Safety and Security
Driving: Snow and ice make road conditions especially treacherous in winter. Seek advice on safe driving in icy road conditions. Snow chains or tyres are advisable and may be required in certain provinces. If you are driving to a remote area, pack extra water, food, and blankets. Do not drive if weather conditions are poor. Drivers are strongly encouraged to purchase a comprehensive insurance plan. Arctic Travel: Travellers should be mindful that search and rescue in the Arctic is difficult. It can take days for help to reach a stranded ship. Travellers should check with the tour operator on their medical support plans and emergency arrangements.
Declare all food, plant, and animal products to customs authorities on arrival in Canada. Inadmissible goods may be confiscated or disposed of. Failure to declare any of these products is an offence. General Travel Advice
Overseas Travel – Be Informed & Be Safe [Updated on 5 February 2024]
Singaporeans planning overseas travel are reminded to take the necessary precautions, including being prepared to deal with accidents, natural disasters or terrorist attacks. Singaporeans are also reminded to be familiar with your destination’s local laws, customs, and COVID-19 regulations.
Demonstrations do occur in major cities across the world. Such demonstrations can sometimes escalate into violence. It is important for Singaporeans to keep abreast of local news, avoid any protests or demonstrations and heed the advice of the local authorities.
When participating in outdoor leisure activities overseas, Singaporeans should be mindful that certain sporting activities, especially in open seas, may carry risks. Besides ensuring that one has the physical competencies and appropriate condition to undertake the activity, every effort should be made to ascertain if the trip organiser or guide is reliable and competent, and that appropriate safety and contingency plans are in place. When in doubt, Singaporeans should consult the relevant professional bodies or sporting associations for specific advice.
For those planning to travel, here are some tips:
Before travelling
- Familiarise yourself with our network of overseas missions.
- Purchase comprehensive travel insurance and be familiar with the terms and coverage.
- Equip yourself with research about your destination’s entry requirements, current situation, local laws and customs.
- eRegister with us on our website ( www.mfa.gov.sg ) so that we may reach out to you during an emergency.
While travelling
- Always take care of your personal safety, remain vigilant and monitor local weather news, advisories, and security developments.
- Exercise caution around large gatherings and avoid locations known for demonstrations or disturbances.
- Be prepared for possible delays and last-minute changes in travel plans especially during unforeseen events such as natural disasters, social unrest or terror attacks.
- Stay connected with your friends and family. Inform them of your whereabouts and provide them with your overseas contact details.
- In the event that you require consular assistance, please contact the nearest Singapore Overseas Mission or call the Ministry of Foreign Affairs Duty Office at +65 6379 8800/+65 6379 8855.
Advisory: Email Scams
There have been reports of individuals receiving scam emails/messages purportedly sent from friends in distress overseas. These emails/messages typically originate from an email address/social media known to the receiver bearing claims of the sender getting into trouble overseas and urgently requesting financial assistance. The sender would also claim to have approached a Singapore Embassy/Consulate and the local Police for help to no avail.
MFA takes the safety of all Singaporeans very seriously. Singaporeans in distress approaching our Overseas Missions for assistance will be rendered with all necessary consular assistance. If you receive such emails/messages from purported friends seeking funds transfers, we strongly advise you to call them first to verify the authenticity of the emails/messages before responding to their request. It is also not advisable to give out any personal information such as NRIC/passport numbers, address, telephone number, etc. Any form of reply, even one of non-interest, could result in more unsolicited emails. Members of the public who suspect that they have fallen prey to such scams should report the matter to the Police immediately. Should Singaporeans abroad require consular assistance, they can contact the nearest Singapore Overseas Mission or call the Ministry of Foreign Affairs 24-hr Duty Office at +65 6379 8800/+65 6379 8855.
The Ministry of Foreign Affairs is a ministry of the Government of Singapore responsible for conducting and managing diplomatic relations between Singapore and other countries and regions.

Singapore Reopening to Canadian Travellers: What You Need to Know
Information may change on a day-by-day basis. While we make every effort to keep the information here updated, the responsibility to keep abreast of ever-changing travel restrictions is ultimately your own.
In late 2021, Singapore opened its Vaccinated Travel Lane (VTL) program, in which fully vaccinated travellers who take the appropriate COVID-19 tests and travel to Singapore via dedicated VTL flights are able to land quarantine-free.
As of April 1, 2022, Singapore has scrapped its VTL program and all travellers can enter Singapore on any flight.
Singapore Travel Restrictions
As long as travellers abide by all pre-entry rules, they can enter Singapore.
How Can Canadians Enter Singapore?
All of the following rules and requirements apply as of April 26, 2022.
Travellers are allowed to enter Singapore by air via Singapore Changi Airport. As of October 2021, when departing Canada by air, travellers are required to present proof of vaccination.
Travellers coming from Canada must present proof of vaccination via the Smart Health Card. Your Canadian COVID-19 proof of vaccination will suffice.
There is no longer a requirement to present a negative COVID-19 test prior to arrival. You do have to fill out the SG Arrival Card , which includes the health declaration.
You can also check out the Singapore Travel Checklist for fully vaccinated and recovered travellers for the full list of requirements.
If a Canadian traveller has been in Europe and received any iteration of the EU Digital COVID Certificates, that would also suffice as proof of vaccination.
Full entry and flight details are available on the Singapore Travel website .
Testing & Quarantine Upon Arrival
As of April 1, 2022, there will no longer be testing requirements on arrival.
Testing & Quarantine Upon Return
As of April 1, 2022, a negative test is no longer required prior to travelling back to Canada.
If you need to find a test in Singapore, it’s very easy to do so.
Look for Quick Test Centres (QTCs), where tests cost S$15 ($14) for an antigen test – it’s easy to search for the closest one to you from the Singapore Ministry of Health website .
Alternatively, consider purchasing a Switch Health RT-LAMP or antigen test kit for an easy remote testing option via telehealth video link.
Current Health Requirements in Singapore
Health requirements in Singapore are stringent, with proof of vaccination being a requirement for just about anything including dining, attending live performances, seeing a movie, and visiting the gym.
Unvaccinated individuals must have a pre-event test (PET) taken within the past 24 hours in order to participate in the above activities.
There is no longer any limit to the number of people at social gatherings.
Museums and other attractions have no capacity restrictions, and shopping centres have also removed the physical distancing requirements, effectively removing all capacity limits.
General masking requirements are in effect, and exceptions are made for two per group in outdoor activities and at gyms. Further exceptions apply at personal care services such as hair salons and massage parlours, if the customer is vaccinated.
Full details on COVID-19 restrictions are available via the Singapore Ministry of Health website .
Short-term travellers to Singapore can have their overseas vaccinations record recognized . To get started, either upload your digitally-verifiable certificate in your SG Arrival Card or present the certificate to the ICA officer at immigration.
You can then register with your passport number on the TraceTogether app to use your vaccination status at various establishments in Singapore.
How to Get to Singapore
Even though VTLs are no longer a thing, Canada’s new flight on Singapore Airlines from Vancouver on Singapore remains. This will be the most direct flight to Singapore for Canadians.
The flight will be SQ29, a reinstated flight from Seattle to Singapore with a stopover in Vancouver. This flight will operate four times weekly; however, the flights that are not VTL-approved will be operating as SQ27.
With the Singapore Airlines KrisFlyer program, award availability at the Saver level is actually quite abundant for the next few months, before becoming very rare starting in the summer.
If you can find Saver award space, it costs substantially lower at 95,000 KrisFlyer miles compared to 125,000 miles at the Advantage level.
Otherwise, within South East Asia, Aeroplan is usually the first program we look to, as it offers a fantastic sweet spot of 85,000 points one-way in business class as long as the overall routing falls under 11,000 miles in distance flown.
EVA Air is always a solid option, offering flights from Toronto, Vancouver, New York, Chicago, Houston, Seattle, San Francisco, and Los Angeles.
From the East Coast, a routing through Europe or the Middle East would cost the same amount of 85,000 points.
A First Class routing will cost 130,000 points one-way; viable options include ANA connecting in Tokyo as well as Etihad Airways connecting Abu Dhabi.
Those on the West Coast will want to stick to transpacific routings to keep the price at 85,000 points.
With Alaska Mileage Plan , you can fly Cathay Pacific business class for 50,000 miles one-way, or 70,000 miles one-way in First Class , should you find availability.
You can also fly on Japan Airlines for 65,000 miles in business class and 75,000 miles in First Class .
Singapore was the first South East Asian country to reopen borders to Canadian travellers without any quarantine requirements, although quite a few have opened since.
As of April 1, 2022, entry requirements have lessened significantly and being able to fly any flight into Singapore makes it much more feasible to visit, especially for those of us who hunt down scarce award space.
Life on the ground is also slowly returning to normal, as mask requirements have recently been dropped for outdoors. The vast majority of tourist attractions are open for enjoyment, as are restaurants and shopping malls.
As always, you can refer to our Travel During COVID-19 Resource for Canadians for the most up-to-date information on travelling in the pandemic era.

I live in Toronto. Can I travel to San Francisco and take the direct VTL? Having full vaccination and taking the PCR test 72 hours before leaving Canada?
Which other Asian countries are open for Canadians?
Will they recognize a mixed vaccine schedule?
As of right now, the likely flight route from the west coast would probably be through korea on one of the 3 VTL approved airlines and perhaps through the US via singapore airlines, am I right?
Thank you for all the information, Ricky! I was looking forward to go back to Singapore this winter.

On this page, by private boat, required identification, permanent residents, travelling with children, you and the border services officer.
Whether you’re returning home or visiting, you’ll follow the same 3 steps to enter Canada:
Step 1. Pre-arrival: Use Advance Declaration or complete a Declaration Card
If you’re arriving by air at one of Canada’s participating international airports, you can save time at the border. Submit your customs and immigration declaration online using Advance Declaration up to 72 hours before you arrive in Canada.
If you choose not to submit your declaration in advance, you can complete it at an airport kiosk or eGate. If you’re landing at an airport without kiosks or eGates, you’ll receive a Declaration Card on board the aircraft or other conveyance. Read the instructions and complete the card before you arrive. Have it ready to present to Canadian officials at the airport, along with your identification and other travel documents. If you're travelling with children, please have their documentation ready as well.
If using a Declaration Card, detach and discard the instructions. To help us serve you faster, do not fold the card.
Everyone arriving in Canada must complete a declaration. You can list up to 4 people living at the same residence on one card, or 8 people per Advance Declaration submission.
The Declaration Card or Advance Declaration submission tells us what we need to know about you, your travels and what you’re bringing into the country.
Connecting to another flight
If you’re connecting to another flight or travelling on to another destination and re-boarding the same plane, follow the signs. At some airports, you may have to check your baggage and have it screened again.
If you travel frequently our trusted traveller programs can help
If you're a member of a trusted traveller program, you can skip Step 2 and go directly to the automated kiosks or eGates for faster processing.
Step 2. Arrival: First CBSA checkpoint
When you arrive at the terminal, follow the signs to the first Canada Border Services Agency (CBSA) checkpoint, also called “primary inspection.”
If you used Advance Declaration, go to a kiosk or eGate to retrieve your confirmed declaration receipt. Up to 5 people may use a kiosk as a group upon arrival.
Next, a border services officer will examine your:
- Declaration Card or Advance Declaration kiosk receipt
- your identification
- other travel documents
The officer may ask you a series of questions to determine:
- your immigration status
- the type of any goods you're bringing with you
- your duty-free allowance
- your personal exemption entitlements
Goods not properly declared that are restricted or prohibited in Canada can, under the law, be seized.
Newcomer or coming to Canada to study or work
If you’re a newcomer to Canada, coming to study or work in Canada, you may need to present further documentation. The officer will help guide you through this process. You may ask the officer for help if you don’t speak English or French well.
Step 3. Baggage and second CBSA checkpoint
Go to the baggage claim area. If you must pay duty and taxes, you can pay at most major airports while waiting for your luggage.
Once you’ve picked up your luggage:
- go to the next CBSA checkpoint
- Declaration Card, Advance Declaration kiosk or eGate receipt
- receipt, if you paid duty and taxes for your goods
The officer may direct you to a secondary inspection area.
Here, officers may ask you:
- for detailed information about your travels
- to present your luggage and goods for examination
This is a normal part of the travelling process. Your cooperation is appreciated and helps us ensure the safety of Canada, its economy and its residents.
If you’re arriving by land, follow the signs to the first checkpoint, also called “primary inspection.” Here, a border services officer will examine your identification and other travel documents and take your verbal declaration.
Visit U.S. to Canada border wait times for estimated wait times at certain locations.
If you’re arriving by private boat, go directly to a designated marine telephone reporting site and call the CBSA Telephone Reporting Centre (TRC) at 1-888-226-7277 to obtain clearance.
Private boaters that meet certain conditions may report to the CBSA by calling the TRC using cell phone from their location in Canadian waters.
Learn more about reporting requirements for private boaters.
Make sure you carry proper identification for yourself and any children travelling with you to help confirm your legal right to enter Canada. Canada has introduced a new entry requirement, known as an Electronic Travel Authorization (eTA), for certain international travellers who fly to Canada.
Read about the changes and how they may affect you.
The Government of Canada recommends that Canadian citizens travel with a valid Canadian passport because it’s the only reliable and universally accepted travel and identification document available to Canadians for the purpose of international travel.
International transportation companies such as airlines may require travellers to present a passport before boarding. Canadian citizens may face delays or may not be allowed to board the plane or other conveyance if they present other documents such as a:
- Enhanced Driver's License (EDL)/Enhanced Identification Card (EIC)
- NEXUS card (used where the program is available)
- Free and Secure Trade (FAST) card used in FAST lanes
- Canadian citizenship card
- Certificate of Indian Status
- Birth certificate in combination with either a driver's licence or a government-issued photo identification
Permanent residents (immigrants living in Canada who are not yet Canadian citizens) need a valid permanent resident card to return to Canada. Check the expiry date on your card.
Note that a Certificate of Canadian Citizenship is not a travel document.
See Canadian Citizenship for further details.
Parents who share custody of their children should bring copies of the legal custody documents to the border when travelling with their children.
A consent letter should be used for all cross-border travel when a child is travelling:
- with only 1 parent or guardian
- in the care of friends or relatives
- with a group, such as a sports, school, musical or religious group
Example of a consent letter to permit travel by a child with a single custodian or parent.
When travelling with a group of vehicles, parents or guardians should arrive at the border in the same vehicle as the children.
Adults who aren’t parents or guardians should have written permission from the parents or guardians to supervise the children. The consent letter should include addresses and telephone numbers where the parents or guardian can be reached.
Border officers watch for missing children, and may ask detailed questions about the children who are travelling with you.
You may occasionally find yourself going through a more detailed inspection. In some cases, this simply means that you may have to complete a form. In other cases, the border services officer will need to identify the goods you’re bringing into the country or examine your luggage.
Border services officers are legally entitled to examine your luggage as part of their responsibility to protect Canada's safety, economy and environment. You are responsible for opening, unpacking and repacking your luggage.
By making your goods easily accessible for inspection and having your receipts handy, you will be helping the CBSA to help you. It’s a good idea to keep all your receipts for accommodation and purchases, and for any repairs done to, or parts bought for, your vehicle. The border services officer may ask to see them as evidence of the length of your stay and of the value of the goods or repairs.
If you disagree with the amount of duty and taxes that you have to pay, please ask to speak with the CBSA superintendent on duty. A consultation can often resolve the issue quickly and without cost. If you’re still not satisfied, our officers can tell you how to make a formal appeal.
Border services officers may arrest an individual for an offence under the Criminal Code (for example, impaired driving, outstanding arrest warrants, stolen property, abductions/kidnappings) and for infractions under other acts of Parliament (for example, the Customs Act , the Immigration and Refugee Protection Act ).
If you’re arrested, you may be compelled to attend court in Canada. You should note that anyone arrested in Canada is protected by and will be treated in accordance with the Canadian Charter of Rights and Freedoms .
