italy for expats and non-residents: 2023 and 2024

Italian tax residents are subject to a range of taxes on their worldwide income at national, regional and municipal levels. This is in addition to wealth taxes and passive income taxes, which are all taxed at different rates.

This article provides a detailed explanation of your Italian tax obligations to help you understand what you Italian tax liabilities may be, however, due to the complexity, you should always seek help and this article should act as a guide only.

How to become a fiscal resident in Italy

By getting your Codice Fiscale. Based on several personal information, like name, date and place of birth, citizenship, and a domicile, showing a valid ID document, any Embassy, Consulate and Agenzia delle Entrate local office can issue one.

Having a Codice Fiscale does not mean you become a tax resident of Italy anyway, the tax residency status is something you may/can get with your whole process of moving the center of your interests. It’s just a personal unique identification code you can use to open a bank account in Italy, to rent, buy a property or start a business.

How to become a tax resident in Italy

Italy considers as a tax resident every individual who, for the most part of the tax year (183 days or more, depending), is either registered as a resident in Italy (to the Anagrafe) or domiciled in Italy for more than 6 months. This definition is taken from art. 2 of TUIR, the main Tax Code in Italy.

The consequence of being considered a tax resident of Italy is the application of the worldwide principle.

This means that if you earn any kind of income in and out of Italy, if you have properties outside of Italy, foreign bank accounts paying interest, investment portfolios that pay dividends or realize capital gains, you must file everything to the Italian Revenue Agency.

Instead, if you are not a tax resident you have to pay taxes only on the Italian sources of income and assets (property tax called IMU).

Italian tax year and Italian tax deadlines

The Italian tax year is the same as the calendar year, starting from January 1st and ending on December 31st.

Personal income and business income is generally taxed on the cash basis, with very few exemptions.

The tax return deadline shows on November 30th of the following calendar year.

A missing tax return - or an incorrectly filed tax return -  can cost you a minimum fine of €250 and up to 240% of any tax liability resulting from the tax return bill.

The first tax deadline for payment(s) is usually June 30th and the second is by November 30th.

There are two deadlines for tax payments in Italy that you need to be aware of:

  • June 30th: you must pay the balance for the past tax plus 40% of the past year tax liability;
  • November 30th: you must pay the remaining 60% account.

Italian international tax agreements and tax domicile

Italy signed hundreds of tax agreements with other countries, in order to facilitate people in their life opportunities.

The main double tax treaty principle is that you ultimately pay tax in the country in which you are a tax resident; however, the other country or the country of origin could claim and require you to pay taxes on income generated on its territory or on any properties(investments there.

Should that happen, you may have the chance to deduct the tax paid in the income sourced country from your residency country tax; in that case you will not be taxed twice on the same income, but you will suffer “only” the highest tax rate between the two countries

Italian income tax rates for tax years 2023 and 2024

Once you become an Italian tax resident, your worldwide income will be taxed at the following rates

You may also be subject to a regional tax (between 1.23% and 3.33%) as well as a municipal tax (up to 0.9%) depending on where you live in Italy.

How pensions are taxed in Italy

Depending on your retirement account and source of income, generally Italy gives you the opportunity to benefit from tax exclusions provided by the International agreements in force for public sources of pension.

The main rule is that your pension income, of any kind, is considered personal income.

Tax on investments and savings (i.e. passive incomes)

Individuals who generate financial income through Italian banks and financial institutions generally do not disclose anything in their tax return, as taxes are already paid by the bank itself (as withholding taxes or ‘imposta di bollo’).

If you have any passive financial income (such as interests, dividends, and/or capital gains) earned abroad you must disclose it in your tax return and pay the capital gain and wealth taxes (income and wealth taxes).

The general rate for passive income is a flat tax of 26%.

Paying taxes in Italy

The majority of the payments take place by using the F24 form.

By using this form, you can offset tax credits and tax debits, as well as identify every single tax you pay with a different tax code given by the office. You pay to any bank and post office.

As a tax resident of Italy, you are required to disclose your foreign held assets and pay wealth tax when due; you must also disclose the assets of which you are the ultimate beneficiary despite not being in your name (normally this happens when you are the beneficiary of a trust, for example). So you’ll be required to pay what wealth tax, for example, on:

  • Cryptocurrency
  • Stock options
  • Bank accounts
  • Investment portfolio
  • Foreign bonds
  • Life insurance
  • Investments
  • Private shareholdings and Companies’ shares
  • Private complementary pension funds etc.

The wealth tax rate is generally 0.2% of the asset value, Bank accounts only pay a flat 34 (rounded down) tax, whereas public/gov pension funds are generally excluded from the wealth tax payment.

If you do not disclose your assets, you may be liable to a ranging penalty from 3% up to 15% of the asset value, per tax year.

Tax incentives for property renovations

Every house requires renovation or restoration from time to time. The Italian government has set up a series of tax incentives to facilitate house renovations, seismic structural improvements, and energy efficient investments in general.

Those who can benefit from such deductions are usually:

  • Usufrutturario
  • Partnerships and corporations

  • Family member of the owner

Taxes on foreign owned properties

It is very common for an expat in Italy to have ownership of foreign located real estate property or land, and this can create more than one tax consequences while living in Italy.

First of all, you must declare the ownership (and its percentage) and pay property tax in your return.

The tax is VIE and goes with the 0.76% of the property value shown in the tax return (taken between cadastral value, acquisition value and market value).

Generally speaking, you can deduct the property taxes paid abroad.

Italian tax relief for expat workers

Recently, Italy introduced a massive expat tax relief known as the “Decree of Growth”, a bill seeking to help workers, regardless of skill level, willing to relocate to Italy. This bill is in force up to December 31st 2023.

Under this law, during the first five years of employment in Italy, only 30% of your income is taxable, leaving 70% of your gross income as yours to keep.

This bill increases the untaxed income bracket to 90% if you seek to relocate to southern Italy or the islands of Sicily or Sardinia, which are southern islands under the Italian domain.

Furthermore, house ownership/mortgage or dependent children will extend this grant for an extra five years, with taxable income remaining at 50% for those extra five years. However, if three or more children are dependent on you, the five-year extra grant will stay at 90%.

Property taxes in Italy

When buying a property in Italy, you will have to pay 2% – 9% of the cadastral value of the house.

If you are a tax resident and the property will be your main residence, you will pay 2%.  Non-residents or second-home buyers, however, will pay 9%.

Whether you are a resident or non-resident, the tax will never be less than €1000 regardless of the value of the property.

Land registry tax: €50-200 depending on whether you are buying from a private seller or a company.

VAT: you pay no VAT if buying from a private seller. If buying from a company, you might pay from 4% to 22% in VAT. For a main residence, it is 4%. For a second home –  10%, and for a luxury home – 22%.

IMU or Italian regular property tax: you don’t pay this tax if you are a resident in Italy and the house is your main residence and not classified as luxury. Otherwise, you pay this tax. The calculations are complicated and vary from municipality to municipality, so it’s best to consult an accountant.

To benefit from the main residency tax reduction, the buyer is required to move his/her residency to the same municipality in which the property is located within 18 months of the date on the purchase deed.

As a buyer, you are not required to move to the property you purchased, for the simple fact that your property might require renovations that take longer than 18 months.

Failure to move your residency within 18 months of the purchase deed will make you liable to pay the difference between the taxes paid and the taxes payable on top of a fine amounting to 30% of any tax due.

Italian tax relief for retirees in Southern Italy

Italy offers a 7% flat tax incentive for retirees moving to Southern Italy.

To qualify, you must officially transfer your tax residency to a municipality with a population of less than 20,000 that’s located in a region of Southern Italy (Sicily, Calabria, Sardinia,  Campania, Basilicata, Abruzzo, Molise, and Puglia).

Under this regime, pensioners with a foreign-sourced income are taxed at a flat rate of 7% for the first nine years of residency. 

You will also be exempt from tax on property and financial assets, provided that you haven’t been a tax resident in the past five years and come from a country that has a Tax Information Exchange Agreement, Double Taxation Agreement, or Foreign Account Tax Compliance Agreement with Italy.

Faced with the threat of sinking and an economy that crowds out locals, Venice launched a measure last month that was as ambitious as it was contentious: a so-called tourist tax on day-trippers. But a few weeks in, the floating city has done little to prove it has found the solution to managing its love-hate relationship with 20 million annual visitors.

The northern Italian city has collected just under €1 million ($1.1 million) in fees in the first 11 days of charging visitors €5 ($5.36) to enter for the day, new data shows. 

However, the charge doesn’t appear to have had the intended effect of deterring tourists from making the short stopover.

The latest data shows that 70,000 visitors came to Venice on May 19. That’s more than the 65,000 registered visitors on June 2 of last year, a national holiday in Italy and before the tourist tax was rolled out. Since its debut, 195,000 tickets have been sold to visitors.

If numbers weren’t down, Venice officials would have at least expected the tax to subsidize the economic contribution of traditionally stingy day-trippers, who don’t spend as much as longer-term visitors but make up 80% of Venice’s total traveling party each year.

But the tax may not help the city’s finances that much. If Venice keeps collecting at the rate it has in its first 11 days of operation, it may not even be able to cover the considerable outlay involved in implementing the project, at least during its trial period.

Between setting up an online booking system, launching informational campaigns, and paying officers to carry out ticket checks, Italian paper Corriere della Sera reported the city has spent €3 million ($3.3 million) on the project.

The tourist tax has been imposed on “29 peak days” between April and July as part of a trial period. Extrapolating from Venice’s current $1.1 million haul over the first 11 such days, the city may fall short of recouping its initial outlay before the end of July. 

Local opposition

Whether the “tourist tax” is extended beyond its current trial period is up for debate, given the backlash it has received from locals.

Venetians gathered on the city’s streets in the buildup to the tax’s launch last month to protest its rollout. 

Motivations for the opposition have been wide-ranging. Some locals fear it will turn Venice into a “theme park” and do little to enhance the city’s reputation on the world stage.

Others have accused Venice of using the entry fee as a diversion for the local government’s failure to address a housing crisis in the city.

“They should repair the thousands of abandoned houses in this city. However, that’s unlikely to happen. Instead, residents keep leaving, the city is emptying out, and all we’re doing is boosting tourism,” Venice resident Nicola Ussardi told Euronews last month . 

Calls to scrap the tax have only gotten louder since the data showed it hasn’t reduced visitor numbers.

“The entry ticket measure in Venice has failed miserably because the numbers count, and they say that the ticket has in no way lowered the flow of tourists or staggered the arrivals, but instead the arrivals are numerically superior with respect to previous years,” Giovanni Andrea Martini, from city council group All The City Together, said at a press conference this week.

The “tourist tax” is only the latest move from the local government to rein in the effects of day-trippers. 

In January, the city introduced a 25-person cap on congregating in the city, about half the number of passengers found on a typical tourist bus. 

Venice’s relationship with its most lucrative source of income, visitors, is likely to remain complicated. But officials hope they can remedy this so-called miserable failure before disgruntled locals force their hand.

Tourism Generates Record $2.52 Billion and 51,550 Jobs for Greater Birmingham Region

New study shows record visitor spending, tax revenue, and jobs generated in 2023.

BIRMINGHAM, Ala. (May 23, 2024) – Tourism provided a record level of impact for Jefferson County last year, the Greater Birmingham Convention and Visitors Bureau (GBCVB) announced today, at an event celebrating U.S. Travel Association’s National Travel & Tourism Week .

In 2023, the Greater Birmingham tourism industry provided $2.52 billion in economic impact, supported 51,550 jobs, and contributed $296 million in state and local taxes. These figures surpass all previous levels of impact generated by tourism in Jefferson County.

“Tourism is a leading contributor to our regional economy,” said John Oros, President and CEO of the Greater Birmingham Convention & Visitors Bureau. “It is the common thread that impacts and unites all of our 34 municipalities across Jefferson County.”

Greater Birmingham hosted 3.96 million overnight visitors in 2023, a 4.5% increase over 2022, and the highest count since 2017.

“2023 was a busy and exciting year for our region,” added Oros. “Major events like the NCAA Men’s Basketball Tournament, annual meeting of the National Association of Black Journalists, new Food + Culture festival, and 60th commemoration of the Birmingham Civil Rights Movement delivered significant new impact; and, visitor attendance at our acclaimed annual events like the Children’s of Alabama Indy Grand Prix, SEC Baseball Tournament, Magic City Classic and Ticketsmarter Birmingham Bowl returned to pre-pandemic numbers.”

Key results of the 2023 economic impact study include:

Taxes generated for the state by tourism in Jefferson County totaled more than $191 million, while local government received $105 million in 2023.   The Greater Birmingham tourism industry also supported 51,550 full-time jobs, generating $1.27 billion in resident income and representing 1-in-10 jobs in Jefferson County.

Visitor spending patterns remained consistent year-over-year, with transportation topping the list. Dining remained the second-highest expenditure, followed by lodging, recreation and retail.

The GBCVB’s annual economic impact report provides measurable impact data and insights that demonstrate the significance of the travel industry to the Jefferson County economy. The study is conducted by Dr. Keivan Deravi, president of Montgomery-based Economic Research Services, Inc.

According to the study, visitors to Jefferson County represent 14% of the total travelers to Alabama, ranking Greater Birmingham as the second-largest market for tourism in the state.

“Birmingham is more popular than ever as a destination for business, leisure and sports travel,” concluded Oros. “Visitors to our region enjoy first-class facilities, rich history, world-class dining and shopping, and a wide-range of entertainment options.”

In the United States, the travel and tourism industry created 18 million jobs and generated more than $2.36 trillion representing 9.1% of the American economy in 2023, according to the World Travel & Tourism Council .

Lodging Tax Extension: An update on funds for childcare and workforce housing

M ay 23—Between January 2023 to March 2024, $5,988,232 has been collected from the lodging tax extension, also known as 6E funds, in Estes Park.

The additional revenue, which comes from a tax paid by visitors, not local residents, who stay in overnight accommodations within the local marketing district, is divided into a split of 88 percent to support workforce housing and 12 percent for investing in childcare within the valley.

A 2023 Annual Funding Plan was developed and approved by the Town, VEP, Larimer County and other stakeholders in February 2023 to start outlining the management process of the tax revenue. A follow-up plan — the 2024 Workforce Housing and Childcare Funding Plan — in October 2023 presented a more in-depth outline for managing and distributing the 6E funds through 2024. By June 30, detailed expenditure reports for 2023 will be presented to the Town of Estes Park, per the 2024 Workforce Housing and Childcare Funding Plan.

According to Scott Moulton, Executive Director of Estes Park Housing Authority, which is responsible for managing the money distributed for workforce housing, $5,018,846 has been collected and distributed to EPHA from the 6E funds for workforce housing through March 2024.

"From the housing side of the coin, I am extremely proud of EPHA's progress to date," said Moulton in an email to the Trail-Gazette. "We have successfully staffed up to take on the additional workload and executed quickly and efficiently in securing two land banking opportunities, completed the acquisition of an existing property, are under contract on another existing property, which will be a conversion from its existing lodging use to housing, started a Rental Assistance Program and are taking steps to begin an enhanced down payment assistance program, begun predevelopment work on Castle Ridge, and issued an RFP for the revisioning of the Fish Hatchery site. In addition, through a partnership with Habitat for Humanity, we created a new homeownership opportunity for a long time local member of the workforce and are working alongside CHFA to complete due divergence and planning efforts for the potential CHFA acquisition of Fall River Village."

Moulton added that 6E funds supported the final balloon payment for the Castle Ridge land, with an EPHA equity investment, a development project anticipated to add 28 to 30 new housing units in Estes Valley. The lodging tax extension revenue also was used for the acquisition of land at 775 Riverside Drive and 0 Marys Lake Road for future development, and the purchase of Grand Estates Apartments for preservation of workforce housing residences.

Carlie Bangs, Housing and Childcare Manager for Estes Park, reports that $597,305 was raised in 2023 in 6E revenues for childcare in Estes Valley. Of that, $290,913 was carried over into 2024. An additional $72,261 has been collected in the first three months of 2024.

The 2024 Workforce Housing and Childcare Funding Plan did summarize the breakdown of funds for childcare into the following subcategories from an estimated budget of $625,000 in 2023:

* addressing workforce challenges: $250,000

* facilities and capital purchases: $200,000

* tuition assistance and scholarships: $100,000

* out-of-school programming: $75,000

The 2024 budget was established with the same estimates.

Specifically, the plan for the 6E funds in 2023 included hiring the Housing and Childcare Manager in August 2023, identifying EVICS Family Resource Center as the partner community organization to administer tuition assistance and stating that funding programs in the form of grants were mentioned under addressing workforce challenges.

A January 26, 2024 article in Estes Park News by the Town of Estes Park stated that three eligible childcare centers received funding to address workforce challenges, including the requirement that all teachers receive a minimum wage of $20 per hour. Mountaintop Childcare, Beverly K. Booe Early Childhood Center at the YMCA of the Rockies, and Park Place Preschool at Estes Park Elementary School were all approved to receive funding under this workforce subsidy program.

History of 6E funds

In March 2022, Governor Jared Polis passed House Bill 22-1117, which allowed the reallocation of revenue from the marketing and promotion tax in local marketing districts and expand the use of lodging tax for investments in workforce housing and childcare.

After the passage of HB22-1117, individual communities were required to present a ballot initiative for voters to determine if the tax would be implemented in their local marketing district.

By November 2022, 18 communities — all in Colorado's high country — had a ballot measure. Communities like Aspen, Snowmass, Carbondale, Dillon and Steamboat Springs as well as Park, Gilpin, Summit and Routt counties asked their voters to decide on increasing lodging taxes. Voters passed 13 of the initiatives, including in Estes Park.

In 2023, two more communities asked voters to approve the lodging tax extension. Ridgway, a mountain town in southwestern Colorado nestled into the San Juan Mountains, requested a 2.5 percent tax on hotel and motel stays. Pueblo, the first non-mountain resort town to pursue the lodging tax extension, requested voters to add a 1.5 percent tax onto lodging.

Ridgway voters passed the levy while Pueblo voters rejected their ballot initiative.

Lodging tax in Estes Park

After a robust campaign by Visit Estes Park, businesses and organizations in Estes Park in 2022, Estes Valley residents approved Ballot Initiative 6E. The initiative raised the lodging tax by 3.5 percent from 2 to 5.5 percent.

Passing by a 63 percent vote of approval, the additional 3.5 percent of tax revenue collected by businesses are remitted to the Colorado Department of Revenue. Those funds are transferred to VEP, and then, after retaining the required 10 percent of the additional 3.5 percent lodging tax for marketing, the balance is distributed to the Town of Estes Park. The Town then manages the distribution of the funds through their Housing and Childcare Manager and an MOU with the Estes Park Housing Authority.

The first funds were received by the Town in March 2023. (Funds take approximately three months to transfer from the State of Colorado, through VEP and into the account of the Town of Estes Park.)

"Now that we've collected 6E lodging taxes for all of 2023 and the first quarter of 2024, we're excited to see those funds put to good use," said Kara Franker, CEO of VEP. "I know the Town, the Housing Authority and their partners have been working hard on disbursing the money to fund workforce housing and childcare initiatives."

The Workforce Housing and Childcare Plan established in 2023 identified that year as "a building year." Since then, three positions have been created and filled — Carlie Bangs in the Housing and Childcare Manager position and two positions with EPHA — along with established staff to work on the distribution of funds.

"We all know about our need for substantial growth in workforce housing to give the employees who are so critical to our infrastructure affordable places to live," said Gary Hall, Town of Estes Park Mayor. "We need those workers to support our infrastructure, to provide medical care, to fill retail and food-service and accommodations jobs, to sell us groceries, to teach our children, and to do so many other things necessary to have a healthy and productive town. The Estes Park Housing Authority and Town staff involved with those efforts received a great boon in the last couple of years from the Workforce and Childcare Lodging Tax Funds (the 6E funds). A lot of money has been collected, with most earmarked for workforce housing projects."

According to Hall, the Town will publish the current status of collections of 6E funds and the direction of those funds in June.

This week, Karim Khan, the top prosecutor of the International Criminal Court, requested arrest warrants for Israel’s prime minister, Benjamin Netanyahu, and the country’s defense minister, Yoav Gallant.

Patrick Kingsley, the Times’s bureau chief in Jerusalem, explains why this may set up a possible showdown between the court and Israel with its biggest ally, the United States.
