When it comes to an itinerary, Travel + Leisure readers want more than a string of photo opportunities — and the right tour operator makes all the difference in creating a trip of a lifetime versus one that simply checks off a list of sights. This year, our readers were especially drawn to companies that utilize local expertise and experience to thoughtfully design trips that will entertain as well as inspire.

Every year for our World's Best Awards survey , T+L asks readers to weigh in on travel experiences around the globe — to share their opinions on the top hotels, resorts, cities, islands, cruise ships, spas, airlines, and more. Readers rated tour operators and safari outfitters based on their staff and guides, itineraries and destinations, activities, accommodations, food, and overall value.

The top picks were noted for their deep knowledge of destinations and guides who "go the extra mile." One reader who has been traveling for more than five decades said a trip with Classic Journeys (No. 2) was the "very best" they had experienced. Others noted attention to pandemic safety details, while one who went to Norway was charmed by a "wonderful surprise dinner in Bergen out on the water that was fantastic."

Tour operators that seamlessly navigated the logistics of a trip also came out on top. Quasar Expeditions (No. 9) was noted "for really planning out every detail" so that "all you have to do is show up and have a great time." Meanwhile, of TCS World Travel (No. 10), a guest said: "You never lift a finger and just spend your time actually exploring the destination." They even added that they "learned so much" along the way.

Among the five companies on this year's list that weren't on last year's were two women-only tour operators that cater to travelers of all ages. AdventureWomen (No. 14) has multiday tours designed by women from Bhutan to Yellowstone National Park, while Explorer Chick (No. 15) has everything from day trips — like glassblowing in Baltimore and cave rappelling in St. Louis — to full itineraries in Machu Picchu and the Galápagos. One reader said her Everest Base Camp trip with AdventureWomen was filled with "like-minded women" who "bonded so well," while another said she felt it was a "safe tour group for women."

The itinerary provided by tour radar was not exactly how the tour was set up. One of our stops said we would be doing a cruise on lake Powell. That was not provided with the tour. Also the hotels that they said we would be staying at did not line up.
Overall, the tour was very fun and we'll put together. The tour guides were all friendly, and seemed to work well as a team. Accomodations were not bad, but there were better options directly adjacent. Food options were pretty much all fast food, which makes sense for the tour concept. However, dinner options could have been a bit better. We really would have appreciated a little more hiking and exploring time, and a couple of the guides did the best to accommodate that. However, 20 minute stops are just not enough time to get "out and experience" the areas.

I have to say this was a fantastic experience. The whole trip was very well planned. Jade our Tour leader was very organised. Each day she gave us the days plans. Starting with a trip to zion national park. We had a good amount of free time. This was also the case each day with each activity. We had good music in the Tour bus. The bus was clean and quite comfortable. Jade was a good safe driver and always kept us up to date with things we would pass by. She had a very good knowledge of everything we visited. I learnt a lot during the trip. Overall I would highly recommend this Tour. You get to see a lot.

The trip on it self is awesome. The parks we visit were stunning. However as I booked with Tour radar, it was not mention anywhere the level of the trip. I knew during the trip that this same trip is advertised as a compfy trip with intensity 2/5 on intrepid website. I found my self with 65 Y+ while Im 35 Y and for the hikes it was inconvenient. Hope it will change on the marketplace.
We were fortunate to have Claire Kredens as our driver guide. She is a gifted leader and could cope with ant situation. Such a tour is useful to learn which cities you might like to re-visit because our time in each is very short. Four and five hour drives every other day is exhausting and maybe the number of places visited could be edited downward. On the whole, I enjoyed the trip altho the age range 15-99 is unwise. 15-80 would be much more realistic.

It was my first group trip and also my first camping trip. I have to say it was one of the best trips I've been on. It was an adventure! We were lucky enough to see the Northern Lights at Remote Camp. Tory and Dave took care of everything and made sure everyone had a great time. From a speedboat to the Statue of Liberty to fireworks on 4th July in Washington to hiking to Yosemite Falls, this trip showcased the very best the USA has to offer. I went on the 21 day Full Cyote trip from New York to San Francisco with my brother. With such a packed itinerary of included activities, it offered great value for money. The guides in every region we visited were excellent. A particular shout out to Ryan, who added in extra stops and experiences based on the group's interests. Other highlights included the Grand Canyon, Washington's museums, whale watching in Boston, cycling across the Golden Gate Bridge and sunset in Griffeths Park. How to choose a responsible travel operator

With travellers still feeling the effects and restrictions of the COVID-19 pandemic, the importance of travelling responsibly when we do go has never been greater.

Planning a responsible trip, however, requires a lot of research – and it remains especially difficult to find information on responsible tourism in remote destinations and developing countries. So why not recruit an operator to do the legwork?

‘By travelling with a tour operator that’s genuinely committed to operating responsibly, the fundamentals of supporting local communities and limiting your environmental footprint will have already been built in to your trip,’ says James Thornton, CEO of small-group tour company Intrepid Travel , known for its pioneering responsible tourism strategies (such as being the first major international travel company to remove elephant rides from its tours in 2014).

If you prefer to travel independently, chances are you will still use operators for short excursions along the way. Here’s how to ensure those you travel with will help to minimise your impact on your destination.

What does it mean to travel responsibly?

‘Travelling responsibly is about demonstrating respect for the people, culture and environment you’re visiting,’ says Thornton.  Responsible travel also helps to fund environmental and cultural conservation and gives locals a reason to conserve.

‘When you take a responsible holiday you are ensuring that the money you spend benefits the local community,’ says Justin Francis, CEO of UK-based Responsible Travel , which sells tours from 400 specialist operators around the world. ‘This might mean staying in a family-owned lodge instead of a multinational chain, discovering local eateries which celebrate local cuisine as part of their culture, or going kayaking with a local guide.’

Is responsible travel possible everywhere?

While it’s widely accepted that travelling to countries that your own government forbids (typically for safety reasons) is not responsible, due in part to the strain it can put on local services. It's also crucial to follow the latest government health advice regarding travel and COVID-19. Apart from this, most responsible travel professionals claim it is possible to travel responsibly to places with poor ethical records.

‘Travelling responsibly is less about the destination but more about what you do when you get there,’ says Francis. ‘It’s possible to travel in an extremely damaging way in countries with even the greatest commitments to human rights and the environment.’

Adrienne Lee, Director of Development at the Planeterra Foundation , the not-for-profit partner of international small-group tour company G Adventures , agrees.

‘By experiencing different places, cultures and practices in the most responsible way possible, travellers can become advocates for maintaining and bettering our world when they return to their home country,’ she says. ‘Responsible travel operators are crucial in connecting travellers to business owners that are creating opportunities for many at the grassroots level.’

Responsible travel vs sustainable tourism

The jury is out as to whether these terms are mutually exclusive. Some camps argue that responsible travel goes beyond the World Tourism Organization’s definition of sustainable tourism , ensuring tourism doesn’t simply address the needs of visitors, the industry, the environment and host communities, but also pays it forward. In a nutshell, if a company is operating responsibly, it should already be operating sustainably.

Identifying responsible travel operators

In recent years, many operators have overhauled their offerings to ensure they are more responsible. Checking the operator’s website for a responsible travel or sustainable tourism policy is the easiest way to assess its credentials.

These policies typically reflect the World Tourism Organization’s definition of sustainable tourism, and may incorporate additional measures based on the company’s own research, or that of non-governmental organisations and academic bodies. Since removing elephant rides from its tours, for example, Intrepid Travel has taken measures to secure the safety of vulnerable children in communities it visits.

‘We want to create the best possible experiences for our travellers while ensuring the places we visit are impacted positively,’ says Thornton. ‘That’s why instead of including visits to schools or orphanages which pose risks to children, we’ll eat and shop at social enterprise restaurants and stores whose earnings fund programs to help keep families together.’

Sustainable tourism certification is also increasing. The Global Sustainable Tourism Council (GSTC) accredits certification bodies – such as Ecotourism Australia and the US-based Rainforest Alliance – to certify highly sustainable operators. Travellers can look for the GSTC logo for both tour operators and accommodation.

Keep in mind, however, that not all companies can afford to make the improvements necessary to meet the required standards for certification. Randy Durband, CEO of the GSTC, recommends consumers do not overlook ‘operators that do most things "right" in terms of sustainability, and are transparent about their strengths and their weaknesses.’

Responsible tour aggregators are also on the rise. The world’s largest, Responsible Travel, vets the tours it sells against its own strict criteria, while smaller companies such as  Mauritius Conscious creates bespoke itineraries using responsible travel operators it has vetted across the Indian Ocean island.

Common responsible travel practices

Some of the key practices responsible travel operators employ include:

  • Avoiding the use of wild animals for the purpose of human entertainment – such as riding elephants, walking with lions and swimming with captive dolphins – in favour of low-impact experiences such as viewing animals in the wild.
  • Cultural visits benefit local communities first, and visitors second.
  • Interactions with vulnerable children and supporting begging and child labour are avoided in favour of sustainable community tourism that keeps children safe and families together.
  • Accommodation is provided by locals rather than big chain hotels.
  • Dining experiences are based around local produce and local cultural traditions.
  • Guides (and other staff) are local, and appropriately trained, outfitted and paid for the services they provide.
  • The company takes measures to minimise its environmental impact, such as offering clients reusable alternatives to common single-use plastics like carry bags and water bottles.
  • The company gives back to the destinations it visits, such as supporting local schools or renewable energy projects.

Beware of greenwashing

Many travel operators around the world (especially in developing regions) market themselves as responsible, sustainable or similar without the credentials to back up their claims. When in doubt, ask questions.

‘Ask if they have a written responsible tourism policy – if it is not written down then chances are it is not taken seriously,’ says Francis. ‘You can also ask them how they measure their contribution to conservation and local communities, which local charities they work with and details of the operations in the hotels and guesthouses they work with.’

The same goes for tourist attractions: beware of businesses that label themselves ‘sanctuaries’ or peddle ‘ecotours’ that conflict with the responsible travel practices outlined in this article.

Taking personal responsibility

Travelling responsibly, of course, doesn’t end at choosing a responsible operator.

‘Everyone has a responsibility to be the best traveller they can be,’ says Lee. ‘Researching local customs before you leave home, packing to reduce your environmental footprint, connecting with local people on the road, and avoiding single-use plastics along the way is a great start.’

What is a tour operator and how does it work?

The tour operator is an integral component of tourism , yet many people are unclear about what a tour operator actually is or what they do.

In this article I will explain what a tour operator is and why tour operators are important. I will also talk about what the difference between a tour operator and a travel agent is, as well as the different types of tour operators.

What is a tour operator?

Definitions of tour operator, importance of tour operators, the difference between a tour operator and a travel agent, what does a tour operator do, products and services sold by tour operators, inbound tour operators, outbound tour operators, domestic tour operators, ground tour operators, the association of independent tour operators, the tour operator: to conclude.

Tour operators are inextricably linked to the package holiday model. The tour operator is the person or organisation who creates the package. A travel agency is then used to sell the package holiday.

In the chain of distribution , the tour operator is represented by the term ‘wholesaler’. This is because the tour operator is responsible for purchasing products of services in bulk and then redistributing them as a packaged product to consumers.

To put it simply, a tour operator is the person or organisation who takes the individual elements of a holiday (e.g. transfer, hotel, transport) and packages these together.

The types of package vary. Most commonly, tour operators are associated with mass tourism and the traditional package holiday market. However, tour operators do also play an important role in the production of niche tourism products and services too.

If you’re looking for a formal definition of a tour operator with a reputable source, you may want to reference Polyther, who in 1993, defined the tour operator as;

‘[an organisation or person] who has the responsibility of putting the tour ingredients together, marketing it, making reservations and handling actual operation’.

Similarly, Holloway (1992) states that;

tour operations undertake a distinct function in the tourism industry, they purchase separate e lements of tourism products/services and combine them into a package tour which they sell directly or indirectly to the tourists .

The Organisation for Economic and Cultural Development (OECD) define a tour operator as follows;

‘Tour operators are businesses that combine two or more travel services (e.g., transport, accommodation, meals, entertainment, sightseeing) and sell them through travel agencies or directly to final consumers as a single product (called a package tour) for a global price. The components of a package tour might be pre-established or can result from an “a la carte” procedure, in which the visitor decides the combination of services he/she wishes to acquire.’

Tour operators are an important part of the tourism industry .

Tour operators make the logistics of organising a holiday much easier for the consumer. This makes people more likely to travel, more often.

Tour operators have a lot of power. If they choose to sell holidays in a particular location, for example, then that location will receive many of the associated positive and negative economic impacts of tourism .

Tour operators are often vertically or horizontally integrated with other organisations, such as travel agents and airlines. This allows for easier management and distribution of products.

Tour operators typically build holidays en masse. This means that economies of scale play a key role in driving down prices- the more you produce the cheaper the product becomes! This is obviously beneficial to the consumer and helps travel agents to have a competitive advantage when selling holidays.

Many people are not aware that a travel agent and a tour operator are actually two totally different organisations and they are not aware of the difference between a tour operator and a travel agent.

In fact, it is quite easy to understand this difference!

A tour operator is the organisation which puts the different elements of a holiday together. And the travel agent is the organisation who sells it to the consumer.

Whilst this differentiation is pretty easy to comprehend, it is easy to understand why people get tour operators and travel agents confused. This is largely because many organisations will operate under the same company. For example, TUI has a tour operator and a travel agent (and an airline too). As a result, many people do not realise that in actual fact, there are two separate organisations doing two separate jobs.

Ultimately, a tour operator is responsible for putting the different elements of a holiday together into a commodified package.

To do this, there are a number of different roles and responsibilities that tour operator staff will have. This includes:

  • Data analysis- which destinations will sell best, how many holidays should they sell etc
  • Assessing suitability of accommodation, transfer and transport options
  • Liaising with stakeholders e.g. coach operators, airlines, hoteliers and resort representatives
  • Negotiating contracts
  • Confirming reservations with airlines/hotels
  • Managing and responding to customer feedback
  • Undertaking market research
  • Production of marketing material
  • Providing pricing information
  • Handling bookings, invoicing and issuing of tickets
  • Working with travel consultants from different travel agencies to put holiday packages together

Tour operators have a number of products and services that they sell, depending on their specific business model, business intentions and target market. A tour operator will typically package together two of more elements to form a packaged product, which is then sold at an inclusive price.

Examples include:

  • Package holidays
  • Accommodation
  • Information on destinations
  • Representative service in resorts

Types of tour operator

Tour operators come in all shapes and sizes. Some are large, multinational organisations and other are small, independent business.

Different types of tour operators develop products for different types of tourism . This can include the mass market, niche tourism market, special interest tourism, the luxury market, tailor-made products and dynamic packages .

  • Inbound Tour Operators
  • Outbound Tour Operators
  • Domestic Tour Operators
  • Ground Operators

An inbound tour operator is one who facilitates inbound tourism .

The aim of an inbound tour operator is to bring tourists in to a particular country or countries.

Inbound tour operators will often collaborate with local travel agencies and transport operators to facilitate travel arrangements for their customers.

Inbound tour operator example: A group of German tourists conduct a tour of China, encompassing a visit to Shanghai , Hangzhou and the Yellow Mountains . The tour operator who organises their travel is Chinese-based company China Highlights . This company is based locally in China and they offer local, Chinese tours.

An outbound tour operator is one who facilitates outbound tourism .

The aim of an outbound tour operator is to send tourists out of a particular country or countries.

Outbound tour operators will often collaborate with foreign travel agencies and transport operators to facilitate travel arrangements for their customers.

Outbound tour operator example : A family of four from Liverpool, UK want to book an all-inclusive summer sun holiday in Alicante. They book through TUI , the largest tour operator in Britain, who specialises in outbound travel. They are based in the UK, but they work with foreign partners to facilitate holidays overseas.

A domestic tour operator is one who facilitates domestic tourism .

The aim of a domestic tour operator is to organise travel within a particular country or countries.

Domestic tour operators will often collaborate with domestic travel agencies and transport operators to facilitate travel arrangements for their customers. Domestic tour operators will often also serve the inbound tourism market.

Domestic tour operator example : A group of twenty-something boys from Chicago want to travel to Florida for the spring break holiday. A ground tour operator is an organisation who dopes the ground work as grass roots level.

Many tour operators do not have connections in all places around the world, therefore they build a network of connections to help them run their business.

Price setting for tour operators requires a strong mix of marketing strategy and financial analysis.  The people, accommodation and components that make up the experience/holiday you provide can be incredibly diverse and pricing strategies often evolve as a tour operator develops its brand and market share. 

What to Consider When Setting Your Pricing Strategy

Setting the right price for your products or services can determine your success as tour operator, influence customer perception, and directly impact your bottom line. In this ever-evolving marketplace, mastering the art of pricing requires a keen understanding of various factors that come into play:

  • How unique is your business?  The more unique your product the more flexibility you will have to decide your pricing.
  • What value added services do you provide that enhance the perceived value of your offering?  Some examples include free parking, a purchase incentive such as champagne on arrival or discounted tickets to a particular attraction or eatery.
  • What market do you want to attract and what position in that market do you want to establish?  Research your target market in relation to product needs, price sensitivity, length of stay etc.
  • What are your operating costs?  Calculate your break-even point and therefore what your minimum pricing should be for profit goals (estimates of revenue, occupancy rates etc will be needed).
  • What do competitors with similar products and services charge within your market? Competitors’ prices do influence the maximum rate at which your product can be sold but you must be aware of your own financial position (debt levels, cash flow etc) before you can decide whether you should compete on price.
  • When launching it may be necessary to set prices lower than your longer-term pricing expectations in order to attract volume, credibility and establish your brand.  As you become more established with regular bookings you can consider increasing prices.
  • What is your overall marketing strategy?  If you cater for the luxury traveller pricing may not fluctuate much at all but if you are targeting the budget traveller you will rely on volume of bookings.

Pricing Strategies Tour Operators Can Use 

Mark up pricing strategy.

Set the prices of your holidays, tours and activities to ensure that you make a profit on each sale. Identify all of the costs associated with running your business which includes the time spent developing and promoting a holiday or experience.

The fixed costs include rent, building maintenance, any machinery and insurances.  Variable costs include wages, energy, repairs, petrol, uniforms, bank fees, promotional and travel costs.

Mark Down Pricing Strategy

A mark down pricing strategy requires tour operators to mark down their prices in order to remain competitive.

It’s ideal during slower months.  If the cost for your offering is normally £400 per person, then you might mark down your prices to £299 per person to allow you to (hopefully) earn some profit on each booking, while remaining competitive and keeping the business afloat. 

It might even mean you generate more bookings than you would have without this promotional discount – and thus earn more income.

Tourists are increasingly turning to “packages” to meet all of their holiday needs - hotel, airfare, transfers, tours and activities all for one inclusive price.  Developing packages with complementary tourism partners is a good way to stimulate demand and add value without having to discount.  

Packages can also be used to target niche markets effectively, e.g. golfing holidays, food and wine tasting, beauty and relaxation etc.

You can use “disguised pricing” which hides the exact cost of individual components and also the extent of discount provided by contributing operators.

“Visible pricing” which gives your clients the flexibility to select their preferred package components according to their travel preferences and budget.

All tourism businesses should have a rack rate, an official rate before any discounts are applied. These are the “brochure” prices printed in advance of the coming season.  The rack rate for activity and attraction operators is more likely to remain the same during a peak holiday season without any day to day discounting.  However, accommodation providers will be changing their rack rate almost daily to reach capacity.

Seasonal Pricing

This is different price levels throughout the year to cover low and high seasons. These are usually the same date periods each year and apply for school holidays, public holidays or for local events where the dates vary each year.

Last Minute Pricing

A common pricing strategy for accommodation suppliers and tour operators to fill any last-minute gaps.  It involves discounting prices according to take-up which are then promoted on last minute booking websites.

Discounting

Discounts are often applied in the offseason or to assist with yield management but be selective in their implementation because it could become a fast route to reducing your profitability. 

With last minute price deals, just select those where you really need more takers.  Consider adding conditions to a discounted price like a minimum stay or number of travellers in the booking. 

Tourists do become used to discounted prices and you therefore run the risk of not only making it harder to charge your normal rates, but it will also devalue your product.

Common Pricing Types

Per Person pricing - is a set price per person, commonly used by activity/attraction and transport operators, accommodation providers and campsites.  Options may include an adult, child and senior citizen price.

Per Unit pricing - is a set price for 1 unit of the product, e.g. price per night.  Usually, the advertised price is for 2 adults or 2 + child rate.

Single or double occupancy - is common for B&B’s, there is a single rate and a double rate (which is not double that of the single rate).
