No, it is not possible to convert the visit visa into a work permit. You are also not allowed to work while you are on the visitor category. If you require to work in Singapore, you must return back to your home country and apply for a work permit.  

How Much Bank Balance is Required to Get a Singapore visitor visit permit?

The High Commission requirements do not mention a particular amount required for applying for the visit visa. As per the requirements, you are simply expected to possess sufficient funds to support the entire duration of your stay. You must also make sure that the funds are easily accessible to you and that your transaction history is stable. 

How many months before the trip should I apply for a visitor visa for Singapore?

Even though the processing time for the visit category is quite short, due to several complications and the indirect approach to applying for the visa, the High Commission of Singapore recommends that you start the application about 1 month before your intended date of travel.

A Letter of Invitation (V39A), from Singapore contact with a mention of NRIC number if application is made for Tourism purpose.

the issue is this I don't know anyone in Singapore plus I call consulate they told me that your hotel will issue this where my hotel (Hilton) state we don't issue or fill such kind of Form and I also call some hotels they also give me same answer so I need to know where can I get this type of letter

Please help me in this regard we already booked the flights and Hotel :(

From the Ministry of Foreign Affairs webpage, it seems that you can either provide a letter of invitation (like you mentioned) OR proof of hotel reservation.

Sample INVITATION LETTER FOR IMMIGRATION: Affidavit of Support with Undertaking

As of 2017, there are over 2.3 million overseas Filipino workers and over 10 million people of Filipino descent living and working abroad. That’s one of the biggest diaspora populations in the world. Ask any of the people in your circle and there’s a big chance that they have a relative or a friend abroad. In my case, I already lost count many years ago.

Hence, it’s no wonder that a great number of Filipinos intend to travel to another country for the sole purpose of visiting someone there. It’s also quite common for Filipinos to travel abroad to work or look for work, sometimes illegally. In order to protect Filipino travelers from human trafficking and other threats abroad, the Bureau of Immigration implement strict measures. Offloading may be an inconvenience to others, but these threats abroad are real. Many Pinoys, especially those with limited capacity to support their trip, fall victim to certain employment scams abroad because they try to skirt around the right process.

The downside, of course, is that some travelers who are really just trying to travel for leisure or visit a friend or relative mistakenly get offloaded too because they can’t prove the purpose of their trip. Thus, when you’re traveling to another country, it is important to have supporting documents including return ticket, proof of accommodations, and proof of employment or financial capacity. We already discussed them here: How to Avoid Offloading .

In this article, however, we’ll focus on just one: the Letter of Invitation .

WHAT'S COVERED IN THIS GUIDE?

Who needs a Letter of Invitation?

Strictly speaking, if you’re visiting someone abroad, you need a Letter of Invitation.

The truth is, the Immigration Officer doesn’t always ask for this. I have been in and out of the country dozens of times over the past nine years. Many of them, I declared that I was visiting my sister or a friend. Yet, I have been asked to present this document ONLY ONCE, and it wasn’t even my first trip abroad. It was so random. Haha.

So you see, you’ll never know when you would need this.

I also have friends who have been asked for this. Most of them were flying overseas for the first time in their lives to visit someone.

If you fall under any of the following, there is a higher chance that you will need to present an Invitation Letter:

  • You’re traveling for the first time.
  • You’re unemployed.
  • You can’t prove that you can financially afford the trip.
  • You’re visiting someone who isn’t an immediate family member.
  • You’re sponsored by someone else.
  • You’re inconsistent or too nervous when answering the Immigration Officer’s questions, giving them a reason to doubt your real intention.

Again, it doesn’t mean that if you belong to any of the above, you’ll automatically have to present an Invitation Letter. Sometimes, they still won’t ask for it. BUT, it’s a big BUT, it’s better to have it and not need it than need it and not have it.

What is an Invitation Letter?

What is a Letter of Invitation, really? Does the person to be visited just need to write a letter explaining why they’re inviting the visitor, sign it, send it, and that’s it?

Sometimes, that type of letter is accepted. The keyword there is SOMETIMES. Sometimes, a signed letter explaining the reason for the invitation and indicating the inviting party’s contact details is sufficient. But again, NOT ALWAYS.

According to a friend who is an Immigration Officer and the website of the Embassy of the Philippines in Singapore , the safest and most legally accepted “Invitation Letter” is in the form of an Affidavit of Support or Guarantee (AOSG), sometimes called Affidavit of Support with Undertaking . This looks very much like a regular Invitation Letter — all the details are there — but written in a more legal and formal manner. This must also be authenticated by the Embassy.

What is an Affidavit of Support with Undertaking?

The Affidavit of Support with Undertaking is a legal document that states that the inviter who is living abroad will shoulder the trip expenses of the visitor in part or in full, and that the visitor you will be under their responsibility during the stay in that country. It should contain the following information:

  • the visitor’s personal information
  • the inviter’s personal information
  • the inviter’s financial capacity
  • the details of the trip
  • the reason for the invitation

The document must be authenticated at the Philippine Embassy in the inviter’s country. This is where they put a gold seal and red ribbon on the document.

  • If the affidavit is executed in the Philippines, it must be notarized. In one of my sister’s visits, she created one and had it notarized for a cousin whom she invited. She also made one for me before while she was here, and that’s what I presented that one time it was asked of me. The Officer looked at it, read it, and let me through.

You should also present documents proving that the inviting party can afford to sponsor you. This may be bank certificates or tax documents.

If the inviting party is a corporation or organization, you must also include the sponsor’s corporate registration details.

Sample Affidavit of Support with Undertaking

Below is a sample Affidavit of Support with Undertaking. You’ll also find a link through which you can download a Word (.docx) file, which you can edit. You can replace the highlighted parts with your own details.

Once you have written an affidavit, you will need to have them authenticated, notarized, or both, depending on the case.

  • If the inviter is a Filipino based abroad, the inviter must appear at the Philippine Embassy personally to have the affidavit authenticated. They may have their own format of the affidavit and a list of other requirements (such as passport, resident card or permit, certificate of employment, bank documents, etc,). Hence, it’s best to give the embassy a call first.
  • If the inviter is not a Filipino citizen, the inviter must first have the document notarized outside of the Philippine embassy before having it authenticated at the embassy. For example, if the inviter is a Japanese citizen, they must have notarized it first at a Japanese notary public then have it authenticated or stamped locally. Only then can the document be submitted to the Philippine Embassy for its own authentication (red ribbon). Each country may have their own additional rules, requirements, processes, and fees.

Can anyone sponsor my trip?

According to the GUIDELINES ON DEPARTURE FORMALITIES FOR INTERNATIONAL-BOUND PASSENGERS IN ALL AIRPORTS AND SEAPORTS IN THE COUNTRY, issued by the Bureau of Immigration, the inviter/sponsor and the visitor should be within fourth degree of consanguinity or affinity (up to first cousins by blood or marriage). For the purpose of discussion, let’s call relatives within fourth degree of consanguinity or affinity as “CLOSE RELATIVES”.

Sometimes, the Immigration Officers allow those sponsored by someone who is not a close relative to go through but it’s more the exception than the rule.

Some embassies and consulates authenticate affidavits submitted by someone who is not a close relative, but others don’t. (The Philippine Consulate in Hong Kong recently announced they won’t be authenticating letters for those inviting friends or distant relatives.)

And even if they do, it doesn’t mean that it will be accepted by the Immigration Officer. The Embassy’s job is simply to authenticate. The Immigration’s job is to be the gatekeepers. That said, even if the sponsor is not a close relative, it is still better to have this document than nothing.

Note that this article mainly focuses on travelers sponsored by someone based abroad. If you’re sponsored by a FILIPINO TRAVELING WITH YOU, you must still produce an Affidavit of Support with Undertaking containing the following details:

  • Sponsor’s financial capacity
  • Sponsor’s undertaking for your tourist travel with intent to return
  • Sponsor’s complete residential address and contact details
  • Sponsor’s corporate registration papers, if applicable

More often, though, if the sponsor is a Filipino relative and is traveling with the sponsored, the officer does not ask for it. But if you want to make sure, better have it ready.

Does an Affidavit of Support guarantee that I will NOT get offloaded?

NO. It doesn’t guarantee anything. You can have it and still get offloaded.

It all depends on the assessment of the Immigration Officer. It is based on many factors including the details of that letter, your other documents, and your demeanor when answering their questions. However, having the affidavit will help you convince the Officer. It can help but not guarantee.

It’s also safe to have a copy of proof of relationship and proof that the inviter can afford to support you. These may be certificate of employment or bank documents.

Do I really need to secure for an Affidavit of Support for an 8 days holiday vacation? Or just a simple letter of invitation. Hi, I will be traveling to Germany this end of the month. I will visit my boyfriend and he is my sponsor. I just had my unmarried couple visa and just heard about this document might be needed, I don’t think we can make it as we don’t have much time, is informal invitation letter will do? I already had visited some countries abroad and this is the first time for Europe. I am a bit worried baka ako ang ma tyempuhan. Can I notarize it here in the Philippines instead? or need talaga don sa country nila? Thanks po.

Should the affidavit of support with undertaking only be notarized at a Philippine Embassy/Consulate where the affiant is staying and then sent to the traveler? or can a soft copy/scanned copy do?

Mas OK daw po pag authenticated sa embassy. Depende sa circumstances, may mga instances na tinatanggap nila ung letter lang pero ang better way is ung authenticated daw talaga.

Hi! Will you be traveling with your mom from PH or will you be meeting her elsewhere?

Every time I asked a friend who was an IO at the time about sponsorship/support affidavit, I never got a direct YES answer, but more like “It’s best to have it because some IOs are stricter than others.” Although I have seen instances wherein the traveler prepared a notarized affidavit and the IO did not even ask to see it, I think it’s always better to have it just in case especially if you won’t be there with her. (But that’s just me.)

I was traveling abroad with my Filipino gf. I am American and have an ACR-I card. I paid for the round trip plane tickets and booked a hotel abroad. She got stopped at immigration and pulled aside. After waiting for some time she said immigration officer wanted to speak into me. They asked me to fill out an Affidavit of Support right there stating I would be financially responsible for her during our trip. This caught is off guard. We almost missed our flight. Is there anything I can do to fill out this affidavit of support before we go to the airport for our next trip so we have it ready to show at immigration? Is the form available online where it could be printed and downloaded?

Hi John! Yes, you can prepare this beforehand. There’s actually a sample in the post above. Most lawyers in PH also have a template of this.

Some travelers even have it notarized for good measure.

Hello po, kumusta po yung case niyo? Tinatanggap po ba ang scanned copy lang? Wala din po kasing PH embassy/consulate sa Bahamas, so hindi po makapagpa authenticate ang partner ko.

Yep, if sa Pinas naman po pinirmahan. Note na may bago pong list of requirements pag may local sponsor. Need din po na ma-prove ung relationship sa sponsor.

In light of the recent announcement of the new guidelines for Filipinos leaving the country (either Tourism or work), I am confused and maybe you can give some opinion or advice. I am going for a vacation, self-funded, I have the documents for the return ticket, travel and health insurance, bank certificate, statement. I will be staying with my boyfriend though and I am just wondering if I will still be required to present and Affidavit of Support. I will be financially responsible for my expenses and the only thing is that the accommodation will be by my boyfriend. Please need your advice as I am bound to leave on the 3rd of September. Hi Jen, by definition, according to the newly released updated guidelines, you’re considered “sponsored” because your accommodation is shouldered by someone else. They might ask you for an AOSG and proof of relationship.

Hi! Yep, I think so. Plus proof of relationship (marriage cert), lalo na if magkaiba kayo apelyido sa passport.

Although sa experience ko po lately, usually pag kasama, hindi ako hinihingan ng affidavit, mas proof of relationship na lang and yung return ticket.

DESCRIPTION

The Bureau of Immigration in the Philippines inspects all international-bound passengers, in line with the Bureau’s mandate under the Anti-Human Trafficking Law of 2003 (R.A. 9233) and the Amended Migrant Workers’ Act of 2004 (R.A. 10022), to stop human trafficking and illegal recruitment. At the airport’s immigration counter, therefore, a Filipino tourist bound for Singapore may be asked by the Immigration Officer to produce an “invitation letter”, a document made by a Filipino based in Singapore that invites a Filipino relative (the passenger) to Singapore for a visit.

The Bureau of Immigration and the Inter-agency Council Against Trafficking require that this document, in the form of an Affidavit of Support or Guarantee (ASOG or ASG), be authenticated at the Philippine Embassy in Singapore.

In other words, the concern of the tourist about being able to leave the Philippines is decided upon exclusively by the Philippine Bureau of Immigration, and not by the Embassy. The role of the Embassy is simply to authenticate the document, as this is commonly the only form that is accepted by the Bureau of  Immigration. The so-called “invitation letter” is just another affidavit issued by an Embassy.

Frequently Asked Questions

Q: Do I really need an invitation letter for a relative whom I want to come over to Singapore?

A: Per immigration guidelines , the inviting Filipino and the invited Filipino should be relatives up the fourth degree of consanguinity (his/her immediate relatives, up to first cousins) or affinity (which is by marriage, up to the first cousins of the spouse).

However, the Embassy is not the agency that determines whether a Filipino national requires an “invitation letter” or not. It is the Bureau of Immigration that decides on this matter. The role of the Embassy is simply to authenticate the affidavit of support/guarantee, similar to other documents that need authentication.

Q: By holding an invitation letter, is it guaranteed that my relative will not be offloaded at the airport?

A: Your relative may still be offloaded, based on the assessment of the Immigration Officer. The invitation letter is not the only requirement that may be asked by the Immigration Officer, who assesses the personal circumstances of the traveler, especially financial capacity to support his or her stay in Singapore.

However, please note that there have been cases where the “invitation letter” was not asked by the Bureau of Immigration at the departure counter. Consider the invitation letter, therefore, as just one of the requirements that may be asked by the Bureau of Immigration.

Q: Despite having an invitation letter, my relative was offloaded. Where I can file my complaint?

A: Since of the role of the Embassy is just to authenticate the affidavit, please address your complaint to the Bureau of Immigration, and not to the Embassy. It might help if the circumstances of the disapproval by the Immigration Officer is noted down, such as the name of the Immigration Officer and the specific documents that were required other than the invitation letter. During the application for the “invitation letter” at the Embassy, we always mention at the counter that this document is not a guarantee that the invited party will not be offloaded.

Q: Is there a way to ensure that my relative will not be offloaded?

A: For more information about requirements for passengers, contact the Bureau of Immigration , using its numbers or its email address posted on its website.

Q: How do I apply for the invitation letter in the Embassy?

A: If you have determined that your relative requires an invitation letter, please book an appointment through the Embassy website (link above) and select Affidavit. An e-mail confirmation will be sent to you along with the requirements for consularization.

Q: I would like to invite several relatives all at the same time. Can I use just one invitation letter?

A: Yes, several travelers may be mentioned in one affidavit.  The Embassy has not received any feedback about the Bureau of Immigration offloading a group of passengers mentioned in just one affidavit.

Q: I am a Singaporean (or a foreign national) and I want to invite my Filipino friends to come over and visit me in Singapore. Can I also apply for an invitation letter?

A: Yes, Singaporeans and foreigners (non-Filipino nationals) may also apply for the invitation letter directly at the embassy.

The Bureau of Immigration may require other documents from the Filipino being invited, such as his/her bank statements and other proof of financial capability to support his/her stay in Singapore. Please read these Guidelines for further details.

Q: I am a household service worker (HSW) working here in Singapore. I would like to invite my relatives to come over and visit me in Singapore. How do I go about it?

A: Filipino household service workers (HSWs) applying for the notarization of invitation letters should also attach a letter of support, signed by her employer, which states that the employer allows the visit and will be extending accommodation to the invitees.

Anyone applying for a Singapore visa from Dubai or anywhere else in the UAE would know that submitting a letter of invitation (LOI), from a resident or citizen of Singapore along with the other documents, is mandatory. Who is Eligible For LOI?

The Singapore visa with letter of invitation is available for all nationals. However, nations are divided into two categories: Level I countries and Level II countries. The Level I countries can apply for an evisa while the Level II countries need to have a paper visa.

Level I Countries

Armenia, Azerbaijan, Belarus, Democratic People's Republic of Korea, Georgia, Guinea, Holders of Hong Kong Document of Identity, India, Liberia, Kazakhastan, Kyrgyztan, Moldova, Macau Special Administrative (MSAR) Travel Permit Holder, Myanmar, Nigeria, Russia, People's Republic of China, Sierra Leone, Tajikistan, Turkmenistan, Ukraine, Uzbekistan and Commonwealth of Independent States.

Level II Countries

Afghanistan, Algeria, Bangladesh, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, Pakistan, Saudi Arabia, Somalia, Sudan, Syria, Tunisia and Yemen.

Documents Required For Letter of Invitation

If you want to apply for Singapore visa with letter of invitation with singaporevisa.ae, you need to submit the following documents.

  • Original passport which has at least 6 months of validity from the date of travel
  • 2 latest passport size photographs
  • UAE visa (with at least 1 month validity)
  • If you belong the Level 1 Countries category, you need to have 30 days multi entry UAE visa while those in Level 2 countries category need to have a 30 days double entry UAE visa.

Photo Specifications For LOI

If your photograph does not abide to the requirements, your visa application may get rejected. Hence, it is important to ensure that the photos you submit with your visa application should have the following specifications:

  • The photograph should be one that has been taken recently. Do not submit the photo that has been used in your passport, UAE visa copy or any other visa copies.
  • Make sure that your photograph does not have any birders. It should be clear. Do not submit photos that are out of focus.
  • The photo should be taken against a white background. Make sure there are no shadows in the background.
  • Make sure that you do not wear white clothes while taking the photo.
  • Avoid wearing headgear, unless to follow religious or racial custom. However, under no circumstances should your facial features be hidden.
  • Make sure that your hair does not cover your eyes or eyebrows
  • Avoid wearing spectacles or sunglasses
  • The picture should not be dark
  • Do not submit old photographs or copies of Whats app photos.

Important Note

  • You need to provide the personal address of your home country.
  • You need to submit 2 forms with your signature (as per the signature in your passport).
  • Singaporevisa.ae will fill the form as well as do the flight and hotel booking.
  • Documents with fake signature would not be accepted.

  • Do I need a visa to travel to Singapore?

For visitors travelling to Singapore, you will require a passport with at least 6 months validity. All travellers must fill in the SG Arrival Card (SGAC) up to 3 days before arrival. Only Singapore citizens, Permanent Residents and Long-Term Pass Holders who are fully vaccinated with COVID-19 WHO EUL vaccines and entering via land checkpoints do not need to fill in the SGAC.

If you require a Visa Letter of Invitation from IEEE RoboSoft 2023, please complete the  Visa Letter Request Form .

Please note that it is IEEE policy to only issue Visa Letter of Invitation to Speakers, Authors, Committee Members, and Attendees who have already registered and paid the registration fee in FULL.

  • Upon Arrival
