What’s Next for Tourism in Tobago?

Tobago like other Caribbean islands have been economically impacted by the Covid-19 pandemic, however stakeholder consultation and collaboration is “key to the rebound of the tourism sector.”

That’s according to newly appointed Tobago House of Assembly Tourism Secretary Tashia Burris, who told Caribbean Journal recently that she has been in office approximately two months and has spent the greater part of that time in direct stakeholder engagement to better assess the environment in which the office operates.

“Additionally, as the formal stakeholder engagement series winds down, a larger cross-industry meeting will be held where the data I have collated from the individual engagements will be presented and then we will agree tentatively on key points that will serve as the pillars upon which the rejuvenation plan will stand,” she said. “I also look forward to regular open dialogue with industry stakeholders to ensure that plans and policies are relevant and effective.”

The 36-year-old tourism secretary, said that during her meetings with the Tobago Hotel & Tourism Association (THATA) and the Tobago Tourism Agency Limited (TTAL) in January, covered areas of focus for the way forward, including the reestablishment of the tourism standing committee, enhanced domestic marketing and ongoing conversations towards standards & regulations and increased airlift.

With regards to upgrades on hotel room stock on the island, she said this was critical to any product throughout the tourism life cycle, as enhanced and increased quality room stock offerings will translate into growth and expansion of the industry.

“This area of product development is one that we recognize as crucial and as such, through the Tobago Tourism Agency, we continue to facilitate for accommodation providers on the island the Tourism Accommodation Upgrade Program which is a tourism incentive project that provides a partial reimbursement to eligible tourism accommodation properties for upgrade work. Of course, we are also focused on doing the necessary work and collaborations to attract foreign direct investment in this regard as well,” the tourism secretary said.

Burris said she had no updates on the $74 million Marriott-branded hotel in Rocky Point, which is expected to be constructed by 2025.

“When that announcement was made by the last administration, there were no submissions from the developers for environmental clearance and other necessary approvals and to date, as far as I am aware, those requests for approvals are still outstanding,” she said.

The pandemic has shown the world that the way of doing business and attracting investment must be done differently and it’s against this background, that Ms. Burris identified that both the Division and the Tobago Tourism Agency Limited must now focus more intentionally on the island’s domestic market (Trinidad).

“Indeed, our largest source market at this time for leisure is our neighboring sister isle and this must be taken into account during this pandemic as we design new marketing efforts and strategically chart the rebound of the sector,” she said.

International travel only reopened last month after almost two years.

That included the return of British Airways and Virgin Atlantic, which both resumed flights twice weekly to the island.

“The resumption of the international flights has seen us experiencing stable international arrival numbers on each flight since their return to Tobago,” she said.

Following its core mandate to lead the development of Tobago’s tourism marketing and positioning of the country as a premier island destination founded on the principles of sustainable development, the Tobago Tourism Agency Limited (TTAL) will celebrate its sixth anniversary in July 2023. We speak with TTAL’s Executive Chairman, Alicia Edwards, for some exclusive insight into this Caribbean gem.

Q&A: ALICIA EDWARDS, EXECUTIVE CHAIRMAN, TOBAGO TOURISM AGENCY LIMITED

Why, in your opinion, should someone visit tobago.

Alicia   Edwards, Executive Chairman (AE):  Culturally, historically and geographically, Tobago is diversity in a small package. Situated between its sister isle Trinidad and Grenada, Tobago’s southerly location, outside of the hurricane belt, provides for almost perfect weather year-round. There’s no shortage of things to do here, no matter what type of Caribbean holiday you’re looking for. My top five reasons for visiting our unspoilt island are:

•  Tobago is the land of million-dollar sea and forest views everywhere you turn within a 116 square mile space, including the oldest protected tropical rain forest in the Western Hemisphere: the Main Ridge Forest Reserve.

•  We are home to a dazzling array of above-ground animal life – birds, and frogs, alongside medicinal and ornamental plants that are indigenous to the island.

• Below the water, our reef systems are rich in marine biodiversity: corals, sponges, sea horses, rays, sharks, moray eels and more provide the best diving and snorkelling experiences in this hemisphere.

•  Our warm, hospitable people live in harmony with the environment and each other, despite diverse racial and religious beliefs.

•  Tobago has a rich history stemming from its colonisation by the French, Dutch, Spanish and British in the 17th and 18th centuries, during which time it changed hands 31 times. There are  tangible and intangible remnants of their occupation in our former slave estates and other sites throughout the island, and our culinary offerings reflect that rich diversity.

What kind of travellers does the island most appeal to?

(AE):  The core appeal of Tobago lies in its lack of commercialism. It is truly unspoilt, much less developed, friendly, fun, and authentic.

It is “how the Caribbean used to be”. With a population of just over 50,000, Tobago is also the perfect holiday destination for travellers seeking somewhere with little to no crowding so you can fully enjoy our tiny slice of paradise.

Whether it’s trekking through the many trails of the Main Ridge Forest Reserve or soaking up the sun on one of the multitude of beaches, there are so many opportunities to safely explore the beauty of our island. Tobago is a balm for the soul in a time when we need it most.

How have tourism trends changed on Tobago in recent years? 

(AE):  Post-COVID-19 travel trends indicate a shift towards safe and environmentally conscious destinations. We can confidently say that Tobago is right on the mark with both trends. TTAL has been building on the momentum of our successful environmental programmes: Blue Flag, Green Key and our UNESCO Man and the Biosphere. In fact, Tobago is the only destination in the English-speaking Caribbean with Blue Flag certified boat operators and Green Key hotels. The destination has also been awarded Blue Flag pilot status for three beaches: King’s Bay, Bloody Bay and Mt. Irvine Bay. 

Responsible tourism has been put on the front burner and our partnership with non-governmental organisations (NGOs) and other bodies engaged in sustainable tourism activities is ongoing.  We are currently examining what is happening in our smaller, more eco-conscious tourism hubs, to replicate and adapt these sustainable initiatives in other areas of the island. 

We have also seen an increase in wellness travel due to the stress of the pandemic and this is quickly forming an integral part of today’s tourism industry. Indeed, Forbes predicts that wellness is a USD$4.2 million market. In this regard, TTAL has embarked on the development of a unique brand of wellness that aligns with the destination’s positioning. In 2021, we hosted a virtual conference called “Exploring Wellness Tourism 360” to stimulate local awareness of this niche area and highlight opportunities for industry stakeholders and locals. This will be followed up with workshops for on-island tourism stakeholders, and ultimately the launch of Tobago’s wellness niche offerings as part of the destination’s suite of experiences post-COVID-19. 

We are also expanding our marketing efforts to tap into the diaspora traveller market. The Visiting Friends and Relatives (VFR) market has been leading the travel sector and is a saviour for the airline industry. Trinidad and Tobago have a large diaspora community that has undoubtedly felt cut off from home due to travel restrictions. With the recent establishment of the National Diaspora Policy, there is considerable potential to capitalise on this travel trend and change the way the diaspora market is engaged.

What are the island’s greatest differentiators as a Caribbean destination of choice? 

(AE):   Here is what makes Tobago so different:  

Our local culture, people and heritage  – Tobago’s vibrant and colourful history makes it one of the most distinctive places in the Caribbean. As an island of festivals, it’s likely that any visit to Tobago will coincide with a unique event where visitors can immerse themselves in our culture through exciting celebrations with the locals. Totally unique to Tobago is the Harvest Festival which begins on the first Sunday of each new year. This activity is a weekly occurrence, moving from village to village across the island throughout the year. It began as a Thanksgiving ceremony after slavery and has since evolved into a unique expression of Tobago hospitality. The national Carnival festivities follow on the events calendar in February or March depending on the year, with fêtes and cultural pageantry that culminate in flamboyant costumed street parades. At Easter, you can experience kite flying and the indigenous sports of goat and crab racing. Soon after, the Tobago Jazz Experience brings some of the biggest local and international acts together to perform against the backdrop of stunning ocean vistas. In summer, the Tobago Heritage Festival sees the island reconnect with its customs and historical roots, with folk dancing, dramatic reenactments, and captivating storytelling. In 2022, Tobago’s first October Carnival events was successfully executed, paving the way for it to become an annual fixture on the event calendar. Tobago’s rich culture is also best experienced through our unique culinary offerings. Visitors can infuse their vacation with local flavour and treat their tastebuds to delectable signature dishes like curried crab and dumplings, pacro teas or Asian, European and African cuisine that is more often than not farm to table – rather ocean to table! We are proud of our piece of paradise and will do whatever we can to ensure that you love it as much as we do.

Eco adventures and nature  – Tobago enjoys a warm tropical climate, tempered by north-east trade winds, with an average daytime temperature of 29° C (83° F) and maxima in the mid-30s. The wet season is from June to November, but the rain usually falls in short, intense bursts whilst most days have lots of sunshine. The early months of the year are drier. Fortunately, the islands are outside the usual path of hurricanes. Travellers can awaken their wild side and immerse themselves in the flora and fauna of Tobago’s treasured Main Ridge Forest Reserve, where, surrounded by lush greenery, nature lovers, hikers and bikers can embark on guided or solo treks around the island with the promise of stunning waterfalls, remote beaches and breathtaking vistas as a reward at the end of every journey. We also offer some of the best birdwatching in the Caribbean with 260 species of birds and counting. Tobago’s intimate reef systems teem with abundance in marine biodiversity, and our clear, pristine waters offer a range of over 50 diving sites. Our dive sites provide something for everyone ranging from adrenalin pumping drift dives to being able to hover over the world’s largest known brain coral. These natural treasures make the island a sight to behold both on land and in water. We also have many highly trained instructors and a hyperbaric chamber, making Tobago the perfect dive destination for both experienced and novice divers.

Our beaches  – Imagine going completely off the grid on a secluded stretch of coastline, where your footprints are likely to be the only ones you’ll see. Whether it’s soaking up the sun, revelling in the surf, or seeking gorgeous sunsets, there’s a strip of sand that’s just right for everyone – and we do mean everyone! Tobago has over 40 different types of sand, from the pink hued tones of Lover’s Bay, to the white sand beaches of Pigeon Point, and glittering black sand at Stonehaven Bay. And if visitors want to plunge into the heart of the action with adrenaline pumping water sports or bucket list adventures, Tobago truly takes you beyond the ordinary. Experience the magic of a night-time Bioluminescence Tour in Bon Accord Lagoon, swim with the turtles at Mt Irvine Wall, ride horses through the surf at Buccoo Bay, or dip in the ‘Fountain of Youth’ at the Nylon Pool.

Romance and Weddings  – Finally, in Tobago, endless romance meets near-limitless possibilities. Getting married in Tobago can be done after 24 hours of being on the island, which is why so many couples have chosen to say yes to starting their lives together on this unspoilt paradise isle. Whether the dream is to host a barefoot ceremony on a deserted beach, tie the knot beneath a dramatically beautiful rainforest canopy, or simply find a naturally serene spot to unwind together with that special someone, Tobago delivers the ideal backdrop to celebrate the next chapter of any couple’s love story. While the interests of a wedding party may vary, because there are over 101 things to do in Tobago, one can easily create an itinerary for guests that will suit everyone’s tastes.

Tourism Board Re-Appointed

Dr. Sherma Roberts will once again head the Tobago Tourism Agency Limited (TTAL) board of directors, which has been given a second one-year term.

The board members received their instruments of appointment yesterday from Secretary of Tourism, Culture and Transportation, Nadine Stewart-Phillips at the Division’s Sangster’s Hill offices.

Dr. Acolla Cameron is once again deputy chairman, while one new member, Kelvon Morris, has been added.

In February 2017, the decision was made to create the TTAL, which is responsible for destination marketing, product development and innovation for tourism in Tobago. The board was appointed in July last year.

Since then, the Board recruited chief executive officer Louis Lewis and other key staff. The Agency has implemented several marketing initiatives, including the “Last Call” campaign in the United Kingdom.

During the appointment ceremony, the Tourism Secretary reminded the TTAL board of the importance of their work.

“Tourism is the main economic driver of Tobago and the decisions made by you and the work done by this Board will determine the future of the tourism sector,” Stewart-Phillips said.

Tobago revives in-person global tourism marketing

The Tobago Tourism Agency Limited (TTAL) has set in motion a multi-platform marketing strategy to reignite interest in destination Tobago, and lay the foundation for increased visitor arrivals from key overseas markets. In a timely evolution from mostly digital and remote marketing engagement strategies employed during the height of the pandemic, the Agency has reengaged the international travel trade by resuming attendance to key tourism industry networking and promotional events across in visitor source markets across the globe.

United Kingdom

Following a successful showing at WTM London from November 7-9, TTAL partnered with BBC Wildlife and affiliate partner magazines to host a bespoke event on November 10 designed to promote awareness of Tobago as a potential holiday destination among readers, and capture leads for future bookings. The highly engaged audience enjoyed an interactive interview panel exploring Tobago’s touristic attributes featuring TTAL Executive Chairman Alicia Edwards and local tour guide William Trim, with contributions by Tobago’s Chief Secretary, the Hon. Farley Augustine. The event also included key aspects of Tobago’s culture through live entertainment and culinary delicacies to entice attendees with a taste of Tobago.

TTAL also hosted a highly engaging travel agent training and networking event in London pre-WTM on November 3, which allowed for focused, one-to-one interactions with over 30 travel agents and UK-based hotel representatives. The TTAL team presented on destination Tobago’s and its core attractors, engaging attendees with the sights and sounds of the island with cultural entertainment and Tobago-themed cuisine.

These activities followed TTAL’s prior niche-market engagement in the UK at the National Wedding Show , held on October 15 and 16 in Excel London. The UK National Wedding show is the largest wedding trade show in the United Kingdom and one of the largest in Europe. As the wedding market has been identified by TTAL as a key area of focus for Tobago’s tourism growth, TTAL’s participation helped to build consumer and travel trade awareness of the islands as a prospective destination for romantic holidays.

North America

Over in the USA, Destination Tobago was represented at this year’s Diving Equipment and Marketing Association (DEMA) Show from November 1 to 4 in Orlando, Florida. TTAL officials attended along with members of the Tobago Dive Association to create business linkages and explore new opportunities for the destination in dive tourism. The 4-day event brought together key members of the international dive industry, including retailers, tour operators and destination promoters. As the main hub for professional divers to garner insights on traveling to the best diving destinations in the world, DEMA Show was a key platform for TTAL to promote Tobago’s globally competitive dive product.

Commenting on TTAL’s resumption of in-person engagement strategies and their importance, Executive Chairman Ms. Alicia Edwards stated:

“A return to live events that target niche industry operators and consumers is a worthwhile endeavour in our goal of placing destination Tobago within the consideration set of travellers in our target markets. TTAL will continue to seek out and participate in relevant global trade events that have the potential to bolster bookings to our unspoilt island, and drive much-needed business opportunities to our local tourism enterprises.”

In additional strategic efforts to boost arrivals to Tobago, the Agency continues to work towards finding best-practice solutions for airlift and connectivity issues that limit the tourism industry’s growth potential. As such, TTAL partnered with the Airports Authority of Trinidad and Tobago to attend the Routes World Forum in Las Vegas from October 16-18, 2022. Tobago’s tourism officials gained exclusive insight from airline CEOs and industry heavyweights as they discussed the current state of the industry, and the actions that must be taken to stimulate post-Covid recovery and increase airlift.

In looking at arrivals to the destination holistically, TTAL also sought to harness the potential from cruise business across the region by attending this year’s Florida Caribbean Cruise Association (FCCA) Conference in the Dominican Republic from October 11 to 14. The FCCA Cruise Conference is the only official cruise conference representing the Caribbean, Mexico and Central and South America, designed to foster a better understanding of the cruise industry and help attendees improve their cruise tourism business.

The Tobago Tourism Agency Limited continues to work assiduously on behalf of Tobago to get tourism in Tobago back to where it should be once again, combining established marketing best-practices with evolved post-COVID engagement strategies to increase destination Tobago’s global competitiveness in travel and tourism.

Egypt's General Healthcare Authority, JICA sign cooperation protocol

Chairman of the General Healthcare Authority Ahmed Sobky witnessed, on Sunday 19/5/2024, the inking of a cooperation protocol between the authority and the Japan International Cooperation Agency (JICA) on financing a Japanese technical cooperation project in the field of healthcare.

The authority's CEO Amir Talwani signed the protocol with Makoto Tobe, senior advisor of the Human Development Department of JICA.

The protocol focuses on promoting services of 22 health facilities focusing on Patient-centered care (PCC).

The two sides agreed on selecting on Egyptian hospital to be an example of PCC service under twinship deal with a Japanese hospital. 

Sobky said this cooperation marks an important step towards achieving the strategic goals of the authority to promote the quality of health services offered to people.

For his part, JICA's Makoto Tobe said the protocol marks a milestone step to promote cooperation between Egypt and Japan in the healthcare domain.

Roberts: What tourism benefits from T20 World Cup?

WILL this country's tourism stakeholders reap sufficient benefits from the International Cricket Council (ICC) T20 World Cup, one member of the Parliament's Joint Select Committee (JSC) on Foreign Affairs asked at a sitting on May 15. The event will be held in the Caribbean and United States from June 1-29,

While Tourism Trinidad Ltd and the Tobago Tourism Agency were now members of the Local Organising Committee (LOC) for the CWC, the JSC sitting questioned whether they had much input into the scheduled events.

JSC member Anil Roberts suggested the schedule should have mandated cricket teams spent their down-time in Tobago, for the island's financial benefit.

He wanted to know if Tourism Trinidad Ltd and the Tobago Tourism Agency had made inputs into the organising of the events, including which package of matches the Government should have bid to host so as to help tourism in Trinidad and Tobago. Alleging a lack of synergy among local bodies, he said the event showed Trinidad and Tobago's tourism thrust was disjointed.

"The LOC was set up after the bid was awarded, after the packages were sought, after we were given what we were given."

Saying the tourist bodies would want to use the tournament to bring awareness to Trinidad and Tobago for the most number of cricket viewers, he asked if the bodies had participated in Trinidad and Tobago's creation of a package on which to bid to host.

"Was your input sought? Consultation? What should we be looking for? What sort of teams?

"What would encourage our diaspora to come home? Who has the greatest contribution to make to come to Trinidad and Tobago to spend money?"

Roberts asked if they were involved before, rather than just now in the LOC.

Tourism Trinidad CEO Carla Cupid replied, "In terms of our involvement, that is not something that I can speak to at this point. We will happily provide it in writing."

Tobago Tourism Agency interim CEO Phillip Robinson replied likewise.

Roberts reckoned the two bodies had not been consulted before the bids were made.

"These two people here are experts in marketing, in understanding Trinidad and Tobago's destination and building awareness.

"I would think these would be the people that if we are going to host a major global event, would be the ones to chart the course, to build the package, to say what we want to achieve." However he said he was seeing they were only told and informed "after the decision was made."

Roberts said, "Efficacy would mean that the brightest and the best, the experts, begin and get an opportunity to serve at the beginning rather than being handed something.

"This is why we have Uganda versus Papua New Guinea at US$6.
