Known to Edmontonians as “the Ledge”, the Alberta Legislature Building is a marvel of marble pillars, carved oak, beautiful Beaux-Arts architecture and stunning grounds. Set atop the banks of the North Saskatchewan River , this is the backdrop to the province’s political action. Free guided tours are offered hourly. Ask about the Famous Five who fought for women's’ right to vote. Learn the fascinating stories behind the portraits and magnificent art. Glance at the bejeweled gold and silver ceremonial Mace. And don’t forget to listen for the phenomenon known as the “magic spot”. Regardless of the season the Legislature grounds and rotunda are a great place to spend an afternoon with the family. During the summer months, bring your bathing suit and spend some time in the wading pool, which is the perfect size for children to splash around in and for bigger kids to relax their tired feet. Be sure to pack a picnic — with plenty of benches and landscaped areas to retreat to when you need a chance to dry off. In the winter, put on your snow boots and wander the grounds surrounded by frosted trees wrapped in garlands of light. Just north of the Legislature Building, you'll find the brand new Visitor Centre on the main floor of the Federal Building. Open year-round to the public, it features the Pehonan Theatre, the Agora Interpretive Centre, and the Borealis Gallery. Learn about the history of the province and feel as though you experienced it yourself with the new, state-of-the-art 4-D theatre. This isn't your typical theatre, you will actually feel the snow and wind on your face as you step back in time with Princess Louise Caroline Alberta. From lively summer festivals to celebrations during the holiday season, the grounds are always a hub of activity, check out their event calendar to see what's on! When I saw The Alberta Legislature was offering free in-person tours again this summer, I was excited to check it out! I knew it would be something my husband and I would enjoy, but was slightly hesitant to bring the kids remembering how incredibly boring I found it as a grade 6 student on a class trip. To thwart any potential for grumpy kids and complaints of boredom, I decided to bookend our tour with a streetcar ride and a stop to try a new frozen treat spot! No one can complain when there are train rides and gelato involved, right?

Our free Alberta Legislature tour was easy to book ahead online through their website. I decided on an early Sunday afternoon timeslot and my husband we suggested we bring a packed lunch to enjoy a picnic in the Legislature Grounds before the tour. We could have driven and parked downtown, but I had being wanting to ride the High Level Bridge Streetcar again and I knew it conveniently stopped right across the street from the Legislature Grounds.

We caught the streetcar from the new stop on Whyte Avenue and enjoyed seeing the sites as we made our way over North Saskatchewan river. The Edmonton Radial Railway Society is completely volunteer run and an added perk of the journey is getting to listen to them speak enthusiastically about the history of the streetcars and the railway line. I was also rather excited that the car we got to ride a car that was all new to us. We learned this one originally comes to the collection all the way from Australia!

After our picnic in the park as planned, we made out way to the west entrance of the Legislature building where we were warmly greeted by our tour guide and led through a quick security check. Since it was a Sunday, the building was very quiet and made for a nice intimate tour with our family and a few other groups. We were led through each of the floors starting at the beautiful rotunda and fountain on the main floor, and got to learn about the architectural details and artwork in the building.  We also got to go into the viewing gallery of the chambers to see where all the action happens! As expected, my 10 year old daughter seemed somewhat bored, but I was pleasantly surprised as my son stepped up to answer the guide’s questions. It was great hearing some of the things he had just learned about our legislative process in Grade 6 social studies.

TIP: If you want to actually be able to walk on the Chamber floor, they open it up to the public for one day only each year as part of the annual Canada Day celebrations at the Legislature .

Back outside, I led the family to the nearby Legislative Assembly Visitor Centre to check out the Our People Our Province musical film being shown in the Pehonan Theatre. I had high hopes for this after reading it was an immersive 4D experience being shown on a unique round screen, and it did not disappoint with several fun surprises throughout the 11 minute film. It was a truly a delight for all senses with effects like wind and falling “snow” that you could see and feel. They have taken what could be deemed a very boring topic – Alberta’s social and political history – and turned it into something fun and exciting for all ages.  This free hidden little gem is definitely worth checking out if you are in the area!

Treat: La Carraia Gelato

Then it was time to cool down with a treat. We walked just a few blocks north of the Visitor Centre to try the selection of amazing gelato at La Carraia Gelato. After reading the flavour list on their website I knew for sure there would be something to easily please every member of the family. My son and I both ended up getting the pineapple basil with a side of lime mojito for me and milk chocolate for him. My husband opted for the surprisingly delicious dark chocolate with raspberry cheesecake, and my daughter went with a fruity combo of peach and strawberry. Of course I had to sample a bit of everyone’s and they were all amazing!

After, it was just a quick easy walk to the Jasper streetcar stop right across from La Carraia to make our journey back to our car. All in all it was a great day! Between the streetcar ride, the Legislature tour and the 4D movie, it was a full afternoon of history and learning, with just enough fun elements to keep everyone engaged and happy.

Alberta government passes contentious suite of bills as spring legislature session wraps up

New laws allow cabinet to more easily overturn city bylaws, split up alberta health services.

A legislative sitting that analysts say was defined by a provincial government set on expanding its powers ended Wednesday afternoon with limited debate times on some of the most controversial bills.

Destined to become law is a bill that allows the United Conservative Party government to divvy Alberta Health Services into four organizations, and a bill to create a Crown corporation that will research the province's approach to addictions and mental health.

Three bills that collectively give the government more powers over municipalities, school boards, and post-secondary institutions — or make it easier to exercise existing powers — dominated the spring sitting, pundits say.

"It's not surprising to see the provincial government getting into fights with the governments in Calgary and in Edmonton," University of Calgary political science Prof. Lisa Young said, pointing to progressive city policies that irked the province.

"What was surprising was the willingness of the province to engage in a real sort of knock down, drag-out fight with the broader municipal sector," she added.

Among the trio of legislation angering stakeholders was Bill 18, which would require any federal funding to provincial entities to be vetted by the province; Bill 20, which changes civic election finance law, enhances the government's powers to remove councillors or overturn bylaws, limits vouching options for voters without ID and allows political party names on Edmonton and Calgary ballots; and Bill 21, which would allow the province to take command of a local emergency response without declaring a provincial emergency and enables the diversion of water during a drought.

The suite prompted Rural Municipalities of Alberta president Paul McLauchlin to call the government anti-democratic.

"Our provincial government seems intent on overreaching their powers while accusing the federal government of doing the same to them," he said in a statement on May 13. 

The outcry from municipal leaders nudged Municipal Affairs Minister Ric McIver to amend Bill 20. Instead of giving cabinet the power to dismiss a mayor or municipal councillor, the law will now allow cabinet to call for a local vote on retaining or turfing a local politician.

The amendments also added conditions on when cabinet can overturn a municipal bylaw, but those conditions include bylaws that are "contrary to the policy of the government."

Michael Solberg, a partner with New West Public Affairs who has worked on conservative campaigns, said the government likely put municipalities in their sights when it was clear large city councils weren't rowing in the same direction as the province.

"It obviously has created problems for this government as well — has knocked them a bit off message, and has created a problem with some target stakeholders," he said.

The Opposition NDP was also outraged by a UCP-dominated committee's selection of a former UCP nomination candidate and deputy minister as the province's new ethics commissioner.

Post-secondary institutions a surprise target

What caught Solberg and Young by surprise was the government's move to screen federal funding agreements to post-secondary institutions, which could include peer-reviewed research grants and language and cultural program funds.

Solberg said it's a "bit of a landmine" for the government to stand in the way of that funding. Some researchers have called it an attack on academic freedom.

Post-secondaries are now lobbying for research grants to be exempted from the law.

Health reform

Young thinks the health system reform will ultimately have the largest impact on Albertans' lives.

The new mental health and addiction service agency, Recovery Alberta, is slated to be created this summer, and the government has promised fall legislation to create new continuing and primary care organizations.

The slate of changes prompted the Opposition to create a tagline that the UCP is moving to control "everything, everywhere, all at once," borrowing the title of a 2023 Oscar-winning movie.

Opposition House leader Christina Gray said the government's approach smacks of entitlement.

"Whether that's sole-source contracting, appointing partisans into the independent office of the ethics commissioner, [or] ramming through legislation that they know Albertans across the province have huge questions and objections to," she said Wednesday.

In the legislature, each bill passes through three stages of debate. By late Tuesday night, the government used motions 13 times this sitting to limit a stage of debate to 60 minutes.

The Opposition said the time limits were gross misuses of legislative procedure. Government House leader Joseph Schow told reporters it was necessary, because the Opposition was being "obstructionist" and failing to suggest meaningful improvements to bills.

Professor warns of 'democratic backsliding'

Elizabeth Smythe, professor emerita of political science at Concordia University of Edmonton, said the government sped up a pattern of "democratic backsliding" this spring.

She said democratic backsliding is when governments take steps to concentrate power within the executive branch and erode the democratic powers of voters.

Leaders advancing democratic backsliding will claim governments must take back control of other institutions to fulfil the will of the public, she said. The effect in Alberta's case will be voters electing municipal leaders who can later be removed from office and whose decisions can be overturned.

"Citizens become demobilized," Smythe said. "They become apathetic and for good reason, because their voice is not going to be heard and they can't really directly hold those municipal leaders accountable."

End of an era

Wednesday also marked what is most likely Rachel Notley's last day sitting as Opposition and NDP leader after nearly a decade at that party's helm.

A leadership race is underway to replace Notley, with about 85,000 party members eligible to vote by June 22.

Young says although some of the Opposition's energy was diverted to that competition, it likely would have been more distracting, had Notley not stepped aside voluntarily.

In the legislature, Premier Danielle Smith and several MLAs gave tributes to Notley, who gave an address punctuated by jabs at the government and accolades for her colleagues and staff.

"I'm reminded that this work, with all its warts and cantankerous exchanges, all the hazards of social media and the unending hours outside of this building, is an immense honour," Notley said. "A lot of people like to shake their fists at clouds. Very few of us get to do it professionally."

The session sat a total of 160 hours over 40 days. The fall session is expected to start Oct. 28.

”Manhattan’s a great place to ride a bike but a lot of people only experience it from their car and so we’re able to show them different places, different ways to get around and get to enjoy some food and have a good time on a beautiful summer day,” said Jared Tremblay, FHMPO planning manager.

All the proceeds from the event went to the three taco shops.

An emotional day at the Alberta legislature, honouring paramedics who have lost their lives in the line of duty.

The new memorial highlights names like Dallas Boyko, the Stony Plain first responder who died in a collision while on the job in 2022.

Dell Harrison with the EMS foundation, says others on the monument died of occupational illnesses, were military EMS in Afghanistan, as well as mental health-related deaths.

“It means they are not forgotten. They are more than a number, whether it be their Alberta College of Paramedics number, or their employee number. They are human beings with families and loved ones, and they are not here with us anymore,” explained Harrison.

There are nine names already on the memorial, but organizers say they are already planning at least four more that will need to be added at the next annual ceremony.

Panthers at Oilers picks and predictions

The OILERS (-120) are looking to avoid the broom and force this series back to South Florida for at least 1 more game.

Edmonton can take a lesson out of the playbook of the Dallas Mavericks, who faced a series sweep in the NBA Finals Friday night. The Mavs fired out to a hot start in Game 4, and never looked back. The Oilers need to get off to a big start, and not let the Panthers get anything going. It will be easier said than done.

The Oilers not only need to shut down the Panthers early, and get off on the right foot, but McDavid, Draisaitl, Zach Hyman , etc. need to get going before it’s too late.

Puck line/Against the spread

The Panthers +1.5 (-275) will cost you nearly 3 times your potential return, and that’s way too much risk for not enough reward.

If you like Florida, just play it straight up. Taking the Cats on the puck line for a little insurance is just too expensive and risky.

UNDER 5.5 (-120) is the lean in Game 4, but be careful and go with a half-unit play at most.

We had a higher-scoring Game 3, with the first Over of the series. However, the first 2 games went low, and we should see that happen again in Game 4.

The hardest game to win is the last one, and the Panthers could have some nerves trying to get that elusive 16th playoff win.
