Nottinghamshire prison workshops meant to teach inmates new skills 'lying empty'

A prisoner has been pictured putting his feet up in a deserted Nottinghamshire prison workshop meant to teach inmates new skills. The picture was taken by a jail inspector, who slammed prison bosses at HMP Ranby in Retford.

The Mirror reports that the jail inspector was so astonished at the sight he took a photo and included a copy in his official report. Inmates at the category C jail are supposed to learn skills from joinery to plumbing as part of their rehabilitation programmes.

But the inspector said woodwork, plastics and textile facilities and joinery and plumbing classes were often empty. Chief Inspector of Prisons Charlie Taylor’s report of last month’s visit said: “Only a handful of prisoners attended classes.

“We found prisoners idle in workshops, where machinery was broken and there was insufficient work to occupy them.” He slammed prison bosses for being “slow to get started”, despite having expensive equipment ready to go. Mr Taylor added: “Leaders had been far too cautious.”

Ranby was also criticised by the inspectorate last year for keeping cons in their cells for 23 hours a day. It later emerged prisoners were paid £3.50 a day to dismantle millions of Covid test kits and unused PPE.

Critics said the photo was evidence of a failed £550million Tory promise to make the prison system work. It comes as in 2021, the Government pledged a three-year jail work and skills revolution aimed at helping lags land a job on release and reduce reoffending. Initiatives include training them to be baristas, pub and bakery workers, partnering with firms like Greene King, Costa Coffee and Greggs.

Andrew Neilson, of the Howard League for Penal Reform, said: “The Government has committed £550million to ensure work, training and education – but where is this money going if over half the people at training prisons such as Ranby are unemployed? People cannot be rehabilitated spending 23 hours a day locked in cells, while classrooms and workshops remain empty.”

A Prison Service spokesman said: “We are recruiting 5,000 extra prison officers across the estate to ensure prisoners can access the vital training opportunities that reduce reoffending and protect the public.”

The annual cost of reoffending is estimated to be around £18billion.

HMP Ranby – much safer but far too little purposeful activity

  • Press notices and releases

Inspectors to HMP Ranby, a category C training and resettlement prison in Nottinghamshire, found that prisoners and staff were now much safer, but this improvement was let down by poor provision of purposeful activity.

Over half of the 948 prisoners at the time of the inspection were unemployed and spending up to 23 hours a day behind their doors. Well-resourced workshops sat empty, as did the library, and few prisoners attended classes. A substantial number of prisoners had poor English and mathematics skills but received no help to improve them, and low literacy skills were not addressed.

Charlie Taylor, Chief Inspector of Prisons, said:

“The prison must break out of its COVID-19 inertia and provide meaningful, well-planned, and structured activities.”

However, there had been improvements across every aspect of HM Inspectorate of Prisons’ safety test, and the flow of drugs into the prison, which had been a chief cause of violence in the jail at previous inspection in 2016 and 2018, had been stemmed with improvements to perimeter security, the use of dogs, and the introduction of body scanners. Violence had reduced significantly – assaults against fellow prisoners had reduced by almost half, and against staff by 39%. Inspectors judged the prison to have improved its safety score from ‘not sufficiently good’ to ‘good’ – an impressive achievement.

Leaders struggled to provide adequate resettlement provision for Ranby’s population. The prison was out of step with its remit as a training prison with 65% of its prisoners having been transferred there for resettlement purposes. Prisoners were also frustrated with how little they were able to communicate with their offender manager.

At the time of our inspection, Ranby was not operating as a category C training prison. Just being safe is not good enough, and if it is to fulfil its essential function in giving prisoners the skills, knowledge, confidence and work ethic to support them on their return to the community, then leaders urgently need to get them into the workshops and classrooms which should be a thriving part of this jail.

Notes to editors

  • Read the HMP Ranby report , published on 12 July 2022.
  • HM Inspectorate of Prisons is an independent inspectorate, inspecting places of detention to report on conditions and treatment and promote positive outcomes for those detained and the public.
  • Ranby was converted in the early 1970s from its original use as a World War II army camp. Some purpose-built accommodation was added to the complex in the 1980s, and two further wings were opened in February 1996. Two more wings were opened in summer 1998, and a further one in March 2008.
  • At the time of this inspection, the establishment held 948 prisoners.
  • Inspectors identified four examples of notable positive practice.
  • This inspection took place on 21–22 March and 4–8 April 2022.

Cross the first three lane road (Pelican crossing) and turn right, following the path to the second two lane road (Pelican crossing). On crossing the road, turn left, keeping the railings on your left. Walk straight up Gaol Road, with the prison wall on your right. You will see a zebra crossing, nearly opposite the main prison gate. Cross over the road and turn left into County Road. The Visits Centre entrance is immediately on your left, in the large three floor building.

If you are using sat nav, the postcode to use is ST16 3AW. Leave the M6 motorway at Junction 14 and take the Eccleshall Road (2nd exit from the North and 3rd exit from the South). Entering Stafford Prison

All visitors, aged 16 or older must prove their identity before entering the prison. Read the list of acceptable forms of ID when visiting a prison . This site provides more detailed information about many topics (booking, visits times, directions, facilities, dress code etc.) linked to visiting someone in prison, so we would recommend having a look, before visiting.

HMP Stafford operate a biometrics system to identify visitors. If it is your first visit, the PACT staff will explain the system, which requires you to place your index finger onto a reader, followed by standing still and having your image taken. You will be allowed to use a locker, to keep any unauthorised items which are not allowed into the prison. This includes items such as excess money, mobile phones, medication, shopping etc. You will be allowed to take your ID, locker key and money, up to the value of £30, to enable you to purchase refreshments, sweets etc. in the Visits Hall.

Essential medication can be taken into the prison. You must notify the Visits Centre staff that you need this. You will be required to pass the medication to the Senior Officer in the Visits Hall before you go to your allocated table. They will keep it safely for you, until you require it.

Disabled Visitors can utilise a toilet within the prison gate and adjacent to the Visits Hall. The car park adjacent to the Visits Centre has a number of designated disabled parking spaces. As the Visits Hall is on the first floor, disabled visitors may wish to utilise the lift. We have a number of tables which provide more space for wheelchair users. If you have a sight or hearing disability, please indicate to the Visits Centre staff that you may need assistance. We will be very pleased to assist you in any way we can, to ensure that you can gain full and safe access into and out of the establishment.

There are baby changing facilities within the Visits Centre and Visits Hall. We can accommodate pushchairs, however we would request that you do not bring large prams, given the lack of access and space within certain areas of the prison. If you are bringing young children or babies, we will allow bottles and dummies to go into the prison. Please ensure that you have necessary food and/or refreshments for babies, before entering the prison.

Once you have left the Visits Centre, please cross Gaol Road (via the zebra crossing) to your right. The entrance into the prison for visitors is through the door to the left of the main vehicle gate.

Once inside, you will be subject to a search by prison staff. They will explain the search procedures to you. It is similar to when you go to an airport, passing through a metal detection portal and a pat-down search. You may also be subject to a passive drug dog search, in relation to unauthorised items.

You will pass into the Visits Hall and be allocated a table, where your visits will take place.

Visits staff will give a verbal indication to you 5 minutes before the visits session is due to finish. We try to optimise the amount of contact time you have with your loved one, given the time and effort is has taken for visitors to travel to HMP Stafford.

At the end of the visit, you will return to the Visits Centre, following the same route as when you entered. Please ensure that you collect all of your possessions before you travel home.

Each adult visitor is allowed to take in a maximum of £30 to buy refreshments and food from the canteen.

The only way to leave a review is to first make a booking. That's how we know our reviews come from real guests who have stayed at the property.

Followed by a trip

When guests stay at the property they check out how quiet the room is, how friendly the staff are and more.

And finally, a review

After their trip, guests tell us about their stay. We check for naughty words and verify the authenticity of all guest reviews before adding them to our site.

If you booked through us and want to leave a review, please sign in first.
