Testing before international travel

Follow the entry requirements of the country you are travelling to. Check to find out if you can enter the country and if there are any vaccination, testing, quarantine, or other requirements. Routine testing of people without symptoms is not performed in B.C., including for travel purposes. Entering Canada

Starting October 1, 2022, all COVID-19 border requirements will end for travellers entering Canada by land, air or sea. Requirements that are ending include:

  • Mandatory use of ArriveCAN
  • Testing requirements
  • Quarantine or isolation requirements

The travel landscape is slowly shifting as COVID-19 restrictions ease and the world opens up — though not entirely.

The Canadian government recently announced changes to what travellers can expect when coming and going, beginning Feb. 28, 2022. Among those changes are the types of tests accepted upon arrival and whether you’ll still need to quarantine while awaiting test results.

There’s still a lot to know before you go. Here are a few tips about travel starting next month.

What are the new testing requirements?

Previously, any traveller returning to Canada was required to submit a molecular COVID-19 negative test result received within 72 hours before re-entering the country.

Starting on Feb. 28, the federal government eased border requirements for Canadian travellers. Instead of molecular tests, travellers can now submit a rapid antigen test, which is often cheaper than a molecular test, taken at any time the day before entering the country.

That doesn’t mean no one will undergo a molecular test though. Fully vaccinated travellers will be randomly selected for molecular testing on arrival. But those chosen for testing will not have to quarantine while awaiting the results.

What about my kids?

Children travelling with fully vaccinated adults will continue to be exempt from quarantine or limits on their activities. They will no longer have to wait two weeks to attend a school, daycare or camp.

What if I’m unvaccinated?

Unvaccinated travellers will need to be tested on arrival, on Day 8 and Day 14, and must quarantine for two weeks after their return. Foreign nationals who aren’t vaccinated won’t be allowed into Canada except in rare cases.

So I still need to get tested while I’m away in order to come back to Canada?

Yes. The difference now is you have the choice of taking a rapid antigen test within a day of your return to Canada, or a PCR test within 72 hours of your return. Both will be accepted under pre-entry requirements.

But a rapid test taken at home isn’t enough. The test must be authorized by the country it was purchased in and certified by a lab, health-care agency or telehealth service.

What about cross-border trips by car if I want to go for gas and groceries?

There are still no exemptions or changes for short trip re-entry requirements as of Feb. 28.

That could be revisited down the road but will depend on if the pandemic continues to improve or if hospitalizations continue to decrease.

Has travel fully reopened?

No. Canada will still have a Level 2 travel advisory in place after Feb. 28. It’s a step down from Level 3, so it no longer advises against non-essential travel outside the country. However, it still urges travellers to understand the risks associated with international travel “given the high incidence of Omicron,” and to take needed precautions.

Do I still need ArriveCAN documents?

Yes. You still have to provide proof of vaccination and report your test result before re-entering Canada. You can find out how to download the free, mandatory app here .

What about travel within Canada? Anything changing?

Not really. You must still be fully vaccinated to board a plane, VIA Rail or Rocky Mountaineer train for either domestic or international travel in Canada.

Canada's COVID-19 travel restrictions: What changed on June 20 and what stays in place

Amid mounting pressure on the Canadian government to address long delays and wait times at airports, federal ministers have announced further easing of some COVID-19 travel restrictions.

But while the feds are lifting vaccine requirements for some travellers, other health measures at the border remain in place. Here's a guide to the current COVID-19 rules around travel as well as what's changing.

VACCINE MANDATES

As of June 20 , domestic and international outbound travellers no longer have to provide proof of vaccination when travelling within and to Canada by plane or train. However, vaccination against COVID-19 is still required for passengers and crew members on cruise ships.

Foreign nationals coming to Canada are still required to be vaccinated unless they meet one of the criteria for exemption.

If you're travelling internationally, be sure to check the COVID-19 travel rules for your destination. While Transport Canada has lifted its vaccine mandate, countries including the United States and Australia still require foreign tourists to present proof of vaccination.

TESTING, QUARANTINING FOR UNVACCINATED TRAVELLERS

Unvaccinated Canadian citizens and permanent residents returning to Canada are still subject to quarantine and testing requirements.

If you're an unvaccinated traveller returning to Canada, you're required to provide proof of a negative molecular test, such as a PCR test taken within 72 hours of your scheduled flight or land entry into Canada. Unvaccinated travellers can also show proof of a negative antigen test taken the previous day, but the test has to be either administered or observed by a pharmacy, lab, health-care entity or telehealth service.

Unvaccinated travellers will also be subject to a COVID-19 test on arrival. The test may be done on-site at an airport or travellers may be given a test kit to complete at home.

Upon arrival, unvaccinated travellers must also quarantine for 14 days and take another COVID-19 test on day 8 of quarantine.

RANDOM COVID-19 TESTING

Transport Canada has temporarily suspended mandatory random COVID-19 testing for incoming international travellers at airports until June 30.

Unvaccinated travellers are still subject to on-site arrival testing. But starting July 1, all testing, including for unvaccinated travellers, will be performed off-site.

While the U.S. dropped the in-flight mask mandate in April, face masks are still mandatory aboard all flights and interprovincial trains in Canada.

ARRIVECAN APP

The Canadian government will continue to require inbound travellers to enter their health information, quarantine plan and proof of vaccination through the ArriveCAN app . Using the app is mandatory, regardless of citizenship, and it must be completed within 72 hours of your scheduled flight or arrival at a land border.

If you don't have a smartphone, you can use the web browser version of ArriveCAN to enter your location.

Travelling for Victoria Day or U.S. Memorial Day? The CBSA gives tips for a smoother trip

The Canada Border Services Agency (CBSA) reminds travellers of what to expect when crossing the border over the upcoming Victoria Day and the U.S. Memorial Day long weekends.

Every day, the CBSA works hard to protect Canadians, support the economy and ensure the safe and efficient movement of people and goods across our borders. In 2023, we welcomed over 86M travellers and intercepted more than 72,200 kg of prohibited drugs, cannabis, narcotics, and chemicals, representing an increase of close to 30% from 2022.

The CBSA dedicates significant efforts to planning and preparing for peak periods, including long weekends and summer months. We monitor traveller volumes and plan to minimize border wait times at land ports of entry and at international airports, without compromising safety and security.

Here are some tips to help you plan for your trip:

  • Plan ahead, expect delays and check  border wait times . Travellers crossing the border by land are encouraged to cross during non-peak hours such as early mornings. The Monday of a holiday long weekend tends to be the busiest, with longer border wait times.
  • Looking for a port of entry’s hours of operation? Always best to check the official CBSA Directory of Offices and Services . If you are using a GPS application (such as Google Maps, Apple Maps or Waze) to direct you to a port of entry, consider checking different navigation options (such as fastest and shortest routes) to determine the preferred route of travel. In many instances, there are alternative ports of entry within close proximity.
  • Have your  travel documents  handy.  Whether travelling by land, air or water, you can help speed up processing times by always coming prepared with your travel documents.
  • Save time with Advance Declaration . You can make your customs and immigration declaration up to 72 hours in advance of your arrival into Canada at the Toronto, Vancouver, Montreal, Winnipeg, Halifax, Québec City, Ottawa, Billy Bishop, Calgary, and Edmonton international airports. Data shows that using this tool can reduce time at a kiosk or eGate by up to 50%.
  • When  travelling with children ,   it is recommended that the accompanying adult have a consent letter authorizing them to travel with the child if they share custody or are not the parent or legal guardian. Border services officers are always watching for  missing children , and in the absence of the letter, officers may ask additional questions.
  • Know your exemption limits.  Returning residents who make purchases or pick up online purchases across the border should be aware of their  personal exemption  limits, including alcohol and tobacco. You are encouraged to use the  CBSA duty and taxes estimator  to help calculate your monies owed on goods purchased abroad.
  • Cannabis: Don’t bring it in. Don’t take it out.  Bringing cannabis across the border in any form, including oils containing tetrahydrocannabinol (THC) or cannabidiol (CBD), without a permit or exemption  authorized by Health Canada  is a serious criminal offence subject to arrest and prosecution, despite the legalization of cannabis in Canada. A medical prescription from a doctor does not count as Health Canada authorization.
  • Be prepared to declare.  All travellers must declare their goods upon entry into Canada. For returning residents, have your receipts readily available for goods purchased or received while outside of Canada. Travellers should be aware of everything that is inside their vehicle and are responsible for its contents. You are encouraged not to travel with firearms , but if you choose to do so, be sure to check the  rules on importing firearms  and other restricted and prohibited goods, which includes pepper spray and certain knives.
  • Boaters planning to travel in or near Canadian waters, or enter Canada by boat  should review  Reporting requirements for private boaters  before making travel plans. All travellers entering Canada by boat must report to the CBSA without delay.
  • Bringing fireworks into Canada?  Consult Importing, exporting and transporting fireworks to ensure that the ones you are bringing in are authorized.
  • Declare any  food, plants, or animals .  Consult the  Automated Import Reference System (AIRS)  on the Canadian Food Inspection Agency website before bringing any food, plant, and animal products into Canada.
  • Bringing poultry across the border? Poultry products must be for human consumption, retail packaged and labelled as a "Product of the USA." Homemade food or leftovers containing poultry cannot be brought into Canada. Check the latest  Information for travellers: Restrictions on poultry and birds from the United States before bringing these products across the border.
  • Travelling with medication? Make sure you understand your responsibilities .
  • Coming to Canada to go camping? Bringing firewood from outside of Canada is not permitted as invasive insects and diseases could exist in it. Help protect our forests. Buy local and burn local.

What B.C. travellers need to know about new rules for bringing dogs into the U.S.

Canadians with dogs who travel to the U.S. will need to make a new digital pal: the  DogBot .

The United States Centers for Disease Control and Prevention (CDC) has created new regulations for all dogs arriving in the U.S., including Canadian canines (except wild wolves, who famously ignore borders and all human laws). 

For those learning the new regulations, a DogBot is a digital tool to help guide people to the right forms.

"If you don’t follow CDC’s rules, your dog won’t be allowed to enter the United States," states the CDC's website. "If denied entry, your dog will be sent back to the last country of departure at your expense."

Though the term the CDC uses is "import," the new rules apply to anyone: i.e. going to Bellingham for gas and groceries, flying to Hawaii for a destination wedding with the family pooch in tow, or moving to the U.S. with a dog.

The rules apply to all dogs, "including puppies, service animals, and dogs that left the United States and are returning."

What are the new rules for bringing a dog into the U.S.?

Prior to the rule change, to bring a pet or service dog into the U.S. a simple statement about the dog's travel past was needed to determine eligibility for entrance, to make sure it hadn't been to a country deemed to have a high risk of dog rabies . The rules were not necessarily enforced by border agents, and dog owners may have made many trips without being asked to show paperwork. 

Canada is considered free of canine rabies by the CDC.

The new rules have several requirements. One is the dog's age; it must be six months or older.

The dog also must have an International Organization for Standardization (ISO)-compatible microchip implanted in it, and documented.

A free form called a CDC Dog Import Form will need to be filled out; they won't be available until July 15 . Once it is available it should be filled out two to 10 days before arriving in the U.S. (though it could be done at the border crossing). The form requires a clear and recent photo of the dog showing its face and body.

Once the form is sent in, a receipt will be sent back. The receipt needs to be printed out and kept with whomever is travelling with the dog.

For dogs arriving from Canada that haven't been to a high-risk country, a few things are needed . Dog owners will also need one of the following forms  for each animal, which will likely require a trip to a veterinarian and are only valid for 30 days:

  • Certification of Foreign Rabies Vaccination and Microchip  form
  • Certification of U.S.-issued Rabies Vaccination  form
  • Valid USDA export certificate
  • Certification of Dog Arriving from DMRVV-free or Low-Risk Country  form
  • A "foreign export certificate" from a country that shows the dog is at least six months old, has an ISO microchip, has been certified by a veterinarian and medical records.

When arriving at the border the dog must be visibly healthy; dogs carrying a disease contagious to humans will be turned back.

On the CDC's website a simple digital tool called "DogBot " is there to help people figure out exactly what is needed for their dog. There's also a checklist  Canadian travellers to the U.S. can use to prepare for a border crossing.

Coming to Canada with a dog

Currently, the Canadian Food Inspection Agency, which deals with people travelling with pets, says it's reviewing the new regulations from the CDC.

Right now, people bringing dogs into Canada need a valid rabies certificate  (for the dog).

British Columbians planning to travel over the Victoria Day long weekend are being urged to take precautions and stay informed about wildfire activity and road conditions.

In a press conference Friday,  B.C. Emergency Management Minister Bowinn Ma urged travellers to stay away from wildfire-prone areas, encouraging them to "explore" other parts of the province this May long weekend. 

"We want people to come here to British Columbia and we want British Columbians to explore the province ... all we are asking is if you are planning a trip, know before you go ... be aware of the hazards."

Crews are battling several wildfires in northeastern B.C., including the Parker Lake blaze near Fort Nelson and the larger Patry Creek fire, a holdover blaze from last year that's burning as close as 25 kilometres north of the city.

"Now is not the time to visit the area around Fort Nelson, but there are plenty of other areas to explore," Ma said. 

The Ministry of Transportation and Infrastructure is also stressing the need for travellers to stay updated on the latest weather and road conditions as the Coquihalla Highway, or Highway 5, received a fresh round of snowfall early Friday morning.

An Environment Canada spokesperson told CBC News some slushy conditions are expected on the highway between Hope and Merritt.

The ministry is urging motorists to plan ahead and check DriveBC for travel advisories. 

Increase in impaired drivers and high-risk drivers: B.C. Highway Patrol

The Insurance Corporation of B.C. (ICBC) says  three people are killed and 455 people are injured in crashes in B.C., on average, over the Victoria Day long weekend, according to data collected from 2018 to 2022. Speed was a top contributing factor in those crashes.

In a statement  last week, B.C. Highway Patrol said it will join forces with ICBC to target impaired drivers and excessive speeders throughout the month of May, but especially during the long weekend.

"This May long weekend may also see an increase in impaired drivers and high-risk drivers, which could mean a higher number of collisions, including fatal collisions," the statement reads.

YVR and B.C. Ferries gear up for busy long weekend

Long weekend preparations at Vancouver International Airport (YVR) moved into high gear on Friday.

According to the Vancouver Airport Authority, YVR is expecting more than 300,000 passengers between Friday and Monday, an 11 per cent increase compared to last year.

It says during peak travel times, staff will be stationed at information counters throughout the airport, and digital tools are also available to help people reach their gate on time.

The Victoria Day long weekend is the third busiest travel weekend of the year on B.C. Ferries, according to Reet Sidhu, the corporation's senior communications adviser. 

B.C. Ferries bracing for summer traffic after tumultuous year

Last year, the ferry service faced a number of challenges, including staffing shortages, last-minute cancellations and long sailing waits.

Sidhu said B.C. Ferries has increased sailings, reduced fees and made staffing changes.

She said 350 news sailings have been introduced, including a new early morning sailing from Victoria to Vancouver, and a 13 per cent increase in sailings from Vancouver to the Sunshine Coast.

"We have also added 600 new staff for this summer," she added.

After public outcry over the number of cancellations, B.C.'s transportation ministry announced in October 2023 that it planned to fine the ferry service for cancelled sailings on major routes.

The ministry said it will charge a penalty of $7,000 per sailing on major routes and $1,000 per sailing on minor routes if service sailings are cancelled due to crew shortages.
