Dubai eases business trip visa rules, new labour laws announced.

In a move aimed at strengthening the economic competitiveness, the UAE has announced a five-year multiple-entry visa to facilitate business trips for foreign employees of firms that have their base in the UAE.

The UAE also unveiled new private sector labour laws, which is likely to get effective in February 2022.

According to the Crown Prince of Dubai, the five-year multiple entry visa will help Dubai-based companies to move in and out of the emirate easily for purposes such as meetings, or other business needs.

As for the new labour law announced, it aims to create an efficient labour market, draw talent, empower women and improve the numbers of nationals in private sector, as compared to expats, the Minister of HR and Emiratisation, Abdulrahman al-Awar said.

The law also bans employers from holding passports of employees and forcing them to leave the country at the end of an employment contract, a ministry statement said.

Do I need a visa for the UAE?

You’ll find information about visas below. Use our quick visa search tool to see if you need a visa and the passport requirements for visiting the UAE.

UAE visa on arrival

Preapproved uae visas, prearranged uae visas, sponsoring someone to visit the uae, contact information, 30-day visit eligibility.

If you are a passport holder of the below country or territory, no advance visa arrangements are required to visit the UAE. Simply disembark your flight at Dubai International and proceed to immigration, where your passport will be stamped with a 30-day visit visa free of charge.

90-day visit eligibility

If you are a passport holder of one of the below countries or territories, your passport will be stamped with a multiple entry 90-day visit visa that's valid for 6 months from the date of issue, and for a stay of 90 days in total. Citizens of the below European countries are also entitled to apply for a pre-arranged visit visa if their 90-day visa on arrival has been fully utilized.

180-day visit eligibility

If you hold a Mexican passport you’re eligible for a multiple entry 180-day visit visa that's valid for 6 months from the date of issue, and for a stay of 180 days in total.

Dubai immigration procedures

As an added security measure, Immigration Authorities at Dubai International are now conducting random eye screening for visitors to Dubai.

Visitors asked to proceed for eye screening are required to present a hard copy of their visa or a printed version of the visa number confirmation page at the screening counter. If you do not have a copy with you, a charge of AED 30 per copy applies - payable only in AED.

Important information

Before you travel to the UAE, please check your visa requirements and make sure you have a valid visa if needed, or if your passport needs to be valid for 6 months. Holders of non-standard passports and travel documents may also have different entry requirements: find out if you need to apply for a visa and other passport requirements.

As of 29 April 2016, GCC residence permit holders will need to apply for a UAE visa before arriving in Dubai.

New visit entry permit to the UAE for Indian nationals

From 7 January 2024, eligible Indian nationals with a normal passport valid for a minimum of six months can obtain a single entry, 14-day visa on arrival. A fee of USD 63 applies.

  • Indian passport holder with USA green card valid for a minimum of six months
  • Indian passport holder with UK residence card valid for a minimum of six months
  • Indian passport holder with EU residence card from the following countries valid for a minimum of six months

  • Extensions can be made at the airport office only.

  • A copy of your Emirates Airline ticket, or codeshare flight that starts with the code “EK”, and the ticket number should start with “176”.
  • Proof of relationship if applying for family member - birth certificate, marriage certificate and family book

Rules and conditions

  • Sponsor or applicant will be responsible for a visitor overstay and overstay fines.
  • A Refundable deposit of AED 1000 for friend. Sponsor must claim the deposit within a maximum of 2 years from the application submission date.
  • Refund of visa fee before processing of an application, AED 50 will be deducted on refund process.
  • Visa fees must be paid upon application.
  • Additional visa processing fees may apply.
  • Visa fees are non-refundable.
  • The ticket is non-refundable if the visa has been issued and utilized.
  • Visa processing time is approximately 3 to 4 working days.
  • Entry into the UAE is subject to immigration approval.
  • All visas are valid to enter Dubai for 60 days from the date of issue, except the 96-hour and 48-hour visas, which are valid for 30 days from the date of issue.

How and where to apply for your prearranged UAE visa

  • Apply online through Manage your booking
  • 48-hour and 96-hour transit visas are valid for travel with Emirates tickets outbound from Dubai. You can only apply for a transit visa online or at the Emirates Commercial Visa APT office at Dubai International airport Terminal 3.

Nationals of countries requiring a prearranged UAE visa can now apply and pay for their visas online through emirates.com.

If you are travelling to or stopping over in Dubai with Emirates, you can submit an application and receive your UAE visa entirely online – without having to submit your passport for stamping. You can apply for your UAE visa through our Manage your booking after you book your Emirates flight. VFS processing fees apply. For more information please visit VFS Global.

The online visa application service is available for residents and nationals of many countries around the world. Find out if you can apply for a UAE visa. Applicants' passports must have at least six months' validity as of their date of travel to Dubai, and must be machine readable passports – handwritten passports are not accepted.

This service is only available to passengers with a confirmed Emirates booking where an Emirates ticket has already been issued and the flight itinerary already includes the desired time in Dubai. The itinerary into and out of Dubai should be on one ticket (PNR), and these flights must be Emirates flights. Note that any itineraries including any flights to or from Dubai on other carriers are not eligible for the online visa service.

A minimum of four international working days prior to arrival in Dubai is required, however Emirates does recommend that online applications are made as early as possible.

The ICP ( Federal Authority for Identity and Citizenship ) states that to be eligible for a Business Visa in Dubai, you must:

  • Age: Be over 18 years of age.
  • Passport: Have a valid passport from your country of residence with at least 6 months of validity, along with passport-sized photographs.
  • Flights: Provide a copy of your confirmed return ticket or itinerary showing departure plans within 30 days of the visa expiration date.
  • Financial Proof: Show evidence of sufficient financial means to support your stay in the UAE, which could be bank statements or a letter of support from a sponsor.
  • Proof of Accommodation: Offer proof of accommodation while staying in Dubai or anywhere in the UAE, such as hotel bookings or a letter from a host.

  • Cost: The cost for a Golden Visa can range from AED 2,800 to AED 4,000, excluding additional fees for medical tests, Emirates ID , and biometrics.

Business Customs 

The UAE is a tolerant multi-cultural society with expatriates from over 150 countries forming over 80% of the population. While conservative, the Emirati Muslim culture welcomes foreigners. Both men and women work together in offices. Women hold high positions of responsibility at government bodies and private business. UAE nationals wear the traditional national dress and women usually dress conservatively and modestly. Western women traveling to the UAE for business may find business attire trends somewhat more conservative than the United States.

As in many Middle Eastern countries, meetings can run late, and projects may experience postponements and extensions. Business visitors, however, are expected to be punctual for all appointments. It is important to respond to emails and other communications promptly.

In a meeting, the host will offer tea or coffee upon arrival. It is rude to decline. If Arabic coffee is on offer, you will be handed a coffee cup which should be held in your right hand, and when the coffee is poured from an elegant coffee pot, you should accept at least one cup. Your cup will be refilled at frequent intervals. If you do not want any more coffee, shake the cup slightly to show that you have had enough.

Formal greetings can take several minutes. It is considered impolite to begin addressing business topics without taking several minutes for small talk. Courtesy is more emphasized in the UAE than in typical U.S. business meetings and attention to titles is important. It is not customary to inquire about a person’s spouse. Business cards and gifts should be offered with the right hand.

Visa Requirements 

U.S. citizens holding valid passports that are valid for at least six months beyond the date of entry may obtain no-fee visitor visas at the port of entry if the duration of the stay is less than 30 days. This visa does not permit employment in the UAE. For longer stays, separate visas are required.

Currency 

The local currency is the UAE dirham (AED, but also sometimes abbreviated Dhs) which is divided into 100 fils. The dirham has been pegged to the USD at $1: AED 3.675 since 1980.

Credit and debit cards are widely accepted. Foreign currencies and travelers checks can be exchanged in licensed exchange offices, banks, and hotels with a valid passport. Personal checks can be a bit trickier and many places won’t accept them. If you are shopping in the souks (markets) or in smaller shops, local currency cash is the best option.

A well-structured and expansive network of local and international banks, strictly controlled by the UAE Central Bank, offers a full range of commercial and personal services. Transfers can be made easily and the dirham is freely convertible. Most banks operate ATMs, which accept a range of cards. Common systems accepted around the UAE include MasterCard, VISA, American Express, Cirrus, and Plus networks. ATMs can be found in shopping malls, major supermarkets, gas stations, and at the airport. Normally, international cards have competitive exchange rates and are far more convenient than traditional traveler’s checks. 

Money Exchange 

Currency exchange offices are available in the UAE and often offer rates superior to banks. They are available in major malls and popular shopping districts. Many hotels will also exchange money and travelers checks at standard rates. 

Telecommunications and Electronics 

There are two telecommunication providers in the UAE: 

  • Etisalat (Emirates Telecommunications Corporation). 
  • Du (Emirates Integrated Telecommunications Company). 

The UAE has an extensive mobile phone network. Pay-as-you-go cards are available for visitors who do not wish to use their home services. Most hotels offer guests internet access and Wi-Fi hotspots are provided at almost all cafes and malls.

Broadband and wireless connections are widely available at most hotels, malls, and airports.

Note: The UAE government restricts access to any content deemed “inappropriate” or “offensive” to the UAE’s religious, cultural, political, and moral values. These include access to adult content, selected social, networking, and dating websites, some religious and political websites, VoIP provider websites, selected media sites, websites related to gambling, and also content that constitutes a risk from cyber-attacks including hacking, spyware, and phishing. Use of a Virtual Private Networks (VPN) for access to blocked websites is illegal under the UAE Cybercrime Law No. 5, and VPN use could result in stern punishments, up to a life sentence or a fine of between $13,500 to over $800,000 depending on the severity and seriousness of the cybercrime.

The UAE electrical supply is 220 volts. Sockets suitable for three-pin 13 amp plugs of British standard design are the norm. 

Transportation 

Getting around the UAE is relatively easy.

Ride share options are available. Careem (acquired by Uber) is a popular ride sharing platform that has a user friendly app and operates in Abu Dhabi, Dubai, and Sharjah. Careem is integrated with the Roads and Transportation Authority and standard taxis can also be ordered.

Airport transportation is readily available. All taxi companies service the airport in addition to specially registered airport taxis. The journey into town from the airport generally cost approximately $30 (AED 80-100). 

Taxis are reasonably priced and plentiful. They can be flagged down at the roadside or booked by phone or app.

Most taxi drivers speak English, but they are not always familiar with street names, so it helps to know exactly where you are going. Dubai has added Makani numbers to all buildings in Dubai, which uses unique coordinates to locate buildings. It’s very helpful to ask for the Makani number of the building that you are going to. It is also helpful to take the phone number of your destination with you in case you get lost or the roads to your destination are under construction. When using a taxi, always ask for a receipt in case you leave something behind, and the call center will be able to identify the vehicle and call the driver.

Dedicated family taxis available in four-seat or seven-seat options provide services dedicated to women and those travelling with children under ten years old. Taxi operators also run a fleet of specially adapted minivans equipped with trained drivers and the latest accessibility technologies to provide wheelchair access and safe, secure, and convenient options. It is recommended to book such services in advance to ensure that specific requirements are met.

Language 

Arabic is the official language, although English is widely spoken, and all roads and shop signs and restaurant menus are in both languages. While Arabic can be a difficult language, a few Arabic words thrown in will find a warm reception.

Healthcare services in Abu Dhabi and Dubai are widely available.

There are numerous private and public facilities available to visitors and expats, including clinics and hospitals. Although quality of care varies between hospitals and providers, major hospitals have modern equipment and are staffed by trained personnel prepared and equipped to handle health emergencies and services. U.S. health providers including Cleveland Clinic and Mayo Clinic have a presence in the UAE.

Many medications that are routinely available in the other regions, such as anti-depressants, psychiatric, pain, and hormonal medications are illegal without a proper prescription and have limited or no availability. 

Most Western expatriates use private medical facilities and carry private health insurance. Some choose to return to their countries of origin for complex care, or to access providers with whom they feel more culturally comfortable.  Significantly, for expats, health care is run as a business, and access to care is a privilege and not a right.  Individuals without locally accepted insurance (including major U.S. insurance carriers) may be denied care even in emergencies if they are unable to provide up-front payment.

Public health services in the UAE have steadily improved. Clean water, healthy food supplies, and adequate housing are the norm. Childhood vaccination programs are well-established. There is a push to provide adequate and safe recreational venues to promote physical activity. There is adequate planning for disasters and trauma care. Pre-hospital care and ambulance services are catching up to western standards.  

Local Time, Business Hours, and Holidays

The workweek in the UAE is Monday to Friday. 

Effective January 1, 2022, the UAE Government adopted a four and a half-day workweek from Monday to Friday, with Saturday and Sunday as the official weekend. The UAE government work hours are 7:30 a.m. to 3:30 p.m. from Monday through Thursday and 7:30 a.m. to 12 p.m. (half-day) on Friday.

Many local businesses operate from 8 a.m. to 6 p.m. from Monday through Thursday and from 8 a.m. to 12 p.m. on Friday. Visitors should plan appointments around these timings. Business meetings are rarely, if ever, held on the weekends, which is valued as family time.

Islamic holidays are based on the lunar calendar, although the UAE may shift holiday observances to the first or last day of the workweek. The official holiday is typically confirmed before the actual holiday.

Multiple entry 5-year tourist visa

The multiple entry 5-year tourist visa enables tourists to enter the UAE multiple times on self-sponsorship and remain in the country for 90 days on each visit, and can be extended for further 90 days. This type of tourist visa can be issued for all nationalities.

To obtain this visa, the applicant must have:

  • a bank balance of 4,000 USD or its equivalent in foreign currencies during the last six months
  • a valid health insurance policy applicable in the UAE
  • a ticket to and from the UAE

To apply for the multiple entry tourist visa, the applicant must provide the following:

  • a colored photo
  • a copy of the passport
  • medical Insurance

Tourist visas through agencies and hotels

Licensed travel agents and hotels in the UAE can arrange a tourist visa for you provided you purchase the ticket through them and maintain hotel reservation with the specific hotel.

You can also contact travel agencies in your country for any tourist packages available to the UAE in collaboration with a local tour operator.

It is important to check the authenticity of travel agents you are dealing with and refrain from paying or sending copies of your official documents until after you are 100 per cent sure the tour operator is genuine. You can seek the help of the  UAE embassy in your country  for verification.

Note: The UAE embassies do not issue tourist visas. In order to get a tourist visa to the UAE, you need to get in touch with one of the UAE-based airlines, a tour agency or a hotel (where you intend to stay) in the UAE who will apply for visa on your behalf to the official  visa-issuing authorities  in the UAE.

ATM 2024: UAE reveals details of GCC’s Schengen-styled ‘Grand Tours’ visa

The GCC Grand Tours visa will allow tourists to spend more than 30 days in the region

Abdulla bin Touq Al Marri, the UAE Minister of Economy, unveiled plans for the introduction of the ‘GCC Grand Tours’ visa, a unified Gulf tourist visa, during the Arabian Travel Market’s (ATM) opening day.

“In a significant move aimed at simplifying travel logistics and fostering tourism, the Gulf Cooperation Council has given the green light to a unified tourist visa that will allow travellers to visit all six countries,” stated Al Marri.

The GCC Grand Tours visa will allow tourists to spend more than 30 days in the region. According to the minister, this will make travel to the region more convenient and affordable for tourists. It will also increase activity and employment numbers in the region, he added.

Rollout and implementation of visa system

While an official rollout date was not provided, Khalid Jasim Al Midfa of Sharjah Commerce and Tourism Authority indicated that the system should be operational by the end of 2024.

“By the end of this year, the whole system should be in place. Many people and teams, led by the Ministry of Economy in the UAE and other ministries in other countries, are working on it tirelessly to make it happen in the best possible way, emphasising digital transformation,” said Al Midfa.

Al Midfa highlighted the collaborative efforts among ministries to ensure a seamless and digitally transformed visa system.

Economic impact and tourism growth

Al Marri emphasised the economic significance of tourism. The minister cited the World Travel and Tourism Council’s (WTTC) research and stated that travel and tourism contributed 11.7 per cent to the UAE’s GDP last year, amounting to Dhs220bn.

“The forecast is set even higher, with an anticipated contribution of 12 per cent to our GDP, equating to Dh236bn,” he added.

“I believe that our regional ambitions should not be to recover to pre-pandemic benchmarks but exceed them merely,” said Al Marri.

Benefits and prospects

The ‘GCC Grand Tours’ visa aims to simplify travel logistics, making tourism within the GCC more accessible and cost-effective for visitors. This initiative is expected to boost tourist activity and create employment opportunities across the region.

The introduction of the unified visa system underscores the GCC’s commitment to promoting tourism and economic growth, positioning the region as a leading tourist destination on the global stage.

Dubai grocer Spinneys freshens up with Dh815m Q1-2024 revenue

Dubai retailer is now setting itself up for next growth round - an entry into Saudi Arabia

Dubai: Fresh from its DFM listing, the Dubai retailer Spinneys checked in another round of revenue growth, hitting Dh815 million from a 10.9 per cent increase over Q1-2023. Profit for the period came to Dh74.7 million, against Dh66.2 million a year ago.

"We are very pleased with our strong start to 2024," said Sunil Kumar, CEO. "Our performance in the first quarter underscores the strength of our business model. This provides us with a solid foundation to maintain our already strong momentum through the coming periods."

Online sales accounted for Dh110 million during the 3 months period.

All eyes on Saudi entry

Even as it was preparing for the IPO, heavily backed by retail and institutional investors, Spinneys was putting the final touches to its entry into Saudi Arabia, some time before this quarter was out. That would be the next big driver for Spinneys' medium-term growth, given that the brand already has a near 30 per cent share in its core Dubai market.

The first 'La Strada' store - which is what the branding will be in the Kingdom - will likely be followed by three more before the year end.

Another growth pipeline will come from 'The Kitchen', Spinneys' first standalone dining concept. This too is expected to launch in H1-2024.

"We look forward to continue delivering exceptional value to our customers, achieving sustainable growth and creating long-term shareholder value," said Kumar.

The stock will start trading at Dh1.55, slightly higher than the debut price of Dh1.53. Its highest point to date has been Dh1.62.
