Four-nation grouping Quad on Tuesday agreed to deepen cooperation on infrastructure, critical to driving productivity and prosperity in the Indo-Pacific region, and share a commitment to addressing debt issues, which have been exacerbated by the coronavirus pandemic in many countries. A joint statement said that Quad partners bring decades of skills and experience together to catalyse infrastructure delivery to the region.The Quad leaders committed to working closely with partners and the region to drive public and private investment to bridge gaps. To achieve this, Quad will seek to extend more than $50 billion of infrastructure assistance and investment in the Indo-Pacific, over the next five years.

The Summit in Tokyo was the fourth interaction of Quad leaders since their first virtual meeting in March 2021, an in-person Summit in Washington DC in September 2021 and a virtual meeting in March 2022.

At the Quad Summit, PM Modi highlighted India's consistent and principled position on the need for cessation of hostilities, resumption of dialogue and diplomacy.

PM Modi, along with the leaders of the Quad nations, took part in the fourth interaction of the leaders, which saw criticism of Russian military action in Ukraine, from Australia, Japan and the United States.

During the summit, the leaders reiterated their shared commitment to a free, open and inclusive Indo-Pacific and the importance of upholding the principles of sovereignty, territorial integrity and peaceful resolution of disputes.

They exchanged perspectives on developments in the Indo-Pacific and the conflict in Europe.

On the sidelines of the Quad Summit, the prime minister on Tuesday had bilateral meetings with US President Joe Biden and new Australian Prime Minister Anthony Albanese. He will also have a bilateral meeting with Japanese Prime Minister Fumio Kishida.

On the first day of his visit to Japan on Monday, the Prime Minister had a series of engagements. 

He participated in the event to launch the Indo-Pacific Economic Framework for Prosperity and chaired a business roundtable in Tokyo. 

He also interacted with members of the Indian community.

40 Hours, 23 Engagements: PM Modi's Visit To Japan For Quad Meet

Prime Minister Narendra Modi will have 23 engagements, including meetings with three world leaders, in around 40 hours of stay in Japan where he will join US President Joe Biden and prime ministers of Australia and Japan at the Quad summit in Tokyo on May 24, official sources said.

They said PM Modi during his visit will have business, diplomatic and community interactions.  He will interact with at least 36 Japanese CEOs and also with hundreds of Indian diaspora members.  

The prime minister will spend one night in Tokyo and two nights in the plane travelling, the sources said.  

PM Modi will have bilateral talks with Biden and his Japanese counterpart Fumio Kishida during the summit which is taking place amid the Russian invasion of Ukraine. He will also hold a bilateral meeting with his Australian counterpart.

While announcing the prime minister's participation in the summit, the External Affairs Ministry had said, "At the invitation of Prime Minister of Japan Fumio Kishida, Prime Minister Narendra Modi will participate in the third Quad Leaders' Summit in Tokyo on 24 May 2022 along with President Joseph R Biden Jr. of the US and the Prime Minister of Australia."

The forthcoming Quad summit provides an opportunity for the leaders to exchange views about developments in the Indo-Pacific region and contemporary global issues of mutual interest, the MEA had said.

They said Modi during his visit will have business, diplomatic and community interactions. 

“PM Modi will arrive here on May 23 & will have interactions with business leaders as well as business CEOs in a one-to-one format. Thereafter, there will be an Indian diaspora community event & May 24 is largely devoted to Quad meeting,” SK Verma, Indian envoy to Japan told ANI. 

“PM Modi will meet around 35 major business leaders from Japan. In addition, there will be few CEOs, chairmen and presidents of the companies who will be independently and separately meeting PM,” Verma added.

Modi will have bilateral talks with Biden and his Japanese counterpart Fumio Kishida during the summit which is taking place amid the Russian invasion of Ukraine. He will also hold a bilateral meeting with his Australian counterpart.

Prime Minister Shri Narendra Modi held a bilateral meeting today with H.E. Mr. Fumio Kishida, Prime Minister of Japan. PM Kishida also hosted a dinner for PM Modi. They had productive exchange of views on enhancing bilateral relations in various spheres as well as on some regional and global issues.

The two leaders agreed to further enhance bilateral security and defence cooperation, including in the area of defence manufacturing. They concurred that the next 2+2 Foreign and Defence Ministerial Meeting may be held in Japan at the earliest.

The two leaders appreciated the growing economic ties between the two countries. They agreed that both sides should work jointly towards implementing their decision to have 5 trillion yen in public and private investment and financing from Japan to India in the next five years. Prime Minister highlighted the steps taken by Government of India to improve ease of doing business, logistics through Gati Shakti initiative and urged Prime Minister Kishida to support greater investments by Japanese companies in India. Such investments would help in creating resilient supply chains and would be mutually beneficial. In this context, Prime Minister Modi appreciated that Japanese companies were increasing their investments in India and that 24 Japanese companies had successfully applied under the various PLI schemes.

The two leaders noted the progress in implementation of Mumbai-Ahmedabad High Speed Rail (MAHSR) project and welcomed the signing of exchange of notes of the 3rd tranche loan for this project. The two leaders highlighted the increasing importance of information and communication technologies and in this regard agreed to encourage greater collaboration between private sectors of two sides in development of next generation communication technologies. They also discussed possibilities of collaboration in critical and emerging technologies such as 5G, Beyond 5G and semiconductors. The two Prime Ministers also agreed to deepen cooperation in the area of Clean Energy including green hydrogen and, in this regard, encouraged more business to business collaboration.

The two leaders agreed to further boost people-to-people linkages. Prime Minister Kishida noted that such linkages should become the backbone of bilateral relations. In this regard, they took note of the progress in implementation of the Specified Skilled Workers (SSW) programme and agreed to further scale up this programme. Prime Minister Modi raised the issue of further easing of travel restrictions in order to facilitate quarantine free entry into Japan for travellers from India carrying Covaxin and Covishield vaccination certificates. The two leaders concurred that the India-Japan Act East Forum was useful in prioritising development of India’s North East Region, and looked forward to early implementation of various projects which were identified by the two sides during the Annual Summit.

The two leaders exchanged views on recent global and regional developments. They noted the convergences in their respective approaches to the Indo-Pacific and reaffirmed their commitment towards a free, open and inclusive Indo-Pacific region. In this context, they welcomed the progress in the Quad’s contemporary and constructive agenda such as vaccines, scholarships, critical technologies and infrastructure.

Prime Minister Modi thanked Prime Minister Kishida for the warmth and hospitality extended to him and members of his delegation during the visit. PM Kishida extended an invitation to PM Modi to visit Japan for the next Annual Bilateral Summit, which was accepted with pleasure.

 On May 24, commencing at 6:20 p.m. for approximately 70 minutes, Mr. KISHIDA Fumio, Prime Minister of Japan, held a Japan-India Summit Meeting with H.E. Mr. Narendra Modi, Prime Minister of India, who was visiting Japan to attend a QUAD (Japan-Australia-India-U.S.) Leaders' Meeting. The Summit Meeting was followed by a dinner meeting, which started at 7:44 p.m. for approximately 50 minutes. The overview of the two meetings is as follows.

1. Introduction

  • (1)Prime Minister Kishida expressed his gratitude for the warm hospitality extended by Prime Minister Modi during his visit to India in March, and stated that the reciprocal visits realized between the two countries in the year commemorating the 70th anniversary of the establishment of their diplomatic relations demonstrates the solid Japan-India ties. Prime Minister Kishida also stated that he was encouraged that the QUAD Leaders' Meeting had served as an opportunity to send a strong message on the importance of the rule of law and opposition to any unilateral change of the status quo by force.
  • (2)In response, Prime Minister Modi thanked Prime Minister Kishida for his hospitality and said that his visit to India in March was a milestone in accelerating their bilateral relations. He stated that Japan and India, which celebrates the 70th anniversary of their diplomatic relations this year, are natural partners and that in the post-COVID-19 world, the partnership between the two countries with shared values will be of utmost importance. Prime Minister Modi also stated that the QUAD framework is very important for a free, open, inclusive, and rule-based vision of the Indo-Pacific and that he was pleased with the success of the QUAD Leaders' Meeting, which was hosted by Japan this time.

2. “Free and Open Indo-Pacific”

  • (1)The two leaders concurred that it is important for like-minded countries to work closely to further promote efforts to realize a “Free and Open Indo-Pacific” all the more because of the current circumstances amid difficult international situations.
  • (2)Based on the outcome of the QUAD Leaders' Meeting, the two leaders concurred to steadily promote practical cooperation in various fields to deliver concrete benefits to countries in the region. In light of this, they welcomed the signing of the $100 million loan facility between Japan Bank for International Cooperation (JBIC) and the Export-Import Bank of India as an outcome of the Quad Vaccine Partnership.
  • (3)The two leaders shared the view to work together to develop Indo-Pacific Economic Framework (IPEF) into an inclusive framework that will bring substantive benefits to the region.
  • (4)They also discussed the situation in Sri Lanka and confirmed that they will cooperate with each other in light of the current economic crisis and deterioration of the humanitarian situation in the country.

3. Bilateral Relations

  • (1)The two leaders had extensive discussions on bilateral relations and confirmed that they will continue to develop the "Japan-India Special Strategic and Global Partnership" on the basis of the outcome of the Japan-India Summit Meeting held in Delhi in March. They also concurred to coordinate to realize Prime Minister Modi's visit to Japan as part of the annual mutual visit between the two countries at a mutually convenient time.
  • (2)The two leaders welcomed the defense collaboration between the two countries being strengthened as exemplified by Malabar exercise, a joint exercise among Japan, India, U.S. and Australia, joint exercises including the application of ACSA as well as high-level exchanges, while also concurring to coordinate for the early implementation of the first joint fighter exercise. They also confirmed that the second Japan-India Foreign Ministers and Defense Ministers meeting (“2+2”) will be held at an early date with a view to promoting cooperation on the security front, primarily in defense equipment and technological cooperation.
  • (3)The two leaders confirmed that they will promote active investment by Japanese companies in India in light of the 5-trillion-yen target of public and private investment and financing from Japan to India over the next 5 years, which was set on the occasion of Prime Minister Kishida’s visit to India in March, while also concurring on the importance of the Indian side further improving the business environment for smooth operations of Japanese companies in India. The two leaders also confirmed that they will further address common issues of economic security, including cooperation for the diversification and enhancement of supply chains through the "India-Japan Industrial Competitiveness Partnership" and other programs as well as for the building of safe and secure telecommunication network.
  • (4)The two leaders concurred to promote the "Clean Energy Partnership" announced during Prime Minister Kishida's visit to India in March to achieve carbon neutrality and ensure energy security at the global level, and to promote concrete cooperation in the areas of hydrogen, ammonia and LNG through the "Japan-India Energy Ministerial Dialogue" and other initiatives. The two leaders also confirmed that they will continue consultations toward the establishment of a Joint Crediting Mechanism (JCM) between Japan and India. Furthermore, the two leaders welcomed the recent signing of a Memorandum of Cooperation between the “International Solar Alliance (ISA)” that India promotes and the Japanese Government and related organizations.
  • (5)The two leaders welcomed the recent signing of a yen loan for the third phase of the high-speed rail project and confirmed that they will continue to make steady progress in the high-speed rail project, a flagship project of Japan and India.
  • (6)The two leaders concurred to promote human and cultural exchanges, based on reciprocal visits between Japan and India during the year commemorating the 70th anniversary of the establishment of their diplomatic relations.

TOKYO: India and Japan will contribute towards building an open, free and inclusive Indo-Pacific region, connected by secure seas, integrated by trade and investment, defined by respect of sovereignty and territorial integrity and anchored in international law, Prime Minister Narendra Modi said in an op-ed published in a leading Japanese newspaper on Monday.

Prime Minister Modi, who is in Japan on a two-day visit to attend a summit of the Quad leaders at the invitation of his Japanese counterpart Fumio Kishida, penned an op-ed on the vibrant relations between India and Japan in the Yomiuri Shimbun newspaper.

"As two democracies, strategically located in the Indo-Pacific region, we can be important pillars of a stable and secure region. That is why our partnership is expanding across a broad range of areas," he said.

"Our defence ties are growing rapidly, from exercises and information exchanges to defence manufacturing. We are doing more in cyber, space and underwater domains," Modi said in the op-ed titled 'India-Japan: A Partnership for Peace, Stability and Prosperity'.

He said that India and Japan will also contribute towards building an open, free and inclusive Indo-Pacific region, connected by secure seas, integrated by trade and investment, defined by the respect of sovereignty and territorial integrity and anchored in international law, he wrote, amidst China's aggressive actions in the region.

China has territorial disputes with many countries in the strategic Indo-Pacific region.

The Chinese government claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam all claim parts of it.

Beijing has built artificial islands and military installations in the South China Sea.

It is also involved in a maritime dispute with Japan over the East China Sea.

"Besides security, together and with like-minded partners in the region and beyond, in institutions and arrangements like Quad, we are promoting initiatives for development, infrastructure, connectivity, sustainability, health, vaccines, capacity building and humanitarian disaster response in the region," Prime Minister Modi said.

"A peaceful and prosperous Indo Pacific region will be critical for a better future for the entire world," he said.

"Special.Strategic.Global. Each of these three words that describe the India-Japan partnership has a unique significance, yet they fall well short of the true potential of our ties," Modi said.

In a tweet, he said: "Penned an op-ed on the vibrant relations between India and Japan. Ours is a partnership for peace, stability and prosperity. I trace the journey of our special friendship which completes 70 glorious years.@Yomiuri_Online."

"Closer India-Japan cooperation is vital in the post-COVID world. Our nations are firmly committed to democratic values. Together, we are key pillars of a stable and secure Indo-Pacific region. I am equally glad that we are working closely in various multilateral forums as well. I have had the opportunity of regularly interacting with the Japanese people since my days as Gujarat CM."

"Japan's developmental strides have always been admirable. Japan is partnering India in key sectors including infrastructure, technology, innovation, start-ups and more," he said in a series of tweets.

In the op-ed, Prime Minister Modi said cultural ties that go back centuries; a firm shared belief in the values of democracy, freedom, and a rules-based international order, as well as convergence in regional and global outlook, are the bedrock of ties between India and Japan as trusted and natural partners.

From Bodhisena to Swami Vivekananda, India-Japan cultural ties have a long and rich history of mutual respect and learning from one another, he said.

Among Mahatma Gandhi's cherished personal possessions were small statues of Mizaru, Kikazaru and Iwazaru, the Three Wise Monkeys, he said.

Justice Radha Binod Pal is a well-known name in Japan, and Gurudev Tagore's admiration for Japan and interaction with Okakura Tenshin were instrumental in forging early connections between artists and intellectuals on both sides, according to Modi.

"These deep links laid a strong foundation for a modern India-Japan partnership that continues to blossom even as we celebrate the 70th anniversary of the establishment of formal diplomatic ties," he said.

Prime Minister Modi said that his own conviction about this partnership began in his early days as Chief Minister of Gujarat.

It was not just the sophistication of Japanese technology and skills, but also the seriousness and long-term commitment of Japan's leadership and businesses, that made Japan Gujarat's preferred industrial partner and the most prominent presence in Vibrant Gujarat Summits since its inception, he said.

Japan has also proved to be an invaluable partner in India's journey on the path of development and modernisation.

From the automobile sector to industrial corridors, Japanese investments and development assistance have a truly pan-India footprint, according to Modi.

The iconic Mumbai-Ahmedabad High Speed Rail project symbolises Japan's extensive collaboration in some of the most important endeavours to build a New India, he said.

“We have traversed a long distance since we established diplomatic relations in 1952.

In my view, though, the best is yet to come.

Today, as both India and Japan look to re-invigorate and refashion our economies in a post-Covid era, there is immense scope to deepen our engagement across the entire spectrum from trade and investment, to defence and security," Modi said.

In the last few years, India has embarked on a journey to build a strong foundation for the manufacturing sector, services, agriculture and digital technology infrastructure, he said.

"I see Japan as an indispensable partner in India's continuing transformation. For Japan, India's speed and scale combine with ease of doing business, attractive incentives, bold reforms and ambitious plans to create unmatched opportunities. We have also fostered a dynamic start-up ecosystem in India, with over 100 unicorns. The Japanese capital is already playing an important role in this effort. And there is potential for a great deal more," he said.

People-to-people links between the two countries have always played an important role in deepening the mutual understanding.

Many Indians are now working in Japan and contributing to the Japanese economy and society, just as Japanese executives are contributing to economic development in India.

"I am convinced that such complementarities can be enhanced manifold," he said.

The India-Japan partnership has a greater imperative and serves a larger purpose, he said.

The Covid pandemic, global tensions and disruptive challenges to stability and security in the Indo-Pacific region have underlined the need for building resilient supply chains, a human-centric development model and stable and strong international economic relations, capable of resisting coercion and exploitation.

The bilateral partnership will help advance these goals.

"Crises tend to magnify challenges and accelerate our transition to the future. For this reason, at this pivotal moment for the world, our partnership now faces larger responsibility and greater urgency. Based on all that we share dearly and all that we have built over decades, India and Japan are ready to respond to this calling," he said.

"In Delhi in March 2022, Prime Minister Kishida and I laid out a roadmap for further deepening and broadening the India-Japan Special Strategic and Global Partnership for our countries to cooperate for a peaceful, stable and prosperous post-COVID world. As we mark 70 years of diplomatic relations, we are also building one of the defining partnerships of our region. I am confident that my meeting with PM Kishida will lead to tangible progress in realising this ambitious agenda," Prime Minister Modi added.

Prime Minister Modi is visiting Tokyo at the invitation of his Japanese counterpart Fumio Kishida.

He will attend the summit of the Quad leaders which is aimed at further bolstering cooperation among the member nations of the influential grouping and discussing developments in the strategic Indo-Pacific region.

Besides Modi, the Quad summit in Tokyo on May 24 will be attended by US President Joe Biden, Japanese Prime Minister Fumio Kishida and Australian prime minister-elect Anthony Albanese.

The Quad or Quadrilateral Security Dialogue comprises India, the US, Japan and Australia.

Modi will hold separate bilateral meetings with Biden, Kishida and Albanese on the sidelines of the summit.

  • PM Modi will hold bilateral meetings with his QUAD counterparts including US President Joe Biden.
  • PM Modi will discuss further consolidation of their multi-faceted bilateral relations with the United States. They will also hold dialogue on regional developments and contemporary global issues.

PM Narendra Modi’s Japan visit: Making the most of diplomatic opportunity

The Prime Minister’s meetings provided the opportunity for a political assurance that India was not only open to business, but ready to listen to Japanese businessmen, facilitate their work and welcome their added investments.

Prime Minister Narendra Modi’s visit to Tokyo for the Quad summit shows how effective management of time can lead to positive results. The visit was mainly for the in-person Quad summit. There was also an opportunity for bilateral meetings with the principals of the other Quad countries.

This provided PM Modi the opportunity to meet his host, PM Fumio Kishida who had been to India in March for the 14th India-Japan annual Summit. It was also the occasion to meet with US President Biden in person for the first time since the Ukraine crisis. The two leaders have held virtual conversations on a few occasions.

It was an occasion for the Quad leaders to meet with the new Australian Prime Minister Anthony Albanese who had just unseated Scott Morrison’s party. Morrison was a staunch supporter of Quad and AUKUS. There would be consternation about whether the Australian Labour Party now in power would continue to abide by the same line of thinking. Albanese in his opening remarks at the Summit assuaged that.

Bilateral meetings are the clear by-product of a plurilateral meeting like the Quad. For the additional time that PM Modi was in Tokyo on 23 May, he utilised it as if he was on a bilateral visit to Japan. It may be recalled that his last in-person visit to Japan was in October 2018 for the 13th annual summit. Between 2018 and 2022, the annual summits were virtual and PM Modi had no occasion to visit Japan. Therefore, to make up for a lost time, it was wisely decided to meet with Japanese businessmen and entrepreneurs as well as the Indian diaspora.

During PM Kishida’s visit to India in March, he had announced that the target of Japanese FDI now was yen 5 trillion in the next five years. Essentially, this averages out to an anticipated FDI of about $2 billion per annum from Japan. This is a large volume and continuing reforms in India and engagement with Japanese companies will help in fulfilling these targets.

A review of the list of 34 companies from Japan that met with PM Modi shows that many of them are already in India, and well settled. They are the ones who are now likely to expand their footprint which will contribute to this larger augmentation of Japanese FDI. They have had better experiences in India. The meeting that the PM had with the Advisor to Suzuki Motor Corporation, Osamu Suzuki, was telling. He is the original big investor in India. Now he is quite old and moved into an advisory position. The fact that he called on the PM shows a vote of confidence. Maruti Suzuki in fact is one of the largest expanding investors in India, moving beyond automobiles into related sectors including EVs.

The PM’s meetings provided the opportunity for a political assurance that India was not only open to business but ready to listen to Japanese businessmen, facilitate their work and welcome their added investments.

Similar was the meeting with the diaspora. Since 2018, the Indian diaspora in Tokyo has not had an occasion to meet the PM. It was important that the PM took out the time to meet with them and convey to them the changes in India and what role he expected from this expanding Indian diaspora in Japan. Much like what he said to the diaspora in Copenhagen, so in Tokyo, he expects the diaspora to contribute to nation-building, to a better understanding of India among their host countries, and to increase host country tourism and exchanges with India.

The Indian diaspora in Japan mainly works for Japanese or international companies. They are embedded into their host systems and in a better position to present the Indian point of view, culturally and economically. This makes a very big difference. Many Japanese companies have adopted the model of US companies by sending their Indian employees living in Japan or even in their overseas offices to guide their operations in India. This is where the Indian diaspora can continue to play a major role.

Where the perspectives are concerned the Quad summit came on the heels of another shock in the world. The previous Quad summit took place following the Covid-19 crisis which was a natural disaster. The Quad stepped up to cooperate and help the partners as well as the Indo-Pacific countries in several ways.

This time, the shock of the Ukraine crisis and the sanctions imposed by the US and its allies on Russia are the major challenges. The world economy had not recovered from the Covid crisis. Now additional shocks are piled up upon it. Though the Quad summit did not assign blame for it, there was no unanimity on whether Russia alone was to blame for all the ills that were striking the globe right now.

In India’s view, China remains the main threat. The Quad summit served to refocus attention on the Indo-Pacific and the role of China. India continues to have China unrelenting in resolving the border issue or reducing force levels even after agreements. The Taiwan issue is now reaching crisis levels; the US is strongly nudging Japan to do more in case of an emergency and itself looking at how Taiwan can be protected in case of a Chinese assault. Japan is facing more frequent incursions by Chinese ships into the Senkaku Islands. Chinese and Russian ships are now exercising more frequently between Honshu and Hokkaido Island in Japan. A Chinese aircraft carrier has moved closer to Okinawa and exercises there. Chinese threats to Japan are increasing.

Where Australia is concerned, it would like to have China ease the sanctions imposed on it and have streamlined exports to attain pre-Covid levels. This may not happen in a hurry but meanwhile, the Solomon Islands in Australia’s zone of influence, have more or less signed off to be a Chinese ally and allow Chinese military access and activity. They are also preventing access by others. Other South Pacific countries may be similarly infected.

Australia needs to enhance its influence and act more decisively to persuade its friends in the South Pacific that China is not a trustworthy ally.

Thus, all the Quad partners have clear problems with China. While the question is often raised that it is the new government in Australia whose commitment to challenge China may be in doubt, it is often the United States whose intention remains in doubt. The United States has wilfully undertaken to paint Russia as the world’s enemy number one, reducing attention on China. Their efforts to wean China away from Russia include certain concessions; the tariff barriers that Trump had raised with China, the Biden administration has slowly restored. The confrontational position of the United States with China is more circumspect than before. Quad partners will assess whether the Americans can be a trusted ally against China. They seem to be more interested in defending Taiwan rather than the Indo-Pacific.

The Americans tried to show that they were serious about the Indo-Pacific by announcing the Indo Pacific Economic Framework (IPEF)consultations, which they called a partnership for prosperity. The US brought the IPEF to the attention of all interlocutors but left Japan to flesh it out. Wisely, instead of rushing through a system of accession to the IPEF, and asking countries to join straight away, without being clear on what they were entering, they are now consulting.

What is announced is a framework for discussions and consultations that will ensue. Due to this, it has become easier for India to say yes. India agreed to be consulted, rather than sign up to IPEF, parts of which we’re certainly uncomfortable with.

The IPEF, interestingly, is like a large RCEP without China, Cambodia, Laos and Myanmar, but with the addition of the United States and India. However, it is not a trade pact and does not offer trade access to the US market. It is essentially a TPP-like instrument trying to raise the standards and quality and security of critical technologies.

Its framework overlaps in some ways with the Quad preferences, which broadly cover climate, critical technologies, semiconductors, quality infrastructure and dealing with Covid. There are a host of others including hydrogen for green shipping, cybersecurity, and the like. Many of these core ideas may resonate in the IPEF. It remains to be seen how many of these can be brought into focus and proceed to clear commitments.

TOKYO (Reuters) -Outgoing Japanese Prime Minister Fumio Kishida is finalising plans to visit the U.S. in late September for the U.N. General Assembly and a possible meeting with President Joe Biden, the Yomiuri newspaper reported on Saturday.

The visit may take place for several days starting on Sept. 22, the report said, citing multiple government sources it did not identify.

The Japanese Foreign Ministry, in response to a request for comment from Reuters, said "nothing has been decided yet".

Kishida on Wednesday dropped out of the leadership race for the ruling Liberal Democratic Party, meaning he will step down as prime minister when his term as party leader ends in late September.

The date of the LDP election is not yet set. It could be as early as Sept. 20, in which case Kishida would likely address the General Assembly after Japan's parliament, where the LDP has a majority, has chosen his replacement as prime minister, according to the Yomiuri.

Some in the Japanese government think it best if Kishida's successor does not develop close ties with Biden, who is due to leave office in January, the newspaper said.

Biden, who dropped out of November's U.S. presidential election, was replaced as the Democratic Party nominee last month by Vice President Kamala Harris. She faces the Republican candidate, former President Donald Trump.

Outgoing Japanese Prime Minister Fumio Kishida is finalising plans to visit the US in late September for the UN General Assembly and a possible meeting with President Joe Biden, the Yomiuri newspaper reported on Saturday.

The visit may take place for several days starting on September 22, the report said, citing multiple government sources it did not identify.

The Japanese Foreign Ministry and Prime Minister's Office did not respond to calls and requests for comment by Reuters.

Kishida on Wednesday dropped out of the leadership race for the ruling Liberal Democratic Party (LDP), meaning he will step down as prime minister when his term as party leader ends in late September.

The date of the LDP election is not yet set. It could be as early as September 20, in which case Kishida would likely address the General Assembly after Japan's parliament, where the LDP has a majority, has chosen his replacement as prime minister, according to the Yomiuri.

Some in the Japanese government think Kishida's successor should not develop close ties with Biden, the newspaper said.
