PUTRAJAYA: The Tourism, Arts and Culture Ministry will replace the Tourism Industry Licensing System (SPIP) with the Tourism Licensing and Enforcement System (Tourlist) starting November.

The ministry said the existing SPIP system would be closed from Oct 1 to make way for the deployment phase of the Tourlist system, which is expected to go live on Nov 1.

SPIP is the ministry’s portal for tourism sector licensing matters, including applications, renewals, and changes to the licence status.

Following its shutdown, the deadline for all licence applications in the SPIP system, such as for tour operators and travel agencies, tourism training institutes, tour guides, tour buses and rental cars (Sabah, Sarawak and Labuan) as well as applications for registration of premises offering tourist accommodation, is Sept 30.

“All application data that have been successfully processed and approved through the SPIP system will be migrated to the Tourlist system, and checks on approval status can be made on the system,” the ministry said in a statement today.

Unsuccessful applications or those incompletely processed will not be migrated to Tourlist.

Incomplete applications can be resubmitted via Tourlist and a claim can be made for the processing fee paid under SPIP.

The ministry said during the closure period of SPIP, applicants would be able to submit applications manually at the counter of its Tourism Licensing and Enforcement Division (BPPP) and state offices.

The application form can be downloaded via www.motac.gov.my beginning Oct 1.

The ministry, through BPPP, will be holding a “Pre-Tourlist Go-Live” pilot activity involving selected industry players from Oct 27 to 30 to record and identify areas of improvement in the Tourlist system.

“The adoption of this technology is to improve quality of delivery, ensure sustainability of the ecosystem and expand accessibility to tourism and cultural products and services,” the ministry said. — Bernama

KUALA LUMPUR: The Ministry of Tourism, Arts and Culture (MOTAC) launched the Tourism Licensing and Enforcement System (TOURLIST) to replace the Tourism Industry’s Licensing System (SPIP) beginning yesterday (November 9).

According to its press statement here today, MOTAC said the project has nine application modules which cover five thrust applications and four support applications.

The TOURLIST System is available on its website and mobile apps to be on par with the technology development.

MOTAC added that the TOURLIST is also equipped with the Business Intelligence (BI) characteristics through its RapidMiner.

“The most interesting features available on TOURLIST is the ability to enable online touristic license applications via end-to-end, registration and grants automation for hotels and spas, automatic approval for the exemption of tour guides, efficient monitoring and online payments, amongst others,” MOTAC said.

Besides that, MOTAC has also organised smart cooperations with its strategic partners through an integration and data-sharing system with various ministries, government agencies and private companies such as the Malaysian Companies Commission, Malaysia Accounting Department, Public Complaint Bureau and the banking Industry.

“The project initiative for the development of the TOURLIST System is on time with the country’s tourism landscape which is continuously developing and changing with the development of digital technology such as data, internet of things, blockchain technology, artificial intelligence and various other smart innovations.

“The development of tourism packages and the culture ecosystem can be carried out in a proactive and inclusive method with the existence of the data management which is effective through the TOURLIST System,” MOTAC added.

MOTAC said the tourism players can also browse its website: https://tourlist.gov.my/ for any Tourism Licensing and Enforcement transactions.

Hotel Licensing in Malaysia

Definition of hotels.

Any building, either permanent or temporary, held out by the proprietor, owner or manager, either wholly or partly, as offering lodging or sleeping accommodation to tourists for hire or any other form of reward, whether or not food or drink is also offered.

Terms of Application

a) Applicant shall:

i. register under Companies Commission of Malaysia (SSM); or

ii. register under Malaysia Co-operative Societies Commission of Malaysia (SKM) if it is a Co-operative; or

iii. submit Confirmation Certificate of Ownership if applicant is Local Authority (PBT) / Government Agency.

b) Premises shall have Accommodation Premises Business Licence from PBT. Only application for permanent licence will be processed; and

c) Applicant shall offer lodging accommodation or beds and other structures either permanent or temporary to tourists for accommodation purposes.

Required Documents

a) Applicant shall provide copies of documents below:

i. A copy of the latest SSM e-Info (Purchase of SSM e-Info through SPIP system); or

ii. Co-operative Registration Certificate under SKM; or

iii. Confirmation Certificate of Ownership shall be submitted if applicant is from PBT / Government Agency.

b) A copy of Accommodation Premises Business Licence from PBT; and

c) Other documents required by the Tourism Commissioner for the purpose of processing registration application from time to time.

A copy of document that is submitted shall be certified by Government Servant from Management Team and Grade 41 Professional and above (other than MOTAC officers) OR Head Village / Chief OR Oath Commissioner.

Application Procedures

a) Complete application information on Tourism Industry Licensing System (SPIP) through www.spip.gov.my.

b) All documents as stated in para 2 shall be uploaded to SPIP.

Registration Certificate will only be issued after the application is approved.

Certificate is printed on the premises name and address as in its business licence. (The use of premises name using the words ‘travel, ‘tourism’, ‘tour’ or ‘tour operator’ and equivalent as set in Section 13: Act 482 are prohibited).

Approval Time for Registration Application

a) MOTAC State Office level: Seven (7) working days when an application is received from applicant and submitted to the Headquarter.

b) MOTAC Headquarter Putrajaya level: Registration Certificate will be issued within the period of 7 working days after the application is received from the MOTAC State Office.

Payable Fees

RM20 for processing fee and RM50 for registration fee (payment is after approval)

MOTAC: TOURLIST to replace SPIP system from Nov 1

PUTRAJAYA, Sept 19 — The Ministry of Tourism, Arts and Culture (MOTAC) will replace the Tourism Industry Licensing System (SPIP) with the Tourism Licensing and Enforcement System (TOURLIST) starting Nov 1.

MOTAC said the existing SPIP system will be closed from Oct 1 to make way for the deployment phase of the TOURLIST system which is expected to go live on Nov 1.

SPIP is MOTAC’s portal for tourism sector licensing matters including applications, renewals and changes to the sector’s licence status.

Following the shutting down of the SPIP system, the deadline for all licence applications in SPIP such as a licence for tour operating business and travel agency business (TOBTAB), tourism training institutes, tour guides, tour buses and rental cars (Sabah, Sarawak and Labuan) and applications for registration of tourism accommodation premises is on Sept 30.

“All application data that has been successfully processed and approved through the SPIP system will be migrated to the TOURLIST system and check on approval status can be made on the system,” said MOTAC in a statement today.

Unsuccessful applications or applications that are incompletely processed will not be migrated to the TOURLIST system. However, applications that are incompletely processed can be re-applied in the TOURLIST system and are eligible to claim the payment of the processing fee that has been made in SPIP.

MOTAC said that during the SPIP closure period, applicants can still submit applications manually at the counter of the Tourism Licensing and Enforcement Division (BPPP), MOTAC and the state MOTAC offices by submitting a physical application form that can be found at www.motac.gov.my from Oct 1.

MOTAC, through BPPP, will hold a ‘Pre-TOURLIST Go-Live’ pilot activities from Oct 27 to 30, involving selected industry players, to record and identify room for improvement of the TOURLIST system.

“The adoption of this technology is to improve the quality of delivery, ensuring the sustainability of the ecosystem and expanding accessibility to tourism and cultural products and services,” said MOTAC, adding that it always supports the process of documenting and cultivating work online.

Carbon neutrality, zero waste and serving seafood solely from responsible suppliers: Many boutique eco-tourism destinations — particularly those catering to small numbers of luxury travelers — can reach or come close to sustainability goals such as these, but what about a decades-old resort company operating 97 properties across 14 countries?

As the global director of sustainability at Iberostar Group , Megan Morikawa is striving to prove that large travel operators can be better stewards of the planet. The Stanford-educated marine biologist is applying science to achieve these goals and more, such as helping the privately held hospitality company build coral research labs and use A.I.-powered trash cans to reduce kitchen waste.

In a nearly two-hour video conversation, Dr. Morikawa talked about her career pivot from academia to hospitality, the importance of collaboration across the travel industry and her new role for the Travel Foundation , a nonprofit providing destinations with sustainable-tourism research, strategy and training.

This conversation has been edited and condensed for clarity.

What led you to research coral reef die-offs for your doctorate?

Basically, the theme of my technical background is how we can use the technology of genetics and genomics to better conserve species on the planet.

My Ph.D. adviser, Stephen Palumbi, was focused on genetics, genomics and coral reefs. His whole proposition was: Could we find the world’s toughest corals, learn what makes them tough and use that to help predict winners and losers of climate change, so that managers could better understand how to restore reefs?

How did you end up in travel?

It was at the end of my Ph.D. when at Stanford I met Gloria Fluxá Thienemann, Iberostar’s vice chairman and chief sustainability officer. My adviser and I were scratching our heads asking, “What does a Spanish hotel owner have in terms of interest in our research?”

Our initial conversation showed that she was genuinely interested in the science. Gloria’s passion for the science of the oceans has facilitated so much of what we now do.

I moved from academia to Iberostar because really passionate people want to use the private sector to scale solutions for critical ecosystems, like coral reefs.

Iberostar now has three coral labs and seven underwater nurseries in three countries. How did that start?

The first year that I joined, we constructed our first coral lab at a property in the Dominican Republic. It would have taken us four or five years if we were doing this from an academic standpoint.

The coral lab is three things in one. It’s an outreach center, where guests and others can pop in and stumble upon seeing — for many of them — coral for the first time. But it’s also a genetic bank: Corals in the Caribbean are experiencing a lot of challenges, like widespread disease and bleaching events. Having a genetic bank is an important asset saving for genetic diversity. Our third objective is to recreate coral bleaching: The lab has a sophisticated system that recreates heating waves with small tanks so that we can stress individual corals, and predict winners and losers, just like I did for my Ph.D.

Iberostar has taken hotels off fossil fuels, partnered to create a waste-management system in Brazil and more. How is it making these changes?

The question is always around how you scale sustainability. Scaling is an interesting combination of being able to speak in a high-level strategy voice about say, business objectives, and then being able to translate that down to the actual actions that a hotel director needs to take.

Because it’s not just our executive leadership. From our operations to our procurement team to our head of human resources, we all recognize the risk climate change poses to our business. So the passion and enthusiasm to do something about it is there and was not what needed to be sparked.

Tell me about these trash cans.

We do a lot of work on our food waste — we serve around 45 million meals a year.

With our partnership with Winnow , an A.I. waste management company, we have placed devices in our kitchens that have an A.I.-assisted camera and scale that allows for chefs to spend the first month or so training the model on what the camera is seeing. Through time, the system automatically registers what is being wasted.

With that data, we can get feedback on those economic losses as well as carbon footprint losses. And finally, what is it that we are throwing away? And how can that help us to inform how we produce food the next day?

What are the top challenges to Iberostar’s sustainability goals?

Travel is made up of a bunch of different businesses in different sectors. And how that all joins together can be really difficult to understand — particularly in the role we all play in protecting natural resources. Because we are a beachfront resort company, when we see erosion and other impacts on those areas, it’s really clear and evident. But one of our excursion providers might not be thinking about it as much in their day-to-day.

As a scientist, I recognize that a lot of discovery of how to do things that have never been done before requires quick absorption of new materials and being able to speak multiple languages. And by that, I don’t mean linguistic languages; I mean speaking from a research standpoint to a government standpoint to a business standpoint. A lot of the barrier to collaboration was not being able to communicate effectively with each other.

Are any of these changes something a guest would see?

We somewhat boldly said we are demonstrating that a luxury hospitality experience does not require single-use plastics. What I like to say is that when you see a room that is free of single-use plastics, it’s kind of hard to unsee it. A lot of times it can be thought of — initially — as needing to remove items. But I think our operations team thought critically about ways to elegantly offer an experience that was a better product. So that’s probably the most tangible way that we can see that.

What is the purpose of the Travel Foundation?

The Travel Foundation is a U.K.-based NGO, providing research, strategy and support in their aim for tourism to provide the greatest benefits for every destination around the world, so local communities and environments can thrive. The role I’ve taken is chair of the board of trustees.

A recent research piece they published was looking at how to model pathways to reach net zero emissions, looking at aviation, transport and hotels. The Travel Foundation also supports destinations in producing management plans. For Lake Tahoe, in California, they’ve been doing great work to help the area think through its new boom in tourism and how residents can have a voice.

When it comes to changing human impact on the environment, what are steps that travelers could take?

One of the best things that tourists can do is to inject mindfulness into their decisions. I know it sounds really silly, but the more meaning that we draw from the choices that we make in our consumption, the more likely we’re able to maximize the value that comes from it and make them memorable experiences.

Savvino-Storozhevsky Monastery and Museum

Zvenigorod's most famous sight is the Savvino-Storozhevsky Monastery, which was founded in 1398 by the monk Savva from the Troitse-Sergieva Lavra, at the invitation and with the support of Prince Yury Dmitrievich of Zvenigorod. Savva was later canonised as St Sabbas (Savva) of Storozhev. The monastery late flourished under the reign of Tsar Alexis, who chose the monastery as his family church and often went on pilgrimage there and made lots of donations to it. Most of the monastery’s buildings date from this time. The monastery is heavily fortified with thick walls and six towers, the most impressive of which is the Krasny Tower which also serves as the eastern entrance. The monastery was closed in 1918 and only reopened in 1995. In 1998 Patriarch Alexius II took part in a service to return the relics of St Sabbas to the monastery. Today the monastery has the status of a stauropegic monastery, which is second in status to a lavra. In addition to being a working monastery, it also holds the Zvenigorod Historical, Architectural and Art Museum.

Belfry and Neighbouring Churches

Located near the main entrance is the monastery's belfry which is perhaps the calling card of the monastery due to its uniqueness. It was built in the 1650s and the St Sergius of Radonezh’s Church was opened on the middle tier in the mid-17th century, although it was originally dedicated to the Trinity. The belfry's 35-tonne Great Bladgovestny Bell fell in 1941 and was only restored and returned in 2003. Attached to the belfry is a large refectory and the Transfiguration Church, both of which were built on the orders of Tsar Alexis in the 1650s.

To the left of the belfry is another, smaller, refectory which is attached to the Trinity Gate-Church, which was also constructed in the 1650s on the orders of Tsar Alexis who made it his own family church. The church is elaborately decorated with colourful trims and underneath the archway is a beautiful 19th century fresco.

Nativity of Virgin Mary Cathedral

The Nativity of Virgin Mary Cathedral is the oldest building in the monastery and among the oldest buildings in the Moscow Region. It was built between 1404 and 1405 during the lifetime of St Sabbas and using the funds of Prince Yury of Zvenigorod. The white-stone cathedral is a standard four-pillar design with a single golden dome. After the death of St Sabbas he was interred in the cathedral and a new altar dedicated to him was added.

Under the reign of Tsar Alexis the cathedral was decorated with frescoes by Stepan Ryazanets, some of which remain today. Tsar Alexis also presented the cathedral with a five-tier iconostasis, the top row of icons have been preserved.

Tsaritsa's Chambers

The Nativity of Virgin Mary Cathedral is located between the Tsaritsa's Chambers of the left and the Palace of Tsar Alexis on the right. The Tsaritsa's Chambers were built in the mid-17th century for the wife of Tsar Alexey - Tsaritsa Maria Ilinichna Miloskavskaya. The design of the building is influenced by the ancient Russian architectural style. Is prettier than the Tsar's chambers opposite, being red in colour with elaborately decorated window frames and entrance.

At present the Tsaritsa's Chambers houses the Zvenigorod Historical, Architectural and Art Museum. Among its displays is an accurate recreation of the interior of a noble lady's chambers including furniture, decorations and a decorated tiled oven, and an exhibition on the history of Zvenigorod and the monastery.

Palace of Tsar Alexis

The Palace of Tsar Alexis was built in the 1650s and is now one of the best surviving examples of non-religious architecture of that era. It was built especially for Tsar Alexis who often visited the monastery on religious pilgrimages. Its most striking feature is its pretty row of nine chimney spouts which resemble towers.
