Pay and Leave FAQ

Employees generally are  not  entitled to holiday premium pay for the time they spend in work-related travel during holiday hours of their tours of duty, unless it meets one of the travel conditions listed below. Holiday premium pay is paid only to employees who perform work on a holiday. (See 5 U.S.C. 5546(b).) The Comptroller General has ruled that the criteria in 5 U.S.C. 5542(b)(2) must be used to determine whether travel time is hours of work for holiday premium pay purposes. (These are the same criteria that are used to determine travel time as hours of work for title 5 overtime pay purposes. The criteria are also found in 5 CFR 550.112(g).) Time spent in a travel status is not   hours of work for the purpose of paying premium pay, including holiday premium pay, unless it meets one of the criteria in 5 U.S.C. 5542(b)(2)(B) for crediting irregular or occasional hours of work for travel. The criteria state that time spent in a travel status away from the official duty station is not hours of employment unless the travel--

  • involves the performance of work while traveling (such as employment as a truck driver);
  • is incident to travel that involves the performance of work while traveling (such as "deadhead" travel performed by a truck driver to return an empty truck after unloading);
  • is carried out under arduous and unusual conditions (e.g., on unpaved roads); or
  • results from an event which could not be scheduled or controlled administratively by any individual or agency in the executive branch of the Government (such as training scheduled solely by a private firm or a job-related court appearance required by a court subpoena).

(See Comptroller General opinions B-82637, March 28, 1949; B-168726, January 28, 1970; and 50 Comp. Gen. 519 (1971).) Note that this guidance applies to both Fair Labor Standards Act (FLSA) exempt and nonexempt employees. The provisions on travel time as hours of work for FLSA overtime pay purposes under 5 CFR 551.422 do  not  apply to the payment of holiday premium pay. Although most employees do not receive holiday premium pay for time spent traveling on a holiday, they continue to be entitled to pay for the holiday in the same manner as if the travel were not required.

Note: Under 5 U.S.C. 5542(b)(2)(A), time spent traveling away from the official duty station is also hours of employment if the time spent is within the days and hours of an employee's regularly scheduled administrative workweek. However, this does not apply to travel time on a holiday for holiday premium pay purposes because an employee's regularly scheduled administrative workweek includes only periods of time in which an employee is regularly scheduled to work. The Comptroller General has ruled that travel time during holiday hours (whether driving or riding) is not work time and, therefore, does not fall within an employee's regularly scheduled administrative workweek. (See Comptroller General opinion B-160094, October 12, 1966, and the definition of "regularly scheduled administrative workweek" in 5 CFR 610.102.)

If you’re not tied to the school holidays, September is usually the best month to go away. Bask in the heat of summer without the usual crowds and swim in waters that are warmer than ever.

The pace of life generally slows down from the hectic days of August, and beaches become less of a battleground over sunbeds and space.

Spend a week in one of France ’s most beautiful Atlantic islands where you can cycle past oyster-filled marshes and shellfish shacks. Explore Albania ’s mountains, lakes, rivers and coast by electric bike, or hole up in an attractive Greek villa in the Aegean Sea.

Russian holiday dreams shattered by soaring tourism costs

T he average Russian will not go on holiday this year. They cannot afford even a domestic break. According to the independent portal "The Moscow Times", "four-fifths of the citizens can spend up to 15 thousand roubles (about £130) on a trip."

Russians living in Moscow and other large cities skew the reality faced by residents in the rest of the country, which is one of poverty. The latest evidence on this matter is research published on the portal "The Moscow Times."

The majority of Russian Federation citizens will not go on holiday this year because they cannot afford it.

Holidays in Russia are now unavailable for 80% of Russians. Most citizens cannot afford domestic holidays due to the sharp increase in local tourism prices, reports the Nexta agency on the X platform.

The Russian economy switched to war mode, which generated enormous costs. This affects the wallets of average residents. Prices for services and goods are rising. For most Russians, there just isn't enough money for a holiday anymore.

Four-fifths of the citizens are able to spend up to 15 thousand roubles (about £130) on a trip, while the average cost of a holiday is 70 thousand roubles (over £600) - according to precise calculations from the portal "The Moscow Times".

Two-week holidays remain in the realm of dreams. Trips to more distant parts of the country, especially by plane, are also becoming unattainable.

Due to the rise in tourism service prices, Russians increasingly opt for weekend getaways and trips to regions closest to their place of residence. The most popular tourist destinations in Russia are the southern cities of Krasnodar and Sochi. A trip to the Far East was chosen by 29% of tourists planning a holiday, the Arctic - 21%, and Siberia - 19%, reported the portal.

The study shows a clear division within Russian society. 80% of citizens cannot afford a domestic trip. The remaining 20% have the money and eagerly use it. But even when they travel abroad, they cannot expect to be warmly welcomed.

A trip to the snow has always been outside the budgets of many Australians.

For wilderness expert Michael Atkinson, who grew up frequenting the snowfields as a teenager, he wants to share the love of skiing with his children. 

The Alone Australia season one finalist is no stranger to being resourceful, but says the price of a chairlift pass has blown out well above inflation over the years, making a trip to the snow unaffordable for many people.

How do Australian prices compare internationally?

Mr Atkinson posted a now-viral video under his social media channel Outback Mike, adjusting the price of $46 lift pass.

According to the Reserve Bank of Australia's inflation calculator, that pass in 2023 should cost about $118 (with the introduction of GST included).

In July it cost Mr Atkinson $249.

"Back in the 90s, people in the middle-class could afford to ski. And I'd say now, the middle of the middle-class can't afford to ski," Mr Atkinson said.

Mr Atkinson was filming from Perisher in the New South Wales's Snowy Mountains, one of several famous Australian snowfields owned by Vail Resorts. 

The large international organisation runs 42 mountain centres across the world, including Whistler Blackcomb in Canada, Vail Ski Resort in Colorado, and Hotham Alpine Resort in the Victorian Alps.

People can expect to pay a high premium in all Vail Resorts, with peak Whistler and Vail day passes costing up to $458.

A chairlift pass in Hotham is about $232. 

Perisher's general manager Nathan Butterworth said this encourages people to purchase a heavily discounted seasonal pass several months in advance of weather forecasts.

"Incentivising guests to buy an Epic Australia Pass ahead of the season has created stability for our industry, which has previously been ruled by weather," he said.

"Only a small percentage of our guests purchase lift tickets on the day they visit."

He said the money is invested back into the resort, the guest experience and employee wages.

Is it worth just going overseas?

Of course the price of actually getting on the snowfield is just a small part of the expense of any trip, with many also needing to buy or hire snow gear, travel to a snowy region and fork out for accommodation while there.

Given the expense of a snow trip, some say it makes an overseas snow trip look a bit more attractive.

Daniel Walker, general manager of school and group snow tour company Sno'n'ski, said Australians were increasingly looking towards Japan with the strength of the dollar compared to the yen.

"Japan is definitely the flavour of the year and that is predominantly due to cheaper costs," Mr Walker said.

Mr Walker said customers who previously looked towards New Zealand, Canada and the US, were even shifting their holiday plans towards Europe, as there were more independent resort options with cheaper day passes.

Lift passes at some places in New Zealand can cost about $155, while in Switzerland they average about $130.

Once travel, accommodation and suitable snow gear are factored in, the overall costs for visiting a snowfield closer to home end up roughly the same price.

For Charlie Reardon, who has been visiting Australia's snowfields for more than 25 years, there was another major factor people were setting their sights on Japan.

"The snow quality is a lot better," he said. 

"You can pay $50 in Japan, but also you can get snow that's three times as good as Australia's.

"You can rock up to Australia, pay $200, and it can be an ice rink and not very enjoyable."

How average-income earners make it work

Mr Reardon still visits the snow from his sheep farm in Collector, between Goulburn and Canberra.

But he's finding it harder to convince anybody who is not a seasoned snow-goer to join him, with the cost of obtaining the necessary equipment on-top of accommodation blowing out to thousands of dollars a day.

"I'm established, I have all my gear, I don't have to hire anything, but to get new people into it, it's really hard to convince someone to come down with me who might not have a season pass," he said.

The only reason he says he can afford to snowboard at Perisher so often, is by camping out in his van "nine times out of 10".

He fondly recalls trips as a child with large family group gatherings, but says he can't imagine they could be afforded today.

"We would make one trip a year with about four or five families ... there'd be very few people now that would be doing that."

Weather an increasing concern

Mr Reardon said it was harder to justify the cost without purchasing seasonal passes ahead at the heavily discounted rate, as weather conditions in Australia could be a real issue. 

"If you buy a weekend ticket, you're committed to those days, and you will get there and spend a lot of money ... and if it's really windy, things can be put on wind-hold, or the mountain won't be completely open," he said.

"You might have only 30 per cent of the mountain open but your ticket is still 100 per cent of the price."

Holly Thorpe, a former professional snowboarder and sport sociologist at New Zealand's University of Waikato, said global warming was only going to further exacerbate unpredictable weather conditions.

"The future of skiing and snowboarding in New Zealand is very dependent on snowmaking and not all resorts will be able to make snow because it won't be cold enough," she said.

She said the price of running a resort due to the fluctuating weather would inevitably become more expensive.

"It's not that we're not going to be able to ski and snowboard but it's going to become even more elitist."

Changing demographic

Mr Walker said cost-of-living pressures this year had hit his three-four star clients, but his four-five star clients' spending patterns had not dramatically changed.

Mr Reardon said he had also noticed a shift in demographic.

"It seems like it's very much, the well-off, I would say 40-60-year-olds are probably more dominant on the mountain," he said.

"You see a lot of Porsches and Range Rovers."

Labor Day 2024 is almost here, which means a three-day weekend for most of the country.

Often considered the unofficial end of summer , the holiday's roots go back to the late 19th century and have nothing to do with summer but everything to do with workers.

"Recreation and amusement of the workers and their families" has been part of the holiday since its inception. But what even is Labor Day? And what are its origins?

Here's what will be closed in Florida on Labor Day, along with the holiday's history and when the best days to travel are.

When is Labor Day 2024? Is it a federal holiday?

Labor Day is the first Monday in September. This year, it falls on Monday, September 2. It is one of the 11 federal holidays in the U.S., which includes:

  • New Year’s Day  - Jan. 1
  • Martin Luther King’s Birthday  - 3rd Monday in January
  • Washington’s Birthday  - 3rd Monday in February
  • Memorial Day  - last Monday in May
  • Juneteenth National Independence Day  - June 19
  • Independence Day  - July 4
  • Labor Day  - 1st Monday in September
  • Indigenous People's Day  - 2nd Monday in October
  • Veterans’ Day  - Nov. 11
  • Thanksgiving Day  - 4th Thursday in November

What is Labor Day? Why do we celebrate? See holiday's history

Labor Day is an annual  celebration of the achievements of American workers,  according to the  U.S. Department of Labor.

The holiday is rooted in the late nineteenth century, when labor activists pushed for a federal holiday to recognize contributions workers have made to America’s strength, prosperity, and well-being. Many Americans celebrate Labor Day with parades, picnics and parties.

In the proposal for a national holiday, it was suggested the day should be observed with a street parade to exhibit "the strength and esprit de corps of the trade and labor organizations" of the community, followed by a festival for the recreation and amusement of the workers and their families, according to the  U.S. Department of Labor.

There is some debate over who the original founder of the holiday was, but the U.S. Labor Department points to two possible names: Peter J. McGuire and Matthew Maguire.

McGuire, who was the general secretary of the Brotherhood of Carpenters and Joiners and a co-founder of the American Federation of Labor, is recorded in some 1882 historical documents suggesting a "general holiday for the laboring classes."

In recent years, research has emerged pointing to Matthew Maguire, the secretary of Local 344 of the International Association of Machinists in Patterson, New Jersey, as the holiday's true founder.

Both men reportedly attended the nation's first Labor Day Parade in New York City. Regardless of origin, the day's intent remains to celebrate the hard-working people who make the country run every day.

What exactly is the white after Labor Day rule?

The  rule states  that after Labor Day, white should be retired from your wardrobe. Then once Memorial Day rolls around in May, the cycle restarts and the color is reintroduced. 

Labor Day: Do you still have to stop wearing lighter colors?

However, the rule has been ignored by many over the years, either because it's too hot to switch to dark clothes so soon or they simply do not care. As world-renowned fashion magazine Vogue puts it,  abstaining from wearing white  after Labor Day is "outdated and irrelevant."

What is open or closed on Labor Day in Florida?

Since it is a nationally recognized holiday, government offices are closed, including the US Postal Service. Banks are closed as well.

However, most restaurants, fast food establishments and grocery stores are open. So you can still squeeze in a Publix run if you need to.

Americans have less than a month to lock down their travel plans for their upcoming three day weekend but how should they go about it?
