Malaysia To Reopen Borders On 1st April After 2 Years, No More Quarantines For Fully Vaccinated Travellers

Malaysia to reopen borders on 1st April

Many of us have been looking forward to traveling freely again ever since travel restrictions were enforced in our country. After almost a two-year wait, Malaysia announced that it will be reopening its borders to international visitors on 1st April 2022.

Incoming travellers, as well as returning Malaysians, who are fully vaccinated will get to skip quarantine upon arrival. Nonetheless, Covid-19 testing will still be required before departure and upon arrival in Malaysia. 

No more quarantines for the fully vaccinated

On 7th March, Tourism, Arts and Culture Minister Nancy Shukri revealed that Malaysia will be reopening all of its international checkpoints soon, after two years of being shut due to the pandemic, as reported by Channel News Asia . These include the Johor Causeway and the Second Link to Singapore.

According to her, our country is ready to reopen to international travellers – a step that will help Malaysia’s tourism sector bounce back from the effects of the pandemic.

Malaysia reopens its borders

On Tuesday, 8th March, Prime Minister Datuk Seri Ismail Sabri Yaakob shared an update on the matter in a press conference – Malaysia will indeed be reopening its borders to international travellers on 1st April 2022.

This means Malaysians are now able to enter and exit the country freely with valid travel documents. We can also travel to countries that have either reopened to international travellers, or established vaccinated travel lanes (VTLs) with Malaysia.

Likewise, international travellers can look forward to visiting Malaysia again. Applying for travel to Malaysia via MyTravelPass will no longer be required, but the use of contact-tracing application MySejahtera is a must as visitors will need to fill up a pre-departure form on the app. 

For fully vaccinated travellers – Malaysians and visitors included – quarantines will not be mandatory upon arrival in Malaysia from 1st April. Standard operating procedures (SOPs) for travellers who have not been vaccinated for various reasons will be announced on Wednesday, 9th March, as reported by New Straits Times.

According to Health Minister Khairy Jamaluddin , fully vaccinated travellers will only have to undergo a Covid-19 Real Time-Polymerase Chain Reaction (RT-PCR) test two days before departure, and a professional Covid-19 Rapid Test Kit-Antigen (RTK-Ag) test within 24 hours after arrival in Malaysia.

The ease of travel restrictions comes as Malaysia begins its transition into the endemic phase on 1st April. Under this transition, mask-wearing in public places and checking in with MySejahtera are requirements that will remain.

But we will be able to enjoy late-night suppers again, as businesses will be allowed to operate 24 hours.

Other restrictions that will be lifted include:

  • MySejahtera check-in for open spaces with no crowds or gatherings
  • Vaccination requirements for interstate travels
  • Capacity limit at workplaces and activities involving large crowds – physical distancing still encouraged

New VTLs with Thailand & Cambodia

In addition to our international borders reopening, the government has announced that several new air VTLs would be implemented as well, from 15th March 2022. These include VTLs with neighbouring Thailand and Cambodia.

According to Malaysian Transport Minister Wee Ka Siong, Malaysians who have been fully vaccinated will be allowed to travel to these countries without having to undergo quarantine upon arrival, as reported by The Star.

Malaysia reopens on 1st April - flights

Up to six flights will be allowed to operate daily between KL and Bangkok, and up to four between KL and Phuket. Meanwhile for Cambodia, two daily flights via designated airlines will be allowed on the KL and Phnom Penh route.

There are possibilities of extra routes being added, depending on the demand for flight tickets.

The reopening of our country’s international borders is great news for many of us, especially those who have been yearning to travel freely to see their loved ones or just see the world again. 

Nonetheless, as Covid-19 daily cases remain a concern at home and abroad, it’s important that we still adhere to SOPs that are set in place to keep ourselves and our loved ones safe.

What are the latest Malaysia Travel Restrictions - both for fully-vaccinated travelers and others?

Malaysian premier Dato’ Sri Ismail Sabri announced that the following restrictions imposed during the pandemic will be removed for foreign travelers who want to travel to Malaysia from April 1st. Nevertheless, foreign visitors entering Malaysia who are either not vaccinated or not fully vaccinated against Covid-19 must quarantine themselves for five days before engaging in their tour of Malaysia. If you are fully vaccinated before you travel to Malaysia you will not have to quarantine yourself but will have to take a Covid-19 RT-PCR test two days before departure. You are also required to take a qualified RTK Antigen test within 24 hours of arriving either at a health facility or the airport. Overseas visitors who, tempted by the border open, want to travel to Malaysia should also get immunized for Hepatitis A and Typhoid and also check that their routine vaccinations are up to date before the visit. For visitors spending more time in the country, precautionary shots are also recommended for Japanese Encephalitis and Rabies. Can I enter Malaysia?

Malaysia has reopened its borders for tourism to travelers from all over the world. Please note that from May 1, 2022, you do not have to comply with any of the previous travel programs; you only have to follow a number of COVID-19 restrictions that are still in place.

Air Travel To Malaysia : Latest Covid-19 Requirements + SOP!

Here are the LATEST COVID-19 requirements and SOP for those plan to travel by air to Malaysia!

Malaysia Air Travel : Current COVID-19 Vaccination Requirements

Currently, travellers to Malaysia must provide documentation that they have completed a full regimen of a COVID-19 vaccine recognised by the World Health Organisation (WHO), or by a stringent regulatory authority in the country of origin.

There are additional requirements on COVID-19 vaccination for travellers :

  • Those aged 60 years and above are required to receive a booster dose.
  • Those received two doses of Sinopharm or Sinovac vaccine, regardless of age, must receive a third dose (of any vaccine) to qualify as fully-vaccinated.

The definition of a full regimen of a COVID-19 vaccine includes  the number of doses required to provide the full vaccine protection, as well as the time needed to achieve protection against COVID-19.

Currently, that means 14 days after the second dose of a two (2) dose vaccine, or 14 days after a one (1) dose vaccine. In the case of Sinopharm / Sinovac vaccine recipients, that would mean 14 days after the third dose.

You are also considered fully-vaccinated immediately after receiving your booster dose.

Please make sure you submit your vaccination information through the Travellers option in MySejahtera, before your flight to Malaysia .

After submitting your COVID-19 vaccination details, you will receive a Travellers digital card, which allows you entry into Malaysia on arrival.

Latest Air Travel Rules For Malaysia : 1 May 2022 Edition!

Malaysia Air Travel Test + Quarantine Rules  From 1 May 2022!

On 27 April 2022, the Malaysia Minister of Health Khairy Jamaluddin announced  new test and quarantine rules for travellers flying to Malaysia.

These COVID-19 test and quarantine rules take effect from  Sunday, 1 May 2022 onwards!

A. Children 12 Years Or Younger : No Test, No Quarantine!

Irrespective of their vaccination status, children who are 12 years old or younger do NOT need to :

  • undergo pre-departure test
  • undergo on-arrival test, or
  • undergo HSO quarantine

B. Fully-Vaccinated 13 Years Or Older : No Test, No Quarantine!

Fully-vaccinated adolescents and adults who are 13 years or older do NOT need to :

EU Air Travel : Face Mask Recommended, But Not Required!

C. Partially-Vaccinated / Unvaccinated 13-17 Years Old : No Quarantine!

Adolescents who are 13-17 years old, and are partially vaccinated or unvaccinated do NOT need to undergo HSO quarantine on arrival in Malaysia.

However, they will need to undergo :

  • a PCR test within 48 hours before departure to Malaysia, and
  • a supervised RTK-Ag test within 24 hours of arrival in Malaysia.

D. Vaccinated Adults : No Test, No Quarantine!

Fully-vaccinated adults (18 years and older), with or without a booster dose, do NOT need to :

E. Unvaccinated with Medical Exemption : No Quarantine!

Unvaccinated individuals with a medical exemption will be allowed, on a case-by-case basis , to travel to Malaysia without a mandatory quarantine.

However, they must undergo :

  • a professional RTK-Ag test within 24 hours of arrival in Malaysia.

F. Unvaccinated Adults : 5 Day Quarantine

Adult travellers (18 years and older) who are partially-vaccinated, or completely unvaccinated, must :

  • undergo a 5-day mandatory quarantine on arrival in Malaysia, and
  • undergo a PCR test on Day 4, or a professional RTK-Ag test on Day 5.

Travellers who are exempt from vaccination for health reasons must upload the evidence of medical exemption into the MySejahtera app.

G. Unvaccinated + Post COVID-19 : 5 Day Quarantine

Unvaccinated individuals who recovered from COVID-19 (infected in the last 6-60 days) must:

If they were not hospitalised, they must undergo :

  • a professional RTK-Ag test within 48 hours before departure to Malaysia, and

If they were hospitalised, they can use a Fit To Travel letter from the hospital.

Latest Malaysia Air Travel Procedure  From 4 July 2022!

On 27 April 2022, the Malaysia Ministry of Health issued the official procedure for travellers who arrive by air, that will take effect from  1 May 2022 onwards.

It was then updated on 1 July 2022, with the abolishment of the Traveller’s Pass for Malaysian citizens.

Before Departure

  • Download the MySejahtera app, and register for your MySejahtera account. *
  • Click on the Traveller icon in MySejahtera, and complete the pre-departure form a) fully-vaccinated travellers will receive a Digital Traveller’s Card * b) partially vaccinated / unvaccinated travellers will receive a Digital Home Surveillance Order (HSO).
  • All unvaccinated or partially vaccinated travellers 13 years and above must undergo a PCR test 2 days before departure.
  • Those who had a previous COVID-19 infection (within 6-60 days before departure) must undergo a professional RTK-Ag test 2 days before departure, or alternatively, have a Free-To-Travel letter if they were hospitalised for COVID-19 during that time.
  • You do NOT need to purchase travel and COVID-19 insurance.

* No longer necessary for Malaysian citizens , starting 4 July 2022.

  • All partially vaccinated or unvaccinated travellers 13 years and above must undergo a supervised RTK-Ag test within 24 hours of arrival in Malaysia. a) this supervised RTK-Ag test can be performed at any health facility of your choice, or virtually b) COVID-19 breathalyser / professional RTK-Ag tests are available at the airport c) Cost of on-arrival RTK-Ag test must be borne by the travellers.
  • Children below the age of 13, and travellers from Singapore are exempted from the on-arrival test.
  • Partially-vaccinated / unvaccinated travellers must undergo a mandatory 5-day quarantine.
  • IMPORTANT : Travellers transiting through Malaysian international airports to Sabah or Sarawak must undergo professional RTK-Ag at the airport,  before departing.

Testing Positive On Arrival

If you test positive on arrival, you must undergo a mandatory HSO quarantine of 7 days.

You can opt for the new Day 4 test and release procedure, by undertaking a supervised RTK-Ag test on Day 4 of your quarantine.

  • If you test negative, you are allowed to immediately terminate your quarantine.
  • If you test positive, you must complete your 7-day quarantine

Testing Positive During Quarantine

If you are a partially vaccinated / unvaccinated traveller, you will need to undergo a 5-day quarantine, and get tested on Day 4 (PCR) or Day 5 (RTK-Ag).

If you test positive on Day 4 or Day 5, your quarantine will get extended for 5 more days.

Entry requirements

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of Malaysia’s current rules for the most common types of travel.

The authorities in Malaysia set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Malaysian High Commission in the UK .

COVID-19 rules

There are no COVID-19 vaccination requirements for travellers entering Malaysia.  

Passport validity requirements

To enter Malaysia, your passport must be valid for at least 6 months from the date you arrive. Make sure your passport is undamaged, with no pages missing.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.  

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Dual nationals

Malaysia does not recognise dual nationality. You can be refused entry if you’re found with a Malaysian passport and one of a different nationality. If you have dual nationality (not including Malaysian), enter and exit on the same passport.

Visa requirements

British nationals do not need a visa to visit Malaysia. You will normally be allowed to stay for 90 days on arrival. For any longer, or for a non-tourist visit, you will need a visa.

The Malaysian authorities do not tolerate illegal immigration. Do not overstay your visa or violate the terms of entry. Even if you overstay for just a few days, you can be:

  • deported to the UK at your own cost
  • blacklisted for future visits to Malaysia

If you are detained, you will find facilities can be poor with limited healthcare services. The British High Commission is unable to help you to remain in Malaysia or issue any document to support your overstay.

Keep a copy of your passport and visa safe in case your passport is lost. It may take time to get a replacement visa. If you cannot show your original visa or entry stamp on exit you may be treated as an overstayer, fined and blacklisted.

Applying for a visa

If you want to stay for longer than 90 days or visit for non-tourist purposes, you must apply for a visa from the nearest Malaysian diplomatic mission before you travel.

Entry to East Malaysia

If you’re travelling between Peninsular Malaysia and East Malaysia (sometimes known as Malaysian Borneo, made up of the states of Sabah and Sarawak) you will need to carry your passport. You will pass through immigration control when entering and exiting East Malaysia from and to Peninsular Malaysia, and must obtain an entry and exit stamp.

Declaration form

You must fill in the Malaysia Digital Arrival Card to enter Malaysia. You should complete this before you travel as it may be requested at check-in. You do not need to complete the arrival form if you are not passing through immigration. See the Malaysian Immigration website for further information, including exemption details.

Drug screening

You could be asked to take a urine test on arrival in Malaysia if you are suspected of having used drugs before your visit. If you’re found with drugs in your bloodstream, you could be detained, or deported and blacklisted from any further visits to Malaysia. You can be charged with drug consumption even if the drugs were consumed overseas, including if they were consumed  in a country where the use of that particular drug is legal.

Customs rules

There are strict rules about goods you can take into or out of Malaysia . You must declare anything that may be prohibited or subject to tax or duty.

If you are in any doubt about the legality of any items, including medications, you should declare them on entry.

Importing firearms

It’s illegal to import unlicensed firearms and ammunition into Malaysia. This includes spent ammunition and souvenirs from war museums. Do not take any weapons or replica weapons into Malaysia. You may be detained and charged if you do. If you’re convicted of dealing in illegal firearms you can be given the death penalty.

Taking money into Malaysia

You can import or export up to the equivalent of 10,000 US dollars in Malaysian ringgit without prior approval.

On entry to or exit from Malaysia, declare any cash or travellers cheques if the value is 10,000 US dollars or more. If you do not declare it, customs officials can seize your money, and you may get a fine of up to 3 million ringgit and up to 5 years’ imprisonment. As of April 1, 2022, Malaysia has begun the transition to the endemic phase of Covid-19 with all strict restrictions lifted. Business operating hours are back to normal and more activities can be done without physical distancing. According to the Prime Minister, the transition to the endemic phase is an exit strategy that will allow Malaysians to return to a more normal state after combating the pandemic for nearly two years.

For Malaysians who have been away from our shores for an extended period, there is undeniably much concern regarding the latest Covid-19 news, standard operating procedures (SOPs) and Malaysia travel restrictions. Here, we provide a guide on the latest SOPs for Malaysians returning from overseas.

Malaysia Travel Restrictions

Malaysia opens borders on April 1, 2022

As covered in our news updates, Malaysia has reopened its international borders after two years and abolished quarantine procedures for vaccinated travellers. Fully vaccinated Malaysians and international travellers can now travel to Malaysia with much fewer restrictions than before. They are only required to take a pre-departure Covid-19 RT-PCR test two days before their journey and undergo an official RTK-Ag at a professional facility or hotel within 24 hours of arrival.

As a reminder, the endemic phase is the stage in which the coronavirus is still present in a population, with reported incidences of cases, but not causing major outbreaks. In view of this, it is still recommended to take appropriate precautions to avoid infection. As advised by the World Health Organisation (WHO), these precautions include:

  • Washing hands regularly with soap and water, or using an alcohol-based hand sanitizer
  • Avoiding close contact with people who are sick
  • Avoiding travel to areas where the coronavirus is prevalent

Among the latest SOPs for Malaysians returning from overseas is to register on the MySejahtera app, as filling out the pre-departure form is essential prior to departure. Malaysia Travel Restrictions For Malaysia-Singapore Land Border Travellers

Fully vaccinated travellers will be allowed to cross the Malaysia-Singapore land border with fewer restrictions (regardless of the mode of transportation) without having to perform pre-departure and on-arrival tests (see below).

Malaysian citizens who are currently living overseas should take special care to follow the safety guidelines recommended by their home governments or regional health authorities before returning home. These may include staying away from populated areas and avoiding close contact with people who are sick.

Wash hands

Malaysians who are planning to return home from overseas should follow the following guidelines to minimise their risk of infection:

Regularly wash your hands. This is still the best precaution to prevent the spread of bacteria and other infections. Wash your hands thoroughly with soap and warm water. Regular hand-washing helps to minimise chances of germs on your skin coming into contact with your nose and mouth.

Avoid contact with sick people. If you are feeling sick, avoid contact with others until you have recovered. This includes not going to work, school, or daycare if you’re contagious, and staying away from people who are coughing or sneezing.

Use antibacterial wipes/disinfectant spray. Antibacterial wipes and disinfectant sprays are a great way to clean surfaces and protect yourself from bacteria and germs especially in public spaces. Keep a few wipes in the bathroom, kitchen, office, and anywhere else where you might think it’s convenient.

Stay informed. Make sure you know how to reduce the risks of spreading the coronavirus by keeping up to date on health information. This includes being aware of symptoms and how to prevent exposure to the virus.

List of SOPs for fully vaccinated Malaysians (by activities)

On top of the latest SOPs for Malaysians returning from overseas, here are additional things to note, going by specific types of activity.

Dining SOP

  • Physical distancing (at least 1 metre) is still required for dine-in for fully vaccinated customers with no symptoms.
  • Fully vaccinated persons and children aged 12 and under in the company of fully vaccinated parents are eligible for relaxed SOPs.
  • Restrictions on operating hours for restaurants and food have has been lifted and they can now resume their hours according to their operating licence. As a result, you can now dine in at your favourite mamak stall or restaurant whenever you wish as they are now back to staying open 24 hours.
  • Interstate travel is allowed. In addition, the 10-kilometre travel radius limit has been lifted.
  • Full vehicle capacity (as measured by the vehicle’s seating capacity) is now permitted as long as all passengers are completely vaccinated. In other words, vehicles are allowed to carry the maximum number of passengers anywhere they want to go.

Travel SOP

  • Religious activities in mosques and suraus are permitted for those who have been fully vaccinated, according to the State Religious Authority’s regulations and SOPs. Religious activities in Houses of Worship Other than Islam (RISI) are subject to regulations and SOPs by the Ministry of National Unity (IGP).
  • All sports and recreation facilities (outdoor and indoor) are permitted to open at full capacity. Fully vaccinated individuals are allowed to use these facilities. Also, children under 12 years old are able to participate in activities at these facilities with the condition that they are monitored by their parents/guardians.

Sports SOP

  • Spas, wellness centres and health massages are allowed to accept fully vaccinated visitors. However, only customers with an appointment date are accepted as no walk-ins are allowed.
  • All airports and ports are permitted to operate 24 hours a day, seven days a week.
  • Picnics and camping activities are allowed.
  • Individuals who have been properly vaccinated are allowed to be involved in recreational fishing activities, including fishing in ponds.

Besides the activities stated above, fully vaccinated individuals are also allowed to visit the places listed below:

1. Photography stores providing photography services

2. Second-hand stores

3. Florists and nurseries

4. Handicraft and souvenir shops

5. Antique shops

6. Toy stores

7. Carpet stores

8. Creative content stores with creative industry equipment

9. Outdoor equipment stores (including camping, fishing etc.)

10. Cosmetics, skincare and perfume stores

11. Tobacco stores (including vape and electronic cigarettes)

12. Home goods and kitchen equipment stores

13. Furniture stores

14. Sports equipment stores

15. Vehicle accessories stores

16. Vehicle distribution and sales centres

17. Clothing, fashion and accessories stores

18. Jewellery stores

19. Barbershops

20. Beauty centres and salons

21. Housing galleries (show rooms)

In compliance with general health standards, parents/guardians who have obtained full immunisation are permitted to bring children aged 12 and under to these premises. Visitors must show a Covid-19 Digital Vaccination Card/Certificate as proof when entering the above premises. For more info on related SOPs for each activity, click here .

Covid Vaccination Certificate

Do bear in mind that you will be considered fully vaccinated after 14 days (2 weeks) of taking your second dose of the Pfizer, AstraZeneca, or Sinovac vaccine. Individuals who have gotten the Johnson & Johnson or CanSino vaccine will not be deemed completely immunised until 28 days following their jab.

These are the summarised changes in Malaysia travel restrictions starting from April 1, 2022. Some of the restrictions have been eased, mainly for fully vaccinated Malaysians and international travellers. Please take note that Malaysia travel restrictions are subject to change and that you are responsible for adhering to all laws and/or travel regulations of the jurisdictions from which you will be flying from, into, or over.
