Disney trips meant for homeless NYC students went to school employees' families

Disney trips that were meant for homeless students in New York City public schools were used by school system employees' families instead, according to a report released earlier this month by the district's special commissioner.

Six employees took their children or grandchildren on trips to Disney World, New Orleans and other places that had been designated as enrichment activities for students living in shelters and other types of temporary housing, the report states.

Linda Wilson, the regional manager designated to assist students in temporary housing in Queens, took her children on trips that were sponsored by grants specifically meant for homeless students, and even encouraged the employees she supervised to do the same, according to the report.

“What happens here stays with us,” one staffer quoted Wilson as saying.

Wilson forged permission slips in the names of students, and used an outside contractor to book trips because "there is less oversight of community-based organizations" than if the trips had been booked directly through the city's Department of Education, the report says.

The investigation began in May 2019 after the DOE received a whistleblower complaint about the misconduct, and concluded in January of last year.

"It is the general practice of [the special commissioner of investigation] to withhold publication of our reports while administrative actions are pending," the SCI's office told NPR.

The report recommends that Wilson and the five employees involved in the fraud be terminated, and that DOE should "seek reimbursement for all expenses incurred by the DOE on the part of those who wrongly benefitted from these actions."

"Both DOE and the NYC Conflicts of Interest Board had accepted our findings and had initiated actions," the SCI told NPR.

NPR has reached out to the DOE for further comment on those actions. The NYC Public Schools Press Office said that it would respond in full as soon as possible.

NPR has also attempted to reach out to Linda Wilson for comment.

Disney trips meant for homeless students went to NYC school employees' kids, officials say

Six employees of New York City's public school system took their children or grandchildren on trips to Disney World, New Orleans and other locations using tickets that were meant for homeless students, investigators said in a newly released report.

The trips intended as enrichment for students living in shelters and other temporary housing also included excursions to Washington, D.C., Boston and Broadway shows, said Anastasia Coleman, the special commissioner of investigation for New York City schools.

According to the report released this month, Linda Wilson, the Queens regional manager for the office that supports students in temporary housing, took her own children on trips that were paid for through grants for homeless students and encouraged employees she supervised to do the same but to keep quiet about it.

"What happens here stays with us," one staffer quoted Wilson as saying.

Contacted by the New York Post, Wilson denied bringing her two daughters on trips or encouraging staff members to bring their children. Wilson called the special commissioner's probe "a witch hunt."

The investigation began after a whistleblower brought a complaint in March 2019. The special commissioner's report, which concerned trips that took place between 2016 and 2019, was completed in January 2023 but only made public on Sept. 9.

The special commissioner's office said in an emailed statement that the report was not released because of the pending administrative actions.

According to the report, Wilson forged permission slips to bring family members on trips and evaded city Department of Education oversight by using an outside agency to book travel arrangements.

Some of the trips were intended as college tours, but the students and chaperones never actually visited the campuses, witnesses told the investigators.

A group including Wilson and one of her daughters as well as other staff members and their children ate lunch at Syracuse University during a June 2018 trip but never toured the school, witnesses said. They left and went to Niagara Falls instead, according to the investigation.

The special commissioner's office recommended that Wilson and the other staff members faulted in the report be fired and that they be required to reimburse the school system for their family members' trips.

Wilson told the Post that she retired and was not fired.

Department of Education spokesperson Jenna Lyle said in a statement, "All staff identified in this report are no longer employed by New York City Public Schools."

Disney World Trips Meant for Homeless N.Y.C. Students Allegedly Used By School Employees Instead: Report

A new report from the special commissioner of investigations for the New York City School District alleges that multiple school employees went on Disney World trips meant for homeless students.

The report claims that the office of Anastasia Coleman received a complaint in March 2019 indicating that Linda Wilson, the regional manager for Queen Students in Temporary Housing (STH), brought members of her family on "multiple-day, out-of-town field trips" paid by grants, that were meant to "serve as enrichment opportunities, or as incentives for improving attendance or other academic achievements' for homeless students."

Wilson allegedly used an outside vendor to book "busing, food, lodging, and all other itinerary items" trips to various locations, including Disney World in Florida, Washington, D.C., and New Orleans, instead of through the New York City Department of Education because "there is less oversight of community-based organizations."

She and five other STH staff members — Program Manager Shaquieta Boyd, Family Assistant Joanne Castro, Family Assistant Mishawn Jack, Family Assistant Virgen Ramos, and Community Coordinator Maria Sylvester — allegedly went on the trips with their children, grandchildren and partners.

"Wilson would determine which staff members could attend the trip, assign students to each staff member to chaperone during the trip, then fill the spots allegedly assigned for those students with family members of the staff," the report claims, noting that trips took place from 2016 to 2019.

The report further alleges that Wilson and the staff members would then "complete permission slips using the information of homeless students, then sign off on the paperwork as the parents of those students."

Coleman ended her report by calling for the six individuals to be fired and asking the New York City Department of Education to "seek reimbursement for all expenses incurred by the DOE on the part of those who wrongly benefitted from these actions."

Although the report was completed in January 2023, it was first made public on Monday, Sept. 9 .

According to the Associated Press , citing New York City Department of Education spokesperson Jenna Lyle, “All staff identified in this report are no longer employed by New York City Public Schools.”

Wilson told the New York Post that she was not fired from her position but "retired." She also denied bringing her two daughters on the trips and called the investigation from the special commissioner’s office “a witch hunt.”

Here's what On3 Sports' Charles Power said of Underwood following Week 1 of his senior campaign just a few weeks ago:

“Underwood made his senior season debut and showcased a degree of athleticism and rushing ability we had yet to see,” Power said . "On3's long-time No. 1 prospect is well known as a top arm talent, but it was his legs that took center stage on Friday.

“The 6-foot-4, 214-pounder was unstoppable on designed runs and showed outstanding vision along with improved burst and top-end speed as he consistently pulled away from the defense. Underwood finished with 177 yards and two touchdowns on just seven carries as his Belleville (Mich.) High team edged out a tight win. That doesn’t include a 48-yard touchdown run that was called back due to a needless block in the back.

“While we’ve known Underwood to be a gifted athlete, this is the most designed runs we’ve seen from him in a game and the best he’s looked running the ball to this point. For perspective, his 177 yards on Friday nearly eclipsed his season rushing total from the 2023 season. The combination of Underwood’s arm talent and athleticism makes him one of the more physically-gifted quarterbacks to come through the high school ranks in recent cycles.”
